I submit herewith my report of an audit of the books and accounts of the town of Duxbury for the year end- ing December 31, 1936, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :
In accordance with your instructions, I have made an audit of the books and acounts of the town of Dux- bury for the year ending December 31, 1936, the follow- ing report being submitted thereon:
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined, checked and verified by a comparison with the books of the town accountant and the treasurer.
The books and accounts kept by the town accountant were examined and checked. The receipts as recorded on the ledger were checked with the records of the several departments making payments to the treasurer and with the treasurer's books, while the recorded pay- ments were checked with the treasury warrants issued by the selectmen and with the treasurer's cash book. The appropriations as recorded on the ledger were checked with the town clerk's records of town meetings and the transfers from the reserve fund were verified. The ledger accounts were analyzed, a trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the financial con- dition of the town as of December 31, 1936.
The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the collector's rec-

ords of payments to the treasurer, with the records in the several departments collecting money for the town, and with the other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants to the treasurer. The cash balance on February 18, 1937, was proved by actual count of the cash in the office and by a recon- ciliation of the bank balance with statements furnished by the banks in which the town funds are deposited.
The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the cancelled securities and coupons on file.
The securities and savings bank books representing the investment of the trust funds in the custody of the town treasurer were personally examined and listed, the income being proved and the transfers to the town being verified.
The records of tax titles held by the town were ex- amined and checked. The amounts added to the tax title account were compared with the collector's records. The reported redemptions were checked with the receipts as recorded on the treasurer's cash book, and the tax titles on hand were listed and reconciled with the ac- countant's ledger.
The books and accounts of the collector of taxes were examined and checked. The taxes outstanding at the time of the previous examination were audited, and all subsequent commitments were verified by a com- parison with the warrants issued by the board of asses- sors for their collection. The recorded collections were checked with the commitment books, the abatements were compared with the assessors' records of abate- ments granted, the payments to the treasurer were veri-

fied, and the outstanding accounts were listed and proved.
The records of licenses and permits issued by the se- lectmen, town clerk, and health department were ex- amined and checked, and the payments to the State and the town were verified.
The surety bonds of the officials required by law to furnish them were examined and found to be in proper form.
The records of departmental accounts receivable were examined. The payments to the treasurer were verified, the abatements were checked, and the out- standing accounts were listed and proved.
The outstanding taxes and departmental accounts re- ceivable were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.
The accounts of the sealer of weights and measures were examined. The recorded receipts were checked with the records of weights and measures sealed and adjusted, and the payment to the treasurer was verified. Attention is called to the provisions of Section 34, Chap- ter 98, General Laws, which requires monthly payments of fees by the sealer to the town treasurer.
In addition to the accounts mentioned, the records of all other departments collecting money for the town or rendering bills for collection were examined and checked in detail.
In addition to the balance sheet mentioned above, there are appended to this report tables showing a

reconciliation of the treasurer's and the collector's cash, summaries of the tax, tax title, and departmental ac- counts, as well as tables showing the condition and transactions of the various trust funds.
While engaged in making the audit, co-operation was received from the officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.
