Fire Alarm Telegraph.


INSTRUCTIONS TO KEY-HOLDERS-Key- holders upon positive information of a fire, will unlock the box, and if the City Hall bell or the small bell in the box is NOT striking, pull the hook easily down to the end of the slide once and let go immedi- ately. Do not pull a box when the City Hall bell or the small bell in the box is striking, as in that case a box is already running, and to pull a second one would confuse the firemen. After pulling a box, remain, if possible, until the steamers ar- rive, to direct them to the fire. If you hear no clicking sound in the box after pulling the hook, go to the next nearest box and give the alarm from that.


Do not give an alarm for a fire at a dis- tance, nor for a burning chimney. Do not pull a box more than once. Be sure the box is locked before leaving it.


After an alarm from a box, the police re- peat the number of the box ten times on the City Hall bell. The District Telegraph signal 2-1-1 will not be repeated.


The box is of iron and double, and the inner one is inaccessible except to those in charge of the telegraph and the Chief En- gineer. One single stroke of the City Hall


bell and engine house gong is not given for an alarm of fire. Alarms will be sounded on the fire-bells thus: For box five, five strokes, 1-1-1-1-1 with short intervals, and repeating. For box thirty-two, three strokes, 1-1-1, a pause, then two strokes, 1-1, a pause, and repeating. Alarms for other numbers are given in like manner.


When Steamers Nos. 1 and 2 are wanted in the vicinity of a box to which those com- panies do not respond, two blows will be strnek on the fire alarm. When Hose No. 3 is wanted, three blows will be given. When Steamer No. 4 is wanted, four blows will be given. When Ilose No. 1 is wanted, three single blows, with a pause of ten sec- onds between each stroke will be given. When Hook and Ladder No. 1 is wanted, fire blows will be given. When Hook and Ladder No. 2 and Hose 6 are wanted, six blows will be given. When ten blows are struek on the Telegraph after an alarm of fire, the entire Fire Department and the Government Steamer, Water Spout, will respond withont further notice.


Companies not responding to the first alarm from a box will remain at their quarters thirty minutes, unless sooner dismissed.


Companies receiving a signal will wait thirty seconds before leaving their quarters to avoid mistaking an alarm from another box for a signal.


One blow after an alarm signals the fire extinguished or under control, and compa- nies not in action will dismiss.

Fire and Building Districts.


That part of the City embraced between Union street and Ferry and Cypress streets, and between the Connecticut river and Ma- ple and Chestnut streets, and also one hun- dred and fifty feet each side of Main street, from Union south to Fremont and Central, and from Ferry and Cypress north to Brad- ford and Carew streets, is declared by law a fire district, within which wooden buildings are not allowed to be erected. The same portion of the city is also declared to be a building district, and the Chief Engineer of the Fire Department is appointed Building Commissioner and receives a salary of $50 a year for service in that capacity. Within this district, according to the law, no build- ing shall be ereeted till the plans and speci- fieations thereof, so far as they indicate the material, height and thickness of the walls, and the material of the roof and cor- nices and other projections, shall have been approved by a commissioner appointed for that purpose. Whoever shall commence or authorize the ereetion of any building with- in said fire limits without having first ob- tained the approval of the plans and specifi- cations thereof by the said Building Com- missioner, in accordance with the provisions of this Ordinance, shall forteit and pay a penalty of Twenty Dollars for each offence ; and it shall be the duty of the Mayor, when- ever notified of any violation of this Ordi- nance, to take measures to prevent, by in- junction or otherwise, the erection of any such building.
