To the Board of Public Works,
GENTLEMEN :-
The following is a statement of the expenditures, and also a detailed statement of the amount of work done in the past year. Also tables showing the number of feet of main pipe laid with hydrants and gates, also a table showing the different kinds of meters in use, which I most respectfully submit with other items of interest for the year ending January 9th, 1912.
During the year there has been laid 3920.7 feet of eight-inch pipe, 14728.4 feet of six-inch pipe, 2 eight-inch, and II six-inch gate valves. Also 31 hydrants were set, as will be shown by the following table.

This year there have been 59 applications for service pipe re- ceived and 60 laid. There has been laid by the Town during the year 3793.5 feet, of which 2149.7. feet was paid for by in- dividuals, the balance, 1643.8 feet was at the expense of the Town. This addition now makes 98581.0 feet of service pipe in use.
There have been 2 service pipes discontinued during the year, making now in use 1245. The following table shows the differ- ent kinds and length of each :

There have been set during the year 1911, 72 meters, making a total in use of 1023. There has been set during the year a meter in the Town House, and six of the schools, also one in each Engine House. So that the Board may know the amount of water each building is using. The following table will show the different kinds and sizes of meters now in use.

This year we have added one fountain at the dead end on Main Street on the Reading End. This has given first class service; it is the only fountain that has not given trouble or frozen up this season. We have also changed one hydrant on

Stinson Street to a new location, about 12 feet from the drive- way of Mrs. Georgiana Doles.
There have been reported and found during the past year 20 leaks, which were divided as follows: Thirteen were on our main pipe lines, either joints blown or started; five were on service pipe, and two on gate boxes. I would say that another year has passed and our oil engine and pump on the Hill are giving excellent satisfaction. No repairs or parts have had to be made or done since it was started in November, 1908. The trimmings on the building have been painted the past year. The 100 H. P. engine at Haggett's Pond, as you will see by the pumping records, has run very near the whole year, and has given very good results. The makers have sent a man here this fall and have given it a thorough overhauling, finding it to be in good condition. There has not been any time this year when the pond has been below 15 inches from high water mark; this was the week of August 27th. The Deane Steam Pump which was bought by the town in 1896 and which has done practically all of the pumping since, until the oil engine was installed in October, 1910, is being overhauled, and some necessary repairs have been made this winter, so that everything will be in first class condition when needed.
During the year 1911 we have used our boilers and Deane Steam Pump 56 days, pumping 33,044,550 gallons, a daily average of 590,081 gallons, and taking 429 hours and 4 minutes time. The following table will give the pumping record of oil engine :

During 1911 there were 28 applications for house connections received, and 28 laid, making a total of 589 laid.
Length laid during 1911, 2051 feet.
Present length of connections in service, 35,553 feet.
This year there have been 3 of the beds, Nos. 12, 13, and 20 laid over, and we find that they work a great deal better. In laying these over we left all joints open a little and covered all around the same with crushed stone. We have done this now to 5 beds, and the beds all do better work than before. The State Board recommend that we still continue doing this, as well as finish the bed we started a few years ago which is now needed. The pump house at Phillips Street has been overhauled this winter and we found that the Water end of the Sewer pump was all worn out. A new one has been bought, valve chambers, rods and valves complete. The system is in a good condition, but would recommend that the same appropriation be made this year as last so that work at the filter beds may be done a little each year until we have laid over all beds, and built the one which was never finished.

COMMONWEALTH OF MASSACHUSETTS
ESSEX, SS .: To either of the Constables of the Town of Andover.
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover qualified to vote in town affairs, to meet and assemble at the Town House, in said Andover, on Monday, March 4th, 1912, at 6 o'clock A.M., to act on the following articles.
Article I .- To choose a Moderator for one year, Town Clerk for one year, Treasurer for one year, Collector of Taxes for one year, one member of the Board of Selectmen for three years, one . member of the Board of Assessors for three years, one member of the Board of Health for three years, three members of the School Committee for three years, one Trustee of Memorial Hall Library for seven years, one Park Commissioner for three years, one member of the Board of Public Works for three years, one Tree Warden for one year, three Auditors of Accounts for one year, three Constables for one year, one Highway Surveyor for one year, one Trustee of Cornell Fund for three years, seven members of Spring Grove Cemetery for three years, Fence Viewers, Field Drivers, Surveyors of Lumber, Pound Keeper, and any other officers the town may determine to choose.
