Voted, at 4 P.M., That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the present
municipal year to an amount not exceeding One Hundred and Twenty Thousand ($120,000) Dollars, and to issue a note or notes therefor payable within one year from date thereof, any debt or debts incurred under this vote to be paid from the taxes of the present municipal year.
Voted, at 4.13 P.M., That the sum of One Hundred Fifteen Thousand Five Hundred ($115,500) Dollars be raised by taxa- tion the ensuing year.

Voted,at 4.20 P.M., That Fifteen Hundred ($1500) Dollars be appropriated for sidewalks, Seven Hundred and Fifty ($750) Dollars of which to be used under Betterment Act.
Voted, at 4.25 P.M., That it is the sense of this meeting that the heads of the several departments of the Town of Andover give first consideration to citizens who may apply for work.
Voted. That the meeting be dissolved, and the meeting was dissolved at 4.32 P.M.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and

assemble at the Town House, in said Andover on Saturday, June 24th, 1911, at 12 o'clock M., to act on the following articles :
Article I .- To choose a Town Clerk for the unexpended term of Abraham Marland, deceased : also, a Collector of Taxes for the unexpired term of George A. Higgins, resigned.
Article 2. To transact any other business that may legally come before the meeting.
The polls may be closed at 4 o'clock P.M.
Hereof fail not and make due return of this warrant with your doings thereon, to the Selectmen at the time and place of meeting.
Given under our hands at Andover, this second day of June in the year one thousand nine hundred and eleven.

Pursuant to the foregoing Warrant, I, the subscriber, one of . the Constables of the Town of Andover, have notified the inhabitants of the Town of Andover to meet at the time and place and for the purposes stated in said Warrant, by posting a true and attested copy of the same on the Town House, on each schoolhouse, and in not less than five other places where bills and notices are usually posted. Said Warrants have been posted two Sundays.

At a legal meeting of the inhabitants of the Town of Andover qualified to vote in town affairs, convened at the Town House in said Andover on Saturday, the twenty-fourth day of June, IQII, at twelve o'clock noon, agreeably to the requirements of the foregoing Warrant, Moderator Harry A. Ramsdell presided, and after reading the Warrant it was
Voted, To proceed to ballot for a Town Clerk pro tempore. The Selectmen acted as tellers and nine ballots were cast, George A. Higgins having them all, and he was declared elected by the Moderator.
Took up Article I and proceeded to vote for a Town Clerk and Collector of Taxes by the Australian Ballot System.
The ballot box was found to be empty and registered 0000. At the close of polls it registered 621, having failed to work correctly. The polls were opened at 12 M.
Whole number of votes cast 745.
