Airport Housing
The Air Force at Hanscom Field is planning to take 185 acres of land in North Lincoln, adjacent to the Access Road, for an "on base" housing development of 670 units. The Selectmen, in conjunction with the Bedford Airport Committee, has appointed a Liaison Committee to investigate the effect on the Town of Lin- coln of such a project, as well as the validity of this action by the Air Force.
Nike
The Nike Base on Hatheway Hill is completed and many citi- zens of Lincoln accepted the invitation to visit this installation at an open house last fall.
Tower Road Crossing
A hearing was held in the State House before the Department of Public Utilities regarding the Tower Road Railroad crossing. This crossing is dangerous as well as being the only crossing from Boston to Concord where the engine warning whistle is blown. The hearing was in October, 1955, but no decision has been reported as yet.

Old Bedford Road
Traffic counts have been made and accident records gathered and sent in to the State Department of Public Works, along with a petition that a portion of Old Bedford Road between Virginia Road and 2A be closed to heavy trucking. This road is very narrow and is structurally unsuited for the heavy trucking it has been handling during construction at the Airport.
During the past year the Town lost two faithful servants. Joseph L. Snider, who served on a number of town committees and proved himself a loyal and able citizen, passed away in January. John J. Kelliher, who had been active in Town affairs and who was our Police Chief for over thirty years, passed away in August. We wish to honor the memory of these men.

TOWN CLERK'S REPORT
The Town Clerk is the official recorder of Town events and activities and issues licenses and certificates. His duties in- clude recording the proceedings at Town Meetings and elections, and notifying the Selectmen and other officers concerned of appro- priations which have been voted.
The record of Registered Voters of Lincoln is kept at the Clerk's office. £ Persons wishing to become voters in the Town should communicate with the Clerk.
ANNUAL TOWN MEETING MONDAY, MARCH 21, 1955
Pursuant to a Warrant duly served the Meeting was called to order by the Moderator, Mr. Donald P. Donaldson, at 7: 30 o'clock P. M. As Mr. William H. Davis, Town Clerk, was absent from the meeting because of illness, election of a temporary clerk was held. The result of the balloting for clerk was announced by the Moderator and Mrs. M. Elizabeth Causer was duly sworn. The return of the Warrant was read and the Moderator called attention to Article #1 (Election of Officers).
Article 2. To bring in their votes for any committees, com- missioners, trustees, and other officers, required by law to be elected by ballot or otherwise.
Voted: That Albert Brooks and C. Lee Todd, Jr. be elected Measurers of Wood and Bark for the ensuing year.
Article 3. To hear and act upon the reports of Town Officers, Committees, Commissioners and Trustees.
Voted: That the reports of the Town Officers, Committees and Trustees as printed in the Town Report be accepted and the reports of the following Committees be accepted as interim reports, and that the Committees and their unexpended appropriations be continued; Bedford Airport Committee, School Land Committee, School Building Committee, Building Code Committee; and that the following reports be accepted as final: Mosquito Control Committee, Fire Department Housing Committee, 200th Anniversary Committee, Regional School Committee, Elementary School Building Needs Committee.

Article 4. To fix the salaries and compensation of the several elective officers of the Town and to determine whether any Depart- ment, Board or Committee shall be authorized to employ for additional compensation any of its members and to fix additional compensation of such members.
Voted : That the salaries of the elected officers of the Town for the current year be fixed at the following amounts respectively: Selectmen, each $200.00 Assessors, other

Voted: That under Article 5 of the warrant for this meeting the Town raise and appropriate for the 1955 fiscal year the ninety- four (94) separate appropriations recommended by the Finance Committee of the Town for General Purposes and for Water Works, as printed in the 1954 Town Report on Pages 150 to 156 inclusive, except that the following items shall be increased as follows:

Voted: That the Moderator be authorized to appoint a committee of five to plan and carry out exercises on Memorial Day, the thirtieth of May next, and that the Town raise and appropriate the sum of $150.00 for the use of such Committee in connection with these exercises.
Article 9. To see if the Town will vote to celebrate Indepen- dence Day, the fourth of July, appoint a committee, raise and appro- priate money, or take any other action relative thereto.
Voted: That the Moderator be authorized to appoint a committee of five to plan a celebration for Independence Day, the 4th of July, and that the Town raise and appropriate the sum of $1,500.00 for the use of said Committee.
Article 10. To see if the Town will vote to raise and appro- priate the sum of $710.51 to pay the following unpaid 1954 bills: Water Department $386.43 School Department 10.90 Library 75.04 Fire Department 4.54 Cemetery Department 233.60

Voted: That the Town raise and appropriate the sum of $1,584. for the purchase of a Police car, 1953 Chevrolet to be turned in, and $877. for the purchase of a Nurse's car, 1951 Chevrolet to be turned in.
Article 12. To see if the Town will vote to acquire by pur- chase, gift, eminent domain or any other way, a parcel of land located on Bedford Road, southwest of the intersection of route 2 and Bedford Road, containing 22,000 square feet more or less, raise and appropriate a sum of money therefor or take any action relative thereto.
Voted: That the Selectmen be authorized to purchase on behalf of the inhabitants of the Town of Lincoln from Elizabeth C. and Joseph R. Tracey a parcel of land on the west side of Bedford Road, southwest of the intersection of Bedford Road and route 2 described as follows: Beginning at the northeast corner of the described parcel at a point in the westerly line of Bedford Road at other land of Grantor; thence southerly by a curve to the right, radius 580 feet, a distance of seventy-six and two hundredths (76.02) feet to point of curve, thence S.15°-11'-25" W. by said westerly line of Bedford Road ninety-five (95.00) feet, more or less, to a stake at other land of Grantor, distance 80 feet norther- ly from land now or formerly of Farnsworth, thence N. 72º-04'- 50" W. by other land of Grantor one hundred and forty-five (145.00) feet, more or less, to a corner; thence N. 4º- 58'-30" E., still by other land of Grantor one hundred and ten (110.00) feet, more or less, to a corner; thence N. 85°- 56'-20" E. by other land of Grantor one hundred sixty-eight and seventy-five hundredths ( 168.75) feet, more or less, to the point of beginning. Article 13. To see if the Town will vote to continue a com- mittee of five appointed by the Moderator, for the purpose of keep- ing the Town informed of developments of Bedford Airport, as they may affect the Town, and to represent the Town in matters rela- tive to Bedford Airport, with the approval of the Selectmen, as occasion may arise; to raise and appropriate the sum of five hundred dollars ($500.00) for the use of said committee, or take any other action relative thereto.

Article 14. To see if the Town will vote to authorize the School Committee and the Board of Selectmen to make the facilities

of the South School available to the Town of Sudbury for school purposes from September 1, 1955 to June 30, 1956, or take any other action relative thereto.
Voted: That the Town authorize the School Committee and the Board of Selectmen to make the facilities of the South School available to the Town of Sudbury for School purposes from Septem- ber 1, 1955 to June 30, 1956.
Article 15. To see if the Town will vote to raise and appro- priate the sum of $6,150.00, of which the sum of $284.77 shall be taken from the funds of the Town in the hands of the State Reclamation Board; the appropriation to be used for mosquito control by joining the East Middlesex Mosquito Control District, or take any other action relative thereto.
Voted: That the Board of Selectmen and/or the Board of Health is authorized and directed forthwith to petition the State Reclama- tion Board to admit the Town of Lincoln to the East Middlesex Mosquito Control District, under the provisions of the General Laws, Chapter 252, and further, that the Town shall raise and appropriate the sum of $6,150, of which sum $284.77 shall be taken from a balance belonging to the Town and now in the hands of the State Reclamation Board, which appropriation shall be paid to the said Board to be used for Mosquito Control in Lincoln by the said Mosquito Control District.
Article 16. To see if the Town will vote to raise and appro- priate the sum of $2,300.00 for mosquito control, the appropriation to be expended for spraying or dusting by means of aircraft, or take any other action relative' thereto.
Voted: To pass over the Article.
Article 17. To see if the Town will instruct the Board of Water Commissioners to extend the water pipes on Concord Road approximately 225 feet to the Lincoln Stand, appropriate money for the same, or take any other action relative thereto.

Article 18. To see if the Town will vote to appropriate a sum of money for the purpose of extending the water pipes from the junction of Weston and Conant Road, along Conant Road to the Weston line, or take any action relative thereto.

Article 19. To see if the Town will vote to discontinue as a public highway that portion of the Old Bedford Road, beginning at the Bedford-Lincoln town line and extending in a southwesterly

direction for a distance of about 850 feet to a point where said Old Bedford Road intersects with the substitute way constructed by the Federal Government, or take any other action relative thereto.
Voted: That the Town vote to discontinue as a public highway that portion of the Old Bedford Road, beginning at the Bedford- Lincoln town line and extending in a southwesterly direction for a distance of about 850 feet to a point where said Old Bedford Road intersects with the substitute way constructed by the Federal Government.
Article 20. To see if the Town will instruct the Moderator to appoint a committee to report to the Town on the advisability of. creating a Department of Public Works and raise and appropriate a sum of money for the use of such committee or take any other action relative thereto.
Voted: That the Moderator appoint a committee of three registered voters to consider the advisability of creating a Depart- ment of Public Works and report its recommendations to the Town not later than the 1956 Annual Meeting, and that the sum of $100.00 be raised and appropriated for the use of the committee.
Article 21. To see if the Town will instruct the Moderator to appoint a committee to report to the Town on its long term capi- tal requirements and raise and appropriate a sum of money for the use of such committee or take any other action relative there- to.
Voted: That the Moderator appoint a committee of three registered voters to study the long-term capital requirements of the Town and report to the Town not later than the 1956 Annual Meeting; and that there be appointed, to meet and consult with the committee, three advisory members, of whom one shall be a member of the Board of Selectmen, one a member of the Finance Committee, and one a member of the Planning Board, each of the advisory members to be appointed by the Chairman of his Board or Committee; and that the sum of $100.00 be raised and appro- priated for the use of the Committee.
At this point Mr. Henry Ward spoke of the excellent work done by Mr. Wilson during his term of office, as follows: "The office of Selectman is often a thankless task, certainly a time-consuming job, but is nevertheless a challenging one. For the past six years I have had the pleasure of serving with John Wilson as chairman, who, previous to holding this office, was a member of the Planning Board for five years. In spite of the fact that he is an extremely busy man in his own business, he has given both

his tine and his energy, combined with excellent leadership, to the administration of town affairs. Both my associate, Ed Giles, and I will miss him on the Board, particularly myself, since I have learned much from him. I therefore suggest the citizens give him a hand and a rising vote of thanks." Article 22. To see if the Town will raise and appropriate a sum of money to reconstruct a partition in the pumping station, move and enclose the heater, and install fire doors, as recom- mended by the office of the Massachusetts Fire Marshal and the Chief of the Lincoln Fire Department, or take any other action relative thereto.

To either of the Constables of the Town of Lincoln in said County Greeting:
In the name of the Commonwealth of Massachusetts you are hereby required to notify the legal voters of said Town of Lincoln, qualified to vote in Town Meeting for the transaction of Town Af- fairs, to meet in the Charles Sumner Smith School in said Lincoln on Monday the sixth day of June next at 7:30 o'clock P.M., then and there to act on the following articles, by posting a copy of this Warrant, by you attested, in each of the Post Offices, and in some other public place in said Town seven days at least before the sixth day of June next.
Hereof fail not and make due return of this Warrant, with your doings thereon to the Town Clerk, at or before the time for the meeting aforesaid.
Given under our hands this twenty-sixth day of May, in the year of our Lord one thousand nine hundred and fifty-five.

In accordance with the above Warrant the meeting was called to order by the Moderator at 7:35 P. M. The return of the War- rant was read, and the following business transacted:
Mr. Henry Warner asked for, and was granted, the unanimous consent of the meeting to offer the following Resolution, which was unanimously adopted, midst loud and prolonged applause:
"That the people of Lincoln, in Town Meeting assembled, desire to take this occasion to express their gratitude and sincere appre- ciation to each and all of the employees of the New England Tele- phone Company, who, for so many years, have loyally, helpfully, and at all times with the utmost friendliness, served the people of Lincoln at the Telephone Exchange."
Article 1. To see if the Town will vote to authorize the Elementary School Building Needs Committee and the Selectmen to construct a sidewalk and path from the Center School to the Charles Sumner Smith School, said sidewalk and path to be located on the northerly side of Lincoln Road and through the land owned by Sum- ner Smith, to raise and appropriate money for the construction of same, or take any other action relative thereto.
Voted: To pass over the Article.
Article 2. To see if the Town will accept as a public way the private road known as Tabor Hill Road, or take any other action relative thereto.
Voted: That the Town accept Tabor Hill Road as a public way subject to the receipt of a deed under easement in form satisfact- ory to the Selectmen.
Article 3. To see if the Town will vote to buy back adjoining lots # 554 and #555 in Lincoln Cemetery from Mrs. Aida S. Wil- kins, for the sum of $250.00, said sum to be taken from the Ceme- tery Investment Fund; also to refund the principal, namely $675.00, of the Perpetual Care Fund placed on said lots, said amount to be taken from Cemetery Perpetual Care Funds, or take any other action relative thereto.
Voted: (unanimously) That the Town of Lincoln buy back ad- joining lots #554 and #555 in the Lincoln Cemetery from Mrs. Aida S. Wilkins for the sum of $250.00, said amount to be taken from Cemetery Investment Fund; also to refund the principal, namely, $675.00, of the Perpetual Care Fund, in the name of John H. Wil- kins, which was placed on said lots by Mrs. Aida S. Wilkins, said amount to be taken from Cemetery Perpetual Care Funds. £ The accumulated interest to be used for the restoration of said lots and any balance of interest to be transferred to the Cemetery Invest-

Article 4. To see if the Town will instruct the Moderator to appoint a committee to investigate the matter of acquiring addition- al land for parks, playgrounds or public domain, or take any other action relative thereto.
Voted: ( unanimously) That the Moderator is hereby instructed to appoint a committee of five to investigate the matter of acquisi- tion of additional land for parks, playgrounds, or public domain, said Committee to present a preliminary report and recommenda - tions at the next Annual Town Meeting, said report to include in- formation as to sites, areas, estimated costs, and where possible the attitude of any owners of land proposed for acquisition, and appropriate the amount of $500.00 for the use of said Committee, said amount to be taken from Free Cash.
Article 5. To see if the Town will vote to amend the Zoning By-Law of the Town by substituting the figure 80,000 for the figure 40,000 in Section 9a, so that said Section shall read as follows:
