I submit herewith my report of an audit of the books and accounts of the town of Duxbury for the fiscal year ending December 31, 1939, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :


As directed by you, I have made an audit of the books and accounts of the town of Duxbury for the fiscal year ending December 31, 1939, and report thereon as follows:


The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town, were examined and reconciled with the books in the town accountant's office.


The books and accounts of the town accountant were examined and checked in detail. The ledger was ana- lyzed, the receipts, as recorded, being compared with the records in the departments collecting money for the town and with the treasurer's books. The recorded payments were verified by a comparison with the warrants issued by the selectmen and with the treasurer's record of dis- bursements.


The appropriation accounts were compared with the town clerk's records of town meeting proceedings, and the reserve fund transfers were checked with the records of the finance committee.


The necessary adjusting and correcting entries result- ing from the audit were made, and a balance sheet, which is appended to this report, was prepared showing the fi- nancial condition of the town as of December 31, 1939. This balance sheet indicates that the financial condition of the town is very good.

The treasurer's cash transactions for the period cover- ed by the audit were examined and checked. The recorded receipts were analyzed and compared with the depart- mental records and with other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants authorizing the disbursements of town funds. The cash book additions were verified and the cash balance on January 27, 1940, was proved by actual count of the cash in the office and by a reconciliation of the bank balances with statements furnished by the banks of deposit.


The payments on account of debt and interest were verified by checking the cancelled notes and coupons with the amounts matured during the year.


The securities and savings bank books representing the investment of the several trust funds in the custody of the treasurer and the Plymouth Five Cents Savings Bank were examined and listed, the income and withdrawals being compared wiht the treasurer's and the accountant's books.


The records of tax titles held by the town were ex- amined and reconciled with the tax collector's books and the town accountant's ledger, being further verified by a comparison with the records in the Registry of Deeds.


The books and accounts in the tax collector's office were examined and checked. The tax accounts outstanding at the time of the previous examination were audited and all subsequent commitment lists were compared with the assessors' warrants issued for their collection. The re- ported payments to the treasurer were verified, the abate- ments were compared with the assessors' record of abate- ments granted, the taxes transferred to the tax title ac-

count were proved, and the outstanding accounts were listed.


The departmental accounts receivable were examined and compared with commitments made by the several departments. The payments to the treasurer were com- pared with the treasurer's recorded receipts, the abate- ments were checkd with the records of the departments authorized to grant such abatements, and the outstand- ing accounts were listed.


The outstanding tax and departmental accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies that have been received it appears that the outstanding accounts, as listed, are correct.


The financial accounts of the town clerk were examined and checked. The receipts for dog and sporting licenses, marriage permits, and recording fees were compared with the treasurer's recorded receipts and with receipts on file from the Division of Fisheries and Game.


The records of licenses, permits and grants issued by the board of selectmen and the health department were examined, and the payments to the treasurer were verified.


The accounts of the sealer of weights and measures and of the police department, as well as of all other de- partments collecting money for the town or committing bills for collection, were examined and reconciled with the treasurer's and the town accountant's books.


The surety bonds filed by the several town officials for the faithful performance of their duties were examined and found to be in proper form.

In addition to the balance sheet, there are appended to this report tables showing a reconciliation of the treasu- rer's and the collector's cash, summaries of the tax, tax title, and departmental accounts, as well as tables show- ing the trust fund transactions.
