To build the addition to the Guild School it was voted to borrow on notes the sum of $17,000. Of this amount notes of $11,000 have been issued, and there has been expended $9,175.37, leaving a balance at this date of $1,824.63, together with the authority to issue $6,000 more in notes.

For a condensed report of the appropriations and expenditures see page 55. We have made an effort the past year to keep the expenses within the various appropriations, and we believe it to be the duty of the committee of fifteen to recommend an appro- priation for each item in the list of estimates presented to them, for the current expenses of the town.

A contract was made, on August 1, 1898, with the Norwood Gas Light Co., to light the streets for a term of three years. the price to be $15 per year for gas lights and $12 per year for oil lights.
A petition should be presented to the County Commissioners, under Chapter 513 of the Acts of 1896, for the use of a steam roller and stone crusher, so that if the town votes to macadamize certain portions of its streets, the work can be done at the proper season of the year. The appropriations for snow and for the poor have been overdrawn and we make a larger estimate for the current year.
The Board received a petition in the month of August, 1898, from the Directors of the Norwood, Canton and Stoughton Street Railway Company for a franchise to build a line from Washing- ton Street to the Canton town line on Neponset Street. A hear- ing was given the company, and it was voted to grant the fran- chise upon certain conditions, all of which were satisfactory to the company except the one which required that the track should be paved from Washington Street to Pleasant Street. Cross Street being laid out only forty feet wide, it did not seem to the Board to be more than right that the company should pave the track so that it could be used for travel.
We believe that there are at the present time new streets enough that have been laid out and are now being built, for all who may wish to build houses for at least two years to come, and we recommend that the Board of Selectmen decline to make new surveys for that term, except for some public improvement. We desire at this time to express our thanks to the citizens for their confidence and support in the work of our board during the past year.

REPORT OF INSPECTOR OF ANIMALS.
To the Board of Selectmen of Norwood :-
GENTLEMEN,- I submit to you my report for the year as inspec- tor. Early in the spring I made a general inspection of all the cattle in the town. The cattle that I had quarantined during the first of the year were ordered released by the Cattle Com- missioners, owing to lack of funds to pay for diseased cattle.
Seventy-five milch cows which were brought here from out the State were quarantined, tested, and found to be free from disease. All beef cattle, hogs, sheep and calves inspected at time of slaughter during the year were found to have been healthy and free from disease.
