During the year 1923 revaluation was made of the real estate of the ma- ufacturing plants in the Town and the increase from this revaluation, together with new property assessed, equaled $761,195.00. The Board desire at this time to make mention of the lack of adequate and convenient quarters for its use. Repeatedly at meetings it is necessary for persons having business with the Board of Assessors to submit to the in- convenience of using the narrow hall and entrance way to the upper floor of the present building as a waiting room. The work room and storage room available is very inadequate and it is to be hoped that within the near future some provision will be made by the Town which will be an improve- ment upon the present condition.
The Board acknowledges the receipt of two corrected survey plans and one new survey plan from the Engineering Department.

To the Citizens of Norwood:
The Board of Health herewith submit the following as their report for the year 1923:
ORGANIZATION
Following the annual election the Board of Health met and organized as follows:
Chairman, William P. Nickerson; Health Physician, Dr. Joseph J. Hagerty; Inspector of Plumbing, John A. Shannon; Clerk and Agent, James E. Pendergast; Agent and Inspector of Milk, Dr. James J. Mulvehill.

Number of reported cases of diphtheria for the year 1923 exceed by two that of the year 1922 and was within four of the highest ever reported.

The greater proportion of the reported cases for the year 1923 were a part of a continuation of a group of infections having their beginning in Septem- ber, 1922, twenty-four of the thirty-six cases shown in this year's report being prior to July 1, 1923. The majority of these cases were localized in a particular section of the town. It is expected that the beneficial effects of the Shick Test and the Toxin Antitoxin treatment which has been availed of in certain districts will be apparent from now on. The policy of the Board as to removing cases from homes of two or more families is still adhered to and, though it must be admitted entails an additional expense, in the opinion of the Board it is the best method of safeguarding the com- munity as a whole from the spread of this infection.
SCARLET FEVER
It will be noted that the reported cases of scarlet fever exceeded those of the two preceding years. These cases, however, were with but few exceptions not acute cases. The expense of the care and the necessity of precaution with respect to these cases is not lessened by this effect. We are pleased to note that with respect to both diphtheria and scarlet fever there have been no deaths within the past year.
TUBERCULOSIS
The tuberculosis cases reported for the year 1923 are below the average of the three preceding years. The Board wish at this time to again make mention of the opportunities offered the inhabitants of the Town at the Tuberculosis Clinic which is held at the Norwood Civic Association building on each Thursday afternoon at 5 o'clock. Dr. Walter A. Griffin is in charge of the Clinic. The Public Health nurse is in attendance and the resources of the Board of Health are available at any and all times to persons who may desire admission to hospital or sanatorium for treatment of this disease.
DENTAL AND EYE CLINIC
The report of the Physicians in charge of each of these clinics is sub- mitted herewith together with the report of the Inspector of Milk. The receipts from the Dental Clinic were $355.45, the receipts from the Eye Clinic $55.20. The expense of the clinics was for salaries $1,275.00, for supplies $194.38.
The Board of Health desire to acknowledge its appreciation of the ser- vices and assistance rendered by the Public Health Nurse and District Nurse, also of the cooperation of the School Nurses.

REPORT OF INSPECTOR OF MILK
218 samples of milk examined for fat and solid content and for number of bacteria per c.c.
98 samples examined for fat and solid content alone.
A few samples were found to be a little under the Massachusetts Standard, subsequent samples from the same dairies, however, were well over the standard.
In nine cases an abnormally high bacteria count was found. On notify- ing the dealer or producer in each instance satisfactory improvement was noted on subsequent examinations.
An examination for bacteria content is made every week of a sample of milk supplied to the schools.
Seventy dairies supplying milk to Norwood were examined during the year and improvement of conditions ordered in six barns.

REPORT OF THE FINANCE COMMISSION
At the Annual Town Meeting held on January 21, 1924, Mr. Fred R. Ellis was elected to the Finance Commission to succeed Mr. Arthur W. Coolidge who declined re-election. The Finance Commission for the year 1924 was organized with Mr. Charles J. Prescott, Chairman, and Mr. Fred R. Ellis, Secretary.
Mr. Arthur W. Coolidge retires from the Finance Commission after six years of faithful and conscientious service and his associates wish to have placed on the town records their appreciation of all he has done to make the work of the Finance Commission successful.
During the past year the Commission has inspected various town prop- erty and met in consultation with State, County and Town officials. While . in former years the work of this Commission has been accomplished largely by weekly meetings between the Annual Town Meeting in January and the adjourned Town Meeting in March, the amount of work now is so large that it requires almost continuous weekly meetings throughout the year. With the growth of the town there has been forced on the various boards more and more responsibility for its policies and we believe it is becoming necessary that each board should be so constituted that it will have an executive secretary to do the detail work because unless this is accomplished the boards will be so over-loaded that public spirited citizens willing to . serve will find the work so irksome that they will be obliged to retire.
This Commission has continued its policy of being not so much a critical board as one to whom the various departments can turn for assistance on their financial program, not only for the immediate present but for the years to come. We take this opportunity to express our appreciation of the earnest cooperation we have received from every department in the town, ·which has helped much in lightening our work.
The Finance Commission appreciates the very serious condition of our finances due to the gradual increase of our town debt and with the growing demand for other town improvements, such as more schools, town hall, memorial, better and more streets, highways and sewers. We must face the situation squarely and be prepared to wait a little longer for those improve- ments which we all desire or radically increase our tax rate. A further in- crease of our debt is out of the question, rather we must work toward its reduction. Following out this principle, the tax levy for the year 1923 included some forty thousand dollars ($40,000) for constructive work which in previous years had not been included in the tax levy but was financed by borrowing. It is to be very definitely our policy to place more con- structive and improvement work in the budget instead of borrowing for same.

This Commission outside of preparing a regular budget is working up a detailed statement of our situation in the various departments which it hopes to be able to submit to the citizens at some nearby date. The state- ment covering reports of the last four years is attached.

ANNUAL REPORT OF TOWN COUNSEL

Gentlemen:
I submit in the form of this brief summary my fifteenth annual report as Counsel for the Town covering the year 1923. The activities of my Department were to a large extent directed to matters as to which the service required, called for conferences, advice and preparation of various papers. As in the former years the questions raised were extensive and varied in character and involved a considerable amount of correspondence as well as attendance at meetings and hearings in addition to the prepara- tion of opinions and papers and numerous conferences referred to above.
Departments to which advice and opinions were furnished included the following: Selectmen, Finance Commission, School Committee, Planning Board, Board of Health, Town Treasurer and Collector of Taxes, Board of Relief, Library Trustees, Town Clerk and Accountant, General Manager, Building Inspector and Town Engineer.
The most important and extensive activity, however, was that relating to the Neponset River Expense Apportionment which is specifically re- referred to elsewhere in this report.
LITIGATION
No suits against the Town, other than the above mentioned Neponset River Expense Apportionment casc, were pending at the close of the year within the knowledge of this Department.
Various claims were presented during the year, to each of which advice was given, after investigation of the facts and due consideration of the same, to the effect that the Town was without liability.
As far as known no litigation with respect to any of these claims is threatened. Therefore, the record as to litigation continues to be most favorable and it is probably unequalled by any other Town of substantially like size and activities within the Commonwealth.
NEPONSET RIVER EXPENSE APPORTIONMENT
Hearings by the Board of Commissioners appointed by the Supreme Judicial Court in 1921 to apportion one-half the cost of the improvement so called in and along the Neponset River in accordance with the require- inents of Chapter 355, Acts of 1911 and amendatory acts, held in 1922,

as was set forth in my report for that year, certain preliminary hearings and took a view general in character of the territory involved.
