MIDDLESEX, ss.


To either of the Constables of the Town of Lincoln in said County: GREETING :


In the name of the Commonwealth you are hereby required to notify the legal voters of said Town of Lincoln qualified to vote in Town Meeting for the transaction of Town affairs, to meet in the Charles S. Smith School in said Lincoln, on Monday the twenty-first day of March next at 7:30 o'clock P.M. then and there to act on the following articles except Article 1 and also to meet in the Town House on Saturday, the 26th day of March next, at 12 o'clock Noon, then and there to act on the following Article 1, by posting a copy of this Warrant, by you attested in each of the Post Offices, and in some other public place in said Town seven days at least before the twenty-first day of March next.


The polls for voting the Australian ballot on Saturday, March twenty-sixth will be open at 12 o'clock Noon, and may be closed at 7 o'clock P. M.


ARTICLE 1. To bring in their votes for the following Town Officers and any other officers required by law, to be elected by Australian Ballot, viz:


One Town Clerk for one year.


One member of the Board of Selectmen for three years. One member of the Board of Assessors for three years. One Treasurer for one year.

ARTICLE 13. To see if the Town will vote to continue a committee of five appointed by the Moderator, for the purpose of keeping the Town informed of developments of Bedford Airport as they may affect the Town, and to represent the Town in matters relative to Bedford Airport, with the approval of the Selectmen, as occasion may arise; to raise and appropriate the sum of five hundred dollars ($500.) for the use of said committee, or take any other action relative thereto.

To see if the Town will vote to discontinue as a public highway that portion of the Old Bedford Road, beginning at the Bedford-Lincoln town line and extending in a southwesterly direction for a distance of about 850 feet to a point where said Old Bedford Road intersects with the substitute way constructed by the Federal Government, or take any other action relative thereto.

REPORT OF THE BOARD OF SELECTMEN


Police Department


The Police Department has had a number of trying problems and has given a good account of itself. More speed regulation signs are in the budget for the coming year. However, the traf- fic control problem is very difficult because of the ever increasing speed and volume. The new ranch wagon has proven itself most valuable on a number of occasions.


Fire Department


As a result of the vote in the 1955 town meeting, the purchase of land selected as the new Fire Station site on Bedford Road has now been completed and the Selectmen feel that the time has now arrived to consider the erection of a station on this lot in the very near future. We again wish to take this opportunity to thank the Fire Department for their efficiency and effectiveness.


Highways


During the year the regular work of the Highway Department was carried on. £ In September Clifford Bradley resigned as Super- intendent of Streets and Raymond Maher was appointed to succeed him. £ Chapter 90 construction projects for 1956 include the drain- age on Trapelo Road, postponed from 1955, and the reconstruction of this same section of Trapelo Road from approximately the tri- angular cemetery to the center.


Administrative Assistant


Mr. Willard, our Administrative Assistant, tendered his resig- nation effective February 1, 1956, in favor of a more remunerative position with the State. This position was initiated two and a half years ago and our assistant has done innumerable jobs which could hardly have been done without the concentration of time which he alone could give. He has served not only the Selectmen but also the Planning Board, the Board of Health and the Water Board. We are now faced with the necessity of acquiring a new man, but are better equipped to define our exact requirements.

TOWN GOVERNMENT


Communications


Our communications arrangement with switchboard in the Town Office has worked out quite well. Two additional trunk lines were installed and other minor changes were made. The per- sonnel have performed their duties most efficiently. Our Town offices have been rearranged considerably in the last few years and some of the disadvantages of having the radio and switchboard there are readily apparent. However, some change in the physi- cal set up of the communications system will soon have to be made. Car to car radio facilities and amplifiers for the police and fire vehicles are being provided.


Route 2


The Massachusetts Department of Public Works is definitely planning a limited access divided highway to replace the present Route 2. Three possible locations are being studied, each of which has some advantages and some disadvantages for the Town. At a meeting at Commissioner Volpe's office, the Selectmen were assured that before any plans became final the Town would have an opportunity to see and consider them.
