SCHOOL COMMITTEE


OF THE


TOWN OF DUXBURY,


FOR THE SCHOOL YEAR 1870-71.

REPORT.


In accordance with the requirements of the law, the School Committee now present the Annual Report of the Public Schools for the past year.


Owing to the abolition of the District system, and the opposition of many of the people to the change, and other causes, there has not always been that cor- dial co-operation with the Committee which could have been desired.


One year ago many hoped that the Town would re- turn to the District system, which contributed some- what to the difficulty of their becoming reconciled to the present system, and doubtless there was not as punctual attendance at school as there otherwise would have been, but the opposition seems to be gradually subsiding, and it is hoped that ere long there will be a union of feeling and effort in the cause of education among us,

At the commencement of the year an agreement was made with the Trustees of the Partridge Academy to continue the previous arrangement, by which the schol- ars of the Intermediate and Districts Schools who have passed examination in the required studies are admitted as to a High School of the second grade.


The Intermediate School, taught by Miss Susan B. Holmes, was a complete success. In each of the three terms of the year, her school gave evidence of having been thoroughly taught, and rapidly advanced in their studies generally.


Miss Hohes, by her mode of instruction, makes the subject under consideration plain and interesting, and endeavors to prepare the minds of her pupils, as far as possible, to make a practical application of what is taught them.


When we consider the pupils of the Town as a whole, we think they have made commendable progress. The advancement of the scholars in some of the schools has been highly satisfactory; in others, less so. This we ought to expect, until we offer inducements that will secure the needed talent. If some continue to teach for us, year after year, for less than the same class of teachers receive in many other places, we should not expect that all will do so. Hence the dan- ger of often losing our best teachers, as well as the

difficult task of securing for all the Schools such teach- ers as are needed. The more liberal appropriation for the benefit of Schools, made at the last annual Town Meeting gives ground for hope that this trouble may soon cease.


The progress of the School in District No. 8, for the first two terms, and of the Schools in Districts No. 1 and No. 5 for the year, was quite as satisfactery as in any of the Ungraded Schools. The progress in Dis- triet No. 6 was also good.


The practice of some of the scholars of being often tardy has a very unfavorable effect. The whole School suffers from this bad habit of a few. If a single scholar is tardy, the recitation of the class to which he belongs may perhaps be delayed as a consequence, then other recitations in their turn will be delayed, or passed over without that attention they ought to re- ceive, because time has been lost to accommodate the tardy scholar.


If the scholar, in consequence of being tardy, is quite unprepared to recite with his class, and the teacher is obliged to hear him afterwards, the time consumed as a result of his tardiness is a loss to the entire School. It may be but little in one day, but the aggregate in an entire year will be fearfully detrimen- tal to the interest of the School.

Absences are also a source of detriment to our Schools. There are, of course, causes which sometimes justify the absence of scholars, but no pupil should ever be kept from School, or allowed to remain at home without good and sufficient reason. Often a scholar, in consequence of his absence, fails to secure an important principle necessary to his advancement, so that his progress is slow, and he becomes a hin- drance to his class, and perhaps a perplexity to his teacher. Time is thus consumed which should be em- ployed for the benefit of the whole School.

October 27th, 1870, hired of the President Savings Bank $15,000 for five years at 7 per cent., interest payable semi- annually: Oct. 29th, 1870, hired of the Seaman's Saving Bank, $15,000, for five years at 7 per cent. interest, paya- ble semi-annually.


It will be necessary to provide by assessment for the interest of the present loan of $30,000 and the $45,000 yet to be hired, about $6,300.

In our Recapitulation, we show an indebteduess from 1869, paid from Assessment of 1870, of $400.12, as an offset to which, in our settlement of 1869, we returned as due from Chas. H. Chandler, Guardian for Mary P. South- worth and Alice Bonney, the amount due for their board for that year, $251.47, which the Treasurer has not re- . ceived, as their funds in Mr. Chandler's hands are said to be exhausted.
