REPORT OF THE BOARD OF WATER COMMISSIONERS.
The Board of Water Commissioners herewith present their thirteenth annual report for the year ending December 31, 1897, and with it a detailed statement of the income and expenditure of the department, and, as Trustees of the Sinking Fund, a statement of its investments.
At the annual town meeting Edmund J. Shattuck was re- elected Water Commissioner for the term of three years. The Board organized by choice of Edmund J. Shattuck as chair- man, and John F. Callahan, clerk.

The town is to be congratulated upon the present good condition and efficiency of the Water Works. There has been a considerable increase in the revenue. Our receipts from

water rates and sales of water for special purposes for 1897 are $12,093.95, or $958.80 in excess of last year. Our Mainten- ance and Repair Accounts show an increase of $139.99, or a net increase of $818.81.
In our report for 1896 we called your attention to the fact of a large waste of water. Our pumpage now averages about 353,751 gallons per day. During the extreme cold weather in winter it jumps up to 416,445 or more gallons per day, thus proving that water is allowed to run to prevent freez- ing. The same increase occurs in summer during extreme warm weather, when lawn sprinklers are too freely used, and, although the regulations allow the use of hose only two hours per day for six months in the year, it has come to our notice that sprinklers have been in use ten to twelve hours per day, and also in full use during copions showers, and it is also noticeable that this waste is the most frequent where services are not metered. The town should take prompt action to check this unwarrantable waste, and it seems to us the only method by which this can be accomplished is to require a meter on each service. A meter makes every consumer his own inspector. Consumers are more inclined to make a study of leaky fixtures, closets, etc. They are also liable to give more attention to the unnecessary use of the lawn sprinkler, and in cold weather provide suitable covering for pipes.
Under our present system we have in use 315 meters, 312 of which are owned by consumers, and 3 in use at the N. E. R. R. Car Shop are owned by the town. To recommend that all consumers be compelled to purchase and set meters would be a change somewhat radical and sweeping, and we realize it would cause a considerable amount of comment and criticism, and would undoubtedly increase the rates of some takers; but the utter fairness of the meter system can not be questioned, as each person would be required to pay only for water actually used; and while receiving the benefit of his own economy, the town would be saved the expense of large addi- tions to the plant. We believe this plan worthy of serious

consideration by the people. If not adopted additional supply must soon be provided.
The benefits arising from the introduction of a general meter system are very strikingly shown in the following com- parison of figures taken from the annual reports of the Frank- lin (N. H.) Water Board for the years 1893, 1894, 1895 and 1896. In January, 1894, the Board voted unanimously to place meters on all services. About 300 meters were set in the first six months of the year, the work not being completed until about the first of July. The average daily consumption for each of the several years mentioned, together with number of meters in use, is as follows : -

The Reservoir was drained, and received its annual spring cleaning, and was found to be in good condition. The sum of twelve dollars was expended in repairing the banks to prevent washing.
A careful inspection of our hydrant system has been made during the year. This important branch of our Works is be- lieved to be in the best condition. Several have been repaired, and, to conform to recently established street grades, the de- partment have relocated a number. The expense for labor and materials has been borne by this department, which properly should be paid for by the street department, or by the corporations for whom changes in streets are made. At the request of the Fire Department, a large hydrant has been pur- chased and set at the corner of Railroad Avenue and Washing- ton Street, to afford better protection in this locality. Seven hydrants have been added to the line on extensions, making one hundred and thirty-six in use.
The pumping station buildings are in good condition. The coal shed was destroyed by fire on the morning of Feb.

2, 1898. After a careful investigation we believe the cause to have been spontaneous combustion. The loss on the build- ing and coal is fully covered by insurance. The department will suffer a loss of tools, meters, etc., which were tem- porarily stored in the shed, and which were not covered by insurance in that building.
The contract for the new boiler, authorized by vote of the town at the annual town meeting, was awarded to the lowest responsible bidders, Messrs. E. Hodge & Co., East Boston. The boiler is now in position, and, with the exception of pipe connection, is ready for use. No payments have been made on account of the boiler. The lawns and driveways have received the usual care, suitable dressing purchased and spread on the lawn.
The investments of the Sinking Fund will be found in the report of the Treasurer. The funds have been increased by an appropriation from our treasury of $3,750.00, and from in- terest from investments of $415.29.
The Board was authorized to issue seven One Thousand Dollar four per cent. Water Bonds, numbered from 109 to 115, both inclusive, payable June 1, 1917. Advertisements for proposals of sale were inserted in the Norwood Messenger, Norwood Advertiser and Review, and Boston Daily Adver- tiser, and the following bids were received : -

At a special meeting of the Water Board and Town Treasurer, on motion of M. M. Alden, it was voted unanimously to award the sale to Messrs. Estabrook & Co., at $1,063.59 and accrued interest. The bonds were signed and delivered, and the following paid to the Treasurer : - -

All water rates and construction accounts for the year have been collected and paid to the Treasurer.
The Commissioners would recommend that the amount re- ceived for insurance on the coal shed and contents be paid to . their treasury, and that they be authorized to expend such portion of it as is necessary to build a proper receptacle for coal, and to replace the tools destroyed, not to exceed the amount received from the insurance company.

The main pipe extensions have been made in accordance with the vote of the town. Guaranties have been signed by parties believed to be responsible for the required six per eent. on the esti- mated cost of the work. Our contracts for furnishing and laying the main pipes were made with J. T. Langford, contractor, Boston, sub- jeet to same conditions as former contraets.
