The law requires that July 1, 1902, we shall unite with other towns, forming a district which shall employ a superin- tendent, the State to reimburse a certain amount of his salary, conditionally.
The Committee have met at three meetings, in two towns to form a district for a superintendent, but have not succeeded as yet to do what was thought to be for the best interest of the town.
In closing this report, we heartily thank the citizens for their confidence and co-operation during the year and trust the work has been satisfactory to all.

Report of the Selectmen.
Berkley, Mass., February 1, 1904.
At our annual Town Meeting last Spring, the Town voted to sell the personal property at the Town Farm, which was done early in April. Everything was sold ex- cept a few articles of bedding and furniture that might be used should we have any paupers at the Town Farm. The sale amounted to about $700.00, which has been placed in a savings bank in Fall River. This has been done by the vote of the Town, and the same is to be kept there until otherwise ordered by the Town, as it was thought that perhaps sometime we might want to carry on farming, by whomever should keep the farm.
There has been no pauper at the Town Farm since April, and we have fed twenty tramps. We rented the farm, commencing the first day of April, for one year, to Mr. Brightman, for the sum of $100.00, with the under- standing that all the grass and hay raised should be fed on the farm. This seems like a very small amount for so large and well situated a farm as ours, but we advertised in sev- eral papers and gave out extensive notice, but received no higher offer than the above stated amount, $100.00.
We shall have an article in the warrant this year to see what action the Town will take in regard to renting or disposing of the farm. It is a very discouraging feature that so good a farm as this will not rent for over $100.00, when there are no taxes or insurance to be paid, nor any repairs on the buildings. How can the aver-

age farmer in our town support his family and pay his taxes, if this is a fair sample of what the incomes from our farms must be ? If this farm should be sold for $2000.00 there would be so much more taxable property coming to the town. This is a question for the voters to decide, which is the best course to pursue. We hope you will take this matter into careful consideration, and be prepared to act at our annual meeting.
The town has been very fortunate in having but few contagious diseases, there having been but six cases of Scarlet Fever and two of Diphtheria, and all in very mild form.
The Town has given partial support to the following named persons : Mary Wilbur, $1.50 per week ; Mrs. Jason Pittsley, $1.50 per week ; Mrs. Salient and children, now living in Fall River, but formerly of Myricks, are receiv- ing about $2.50 per week ; Andrew J. Briggs received partial support from the Town until October, when he was taken to the Soldiers' Home in Chelsea, and they are giv- ing his full support.
Charles Norcutt and family are receiving medical as- sistance only, and that has amounted to but very little in the past year. Frederick H. French, who has been sup- ported in the Taunton Lunatic Asylum, died June 3, 1903. Mr. French has been in the Asylum since 1876.
Mrs. Elias Macomber is receiving nearly her full sup- port from the Town. She is quite well along in years, has had a paralytic shock, and is almost entirely helpless. She lives with her husband, Elias Macomber, and we think can be supported as cheaply and perhaps more so this way, than if she were committed to the almshouse. Hers is a very serious case and is liable to be quite an expense to the Town if she gets no better,and the doctors give us but very

little encouragement of her ever being any better, owing to her extreme age.
In regard to the oysters, your Selectmen have reason to believe that there is a good set on the beds. One of your Board, with one of the oyster wardens, have made an ex- amination, and they report a good many oysters and good size. Since they went together one of the oyster wardens has been by himself, and reports a still better showing than the two together found. There seems to be but very little call for our plants. We have advertised for bids to be laid before the town at our Spring meeting, either verbally or by letter. If we do not have any bids would it be advisa- ble for the town to operate these beds itself ? Hope you will be prepared to give full instructions to the Board of Selectmen, whoever they may be. Captain Henry Haines, who was chosen by the town to co-operate with the Select- men in regard to the oysters, has been looking into the matter quite carefully, and has promised to have a letter read at our annual meeting, giving his version of the way we should handle this matter. He is very sanguine that we can in the near future receive a large income from this source, if it is attended to properly.
There has nothing been done in regard to naming our streets and roads, as two districts at least have not sent to the Selectmen a list of names for the different roads. $100.00 was appropriated for this purpose last year, and as that was not expended, we suppose it will stand good for another year. We think this matter should be attended to, particularly as we have a rural free delivery.
We are sorry to say that the franchise which we gave for an electric road from Taunton to Fall River, through our town, has not been carried out, and the whole thing has been abandoned ; but we are pleased to say that an- other company has been prospecting, and we have a flatter-

ing encouragement that this latter company will build a road, which we sincerely hope will be done.
By a careful examination of the Treasurer's Report, we think the town is in a better financial condition than it was a year ago, and sincerely hope the tax rates may be reduced, although there are some things that will have a tendency to make them higher, namely, the State tax, which was $150.00 more last year than it was the year previous, and as the State tax will be half a million dollars more than it was last year, we fear that we may have a still higher rate in our town, as far as the state tax goes.
All our public buildings are in good condition and re- pair, excepting perhaps the Town Hall, which needs to be painted outside, and more hitching posts put up.
We have had to pay quite a sum for shoveling snow from our highways. There is one place in particular that is a very expensive one to keep clear, and that is near the residence of Mr. Peter Chase. If permission could be ob- tained from Mr. Chase to put up either an arbor-vitae hedge ór a board fence on his grounds, as a shed protection from the drifting snow, we believe it would be a saving to the town and would be a great accommodation to the people living at Assonet Neck. We hope you will also be prepared to act on this subject at the Town Meeting.
