In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of said Town of Norwood, qualified to vote in election and town affairs, to meet in Everett Hall in said Norwood on Tuesday, the second day of November next, A. Acceptance of the following "Proposed Amendment to the Constitu- tion":
Article of Amendment
Article 11 of the articles of amendment to the Constitution of the Com- monwealth is hereby amended by adding at the end thereof the following new paragraph:
Nothing in this article shall prevent the general court from establishing in any corporate town or towns in this commonwealth containing more than six thousand inhabitants a form of town government providing for a town meeting limited to such inhabitants of the town as may be elected to meet, deliberate, act and vote in the exercise of the corporate powers of the town, subject to such restrictions and regulations as the general court may prescribe; provided, that such establishment be with the consent and on the application of a majority of the inhabitants of such town, present and voting thereon, pursuant to a vote at a meeting duly warned and holden for that purpose.

SPECIAL TOWN MEETING December 27, 1926
On a Warrant duly issued by the Selectmen and dated December 14, 1926, and signed by Thomas B. Mulvehill, Harold W. Baker, Eugene Endicott and Edmund G. Dalton, Selectmen of Norwood, the proper service of which Warrant was duly attested by Patrick J. Coyne, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this Warrant and the action taken thereunder being as follows:
Article 1. To see if the Town will vote to accept and allow as a public park, to be known as Winslow Park, a certain parcel of land considered desirable therefor, as located, laid out and taken in fee by Eminent Domain for the purpose and reported by the Selectmen and to appropriate a sum of money sufficient for the estimated expense thereof, or take any other action in the matter.
Layout read by Town Clerk and Accountant.
Voted: To accept and allow.
Article 2. To see if the Town will vote to take or acquire by purchase for municipal light department purposes a parcel of land containing about 7,815 square feet with the buildings thereon, located on Central Street (formerly Market Street) and on Railroad Avenue adjoining other land owned by the Town and to appropriate a sum of money from the revenues of the Municipal Light Department for said purposes, or to take any other action in the matter.
Voted: For said purpose the sum of $6,000.00.

Article 3. To see what sum or sums of money the Town will vote to appropriate from available funds for the following purposes or any of them, the same to be in addition to sums heretofore appropriated for said pur- poses for the current fiscal year :
1. Fire Department, incidentals.
2. Construction of Main Drain, including land damages.
3. Maintenance and repairs of Highways, including the removal of snow and ice and building of sidewalks.
4. To meet a portion of the expense of the relocation of Walpole Street from Washington Street to the existing State Highway.

RESOLUTION
Mr. James A. Hartshorn offered the following resolution :
I move that as a mark of our appreciation for the true worth of a man who has been identified with every forward movement of our Town, ever since its incorporation, that this Town Meeting pause in its deliberations and stand in silence for one moment as a token of our respect to the memory of the Honorable Frank Aldrich Fales, born in this Town in 1848, educated in its public schools and died at his late residence December 24, 1926.
Chairman of the Finance Commission, Charles J. Prescott, offered the following motion in the matter of seconding the resolution as submitted:

Stated that he would like the privilege of seconding the motion to pay tribute to his late beloved associate, a man of sterling qualities, of unusual uprightness, of superior business judgment, a faithful servant to his town, a wise leader, an able councillor and advisor to his fellow-man both col- lectively and invidivually, sympathetic and kindly, of the so-called Old School,-but what can the so-called New School offer to equal him, Frank Aldrich Fales.
Chairman William P. Nickerson of the Board of Health also arose in second to the motion of the Resolution as submitted.
It was Voted to accept the Resolution. The assembled meeting thereon arose and remained standing in silence for the period of one minute.
RESOLUTION OFFERED BY HERBERT H. MILLER
Mr. Miller stated that he felt that the meeting assembled should request the Selectmen to acknowledge in behalf of the Town the generosity of the owners of the parcel of land which this Town Meeting has voted to accept as a public park. This Resolution offered as a motion was duly seconded and was voted to adopt the same.
Meeting dissolved.
