To the Trustees of the Memorial Hall Library-
GENTLEMEN :- The Cornell Art Gallery has been vsiited during the year by 1058 persons; of this number, 732 were adults, and 326 were children, an average daily attendance of 10.
Considering the number of years the gallery has been open, the attendance is remarkably good; still it would be a satisfaction to see many more coming with an earnest desire to know the pictures intimately. Here is an opportunity to become acquainted with some of the most notable of the Italian artists of the fifteenth and sixteenth centuries, beginning with Bellini and ending with. Veronese.
Those interested in portrait painting will find many fine prints in the collection.
Without doubt, many would make more frequent visits to the gallery if it were more accessible.

REPORT OF BOARD OF PUBLIC WORKS
To the Citizens of the Town of Andover:
Your Board of Public Works submit their eleventh annual re- port, embracing the thirteenth of the Sewer and the twenty-first of the Water systems for the year ending January 14, 1910.
SEWER DEPARTMENT
Sewer mains have been laid on Harding Street 465.41 feet in length, Buxton Court 486.65 feet, Lewis Street 175 feet, Temple Place 235 feet, Chestnut Street 1129 feet, and railroad crossings 152 feet. Total length of sewer mains in operation are 56564 feet. To complete these extensions $705.60 was borrowed from the Water Department, which together with land damages of $168.00 must be provided for in this year's appropriation. To have postponed this work would have resulted in very large ad- ditional costs, practically double in amount, besides great incon- venience to property owners.
The bonded debt is now $50,000.00. The Sinking Fund is $10679.58, leaving a net bonded debt of $39,320.42. In 1913 there will mature $20,000.00 of these bonds, in 1928 the balance of $30,000.00, and an appropriation of $3,000.00 is asked for to be applied to this account.
The cost of maintenance for the past year has been $1540.66. An appropriation of $1350.00 is asked for the present year.
The sewer system is in good condition. Only ordinary repairs are necessary.
WATER SYSTEM
Acting under the authority of the vote of the town, May II, 1908, further liberal extensions to the water mains have been made where the estimated income on the investment has equalled

or exceeded two per cent. The streets included are Main, High, Haverhill, Woodland Road, Salem, Orchard, Holt, Highland Road, and Chestnut. The total length of these extensions is 15,029 feet. The details may be seen in the Superintendent's re- port. Twenty hydrants have been set.
The total length of water mains is 38.07 miles, number of hy- drants 273. Fifty applications for service have been received, and forty-eight have been accepted and the pipes laid. Total services now in use are 1147, of which number 926 are metered.
The receipts from water rates were $16407.21, a gain of $1498.32 over last year.
The expense of maintaining is divided as follows :

An appropriation of $8600.00 is asked for the expense of main- tenance for 1910, to be divided as follows: Salaries, $3100.00; labor, $2000.00 ; fuel, $1800.00 ; supplies, $900.00 ; teams, $600.00 ; and extra expenses, 500.00.
The bonded debt of the Water System is now $170,000.00, of which amount $50,000 is redeemable by sinking funds which now amount to $21188.32. The balance of the bonded debt is paid by annual appropriations by the town, at the rate of $8000.00 per year. An appropriation of $750.00 is asked for the sinking fund accounts.
The high service system has been in successful operation for the entire year, and no changes or improvements are needed. It has added greatly to the comfort and the security of the residents in the higher sections of the town, as well as ma- terially increasing the income from water rates.
The pumping plant will need a thorough overhauling during the present year. Otherwise the system is in good condition.

The increased business of the Water System will necessitate in the near future, assistance at the pumping station, or the in- stallation of an oil engine similar to the one used in connection with the high service system. While the present plant can take care of all the work within the capacity of the water mains, it frequently requires twelve to fifteen hours' continuous pumping, which is more than can be expected from one engineer as a reg- ular practice. The oil engine could operate for the same, and even a longer, period of time without constant attendance, and thus keep the operations at the station within the control of one engineer. The saving in labor and fuel would make such a sys- tem a good investment.
