UNDER ARTICLE THREE:
On a motion made by Karl M. Perham, it was voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary.
UNDER ARTICLE FOUR:
On a motion made by Harold C. Petterson, it was voted that the Treasurer with the approval of the Selectmen, be and hereby is au- thorized to borrow money from time to time in anticipation of revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.
UNDER ARTICLE FIVE:
On a motion made by James A. Grant, it was voted to transfer from the Overlay Reserve account a sum of money, not exceeding $2,000.00 to

be used as a reserve fund at the discretion of the Finance Committee as provided in General Laws, Chapter 40, Section 6.
UNDER ARTICLE SIX:
On a motion made by Edward L. Monahan, it was voted to raise and appropriate the sum of $8,680.06 for the purpose of paying unpaid bills for pervious years.
UNDER ARTICLE SEVEN :
On a motion made by John J. Meagher, it was voted to lay this article on the table until after the building and zoning laws were dis- cussed.
On a motion made by Clarence Woodward to accept the pro- visions of Sections 81B, 81C, 81D, and 81E, of Chapter 41, of the Gen- eral Laws, it was voted not to accept these sections, 104 voted yes, and 132 voted no, thereby defeating this motion.
UNDER ARTICLE EIGHT:
On a motion made by Sidney Dupee it was voted to elect two mem- bers to the Planning Board, one for a term of five years, and one for a term of one year, the result of the vote being 97 yes, and 78 no. On a motion made by Sidney Dupee, William Bellwood was elected a mem- ber of the Planning Board for a term of five years. On a motion made by Sidney Dupee, Arnold C. Perham was elected a member of the Planning Board for the term of one year.
UNDER ARTICLE NINE:
On a motion made by Howard Smith, it was voted to lay this article on the table until after article 14 is acted upon. In regard to accepting Sections 3 to 12 inclusive of Chapter /43 of the General Laws, it was voted to dismiss this article.
UNDER ARTICLE TEN :
On a motion made by John J. Buchanan to dismiss this article, this motion was defeated.
On -a motion made by Howard Smith, it was voted to adopt the code of zoning by-laws as recommended by the Planning Board.
UNDER ARTICLE ELEVEN :
On a motion made by Howard D. Smith, it was voted that the town raise and appropriate the sum of $15.00 to be used by the Board of Appeals for stationery, postage, printing, and other miscellaneous ex- penses.

UNDER ARTICLE TWELVE:
A motion to dismiss this article was defeated. On a motion made by John J. Meagher, it was voted to adopt a code of Building by-laws as recommended by a special committee appointed by the Board of Selec- men in accordance with Article 49, that was passed at the annual Town Meeting on March 8, 1937.
UNDER ARTICLE THIRTEEN :
On a motion made by Howard D. Smith, it was voted to raise and appropriate the sum of $250.00 for the purpose of defraying the expense of the compensation or the salary of the Inspector of Buildings.
UNDER ARTICLE FOURTEEN:
On a motion made by Edward L. Monahan, it was voted to raise and appropriate the sum of $15.00 for the purpose of defraying the cost of printing, postage, and miscellaneous expenses to be used by the In- spector of Buildings.
UNDER ARTICLE FIFTEEN:
On a motion by Stewart MacKay, it was voted to raise and appro- priate the sum of $2,855.11 as the Town of Chelmsford's proportion of the net cost of making alterations and constructing additions in and to the Middlesex County Tuberculosis Hospital, pursuant to Chapter 417 of the Acts of 1935.
UNDER ARTICLE SIXTEEN :
On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $1,871.36 to pay the County of Middlesex, as required by law, the Town's share of the net cost of the care, mainten- ance and repair of the Middlesex County Tuberculosis Hospital, as assessed in accordance with the provisions of Chapter 111 of the Gen- eral Laws.
UNDER ARTICLE SEVENTEEN :
On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $3,500.00 for the reconstruction of the North Road, contingent upon the State and County contributing a similar amount for said purpose.
UNDER ARTICLE EIGHTEEN:
On a motion made by James A. Grant, it was voted to raise and appropriate the sum of $1,000.00 for the reconstruction of the Lowell

Road, contingent upon the State and County contributing a similar amount for said purpose.
UNDER ARTICLE NINETEEN :
On a motion made by Stewart MacKay, it was voted to raise and appropriate the sum of $350.00 for the purpose of purchasing an auto- mobile for the Police Department, said purchase to be made under the supervision of the Board of Selectmen.
UNDER ARTICLE TWENTY:
On a motion made by Stewart MacKay, it was voted to authorize the Selectmen to execute a Bill of Sale in behalf of the Town, transfer- ring title to the Chevrolet automobile now used by the Police Depart- ment.
ARTICLE TWENTY-ONE
On a motion made by James A. Grant, it was voted to dismiss this article.
UNDER ARTICLE TWENTY-TWO
On a motion made by Karl M. Perham, it was voted to raise and appropriate the sum of $200.00 to be used by the Moth Department for the purpose of exterminating and controlling the elm leaf beetle.

UNDER ARTICLE TWENTY-FOUR:

UNDER ARTICLE TWENTY-SIX:
On a motion made by Harold C. Petterson, it was voted to raise and appropriate the sum of $550.00 for the purpose of purchasing new

equipment for the new vaults in the Centre Town Hall, and for the pur- pose of purchasing other office equipment, and that the money be ex- pended under the direction of the Board of Selectmen.
UNDER ARTICLE TWENTY-SEVEN:
On a motion made by Arthur W. House, it was voted to transfer from the account called "Sales of Cemetery Lots and Graves" the sum of $100.00 to Forefathers Cemetery; $100.00 to West Chelmsford Ceme- tery ; $100.00 to The Riverside Cemetery; $100.00 to Pine Ridge Ceme- tery ; $100.00 to Hart Pond Cemetery, and the further sum of $250.00 for grading and otherwise improving the various cemeteries.
UNDER ARTICLE TWENTY-EIGHT:
On a motion made by Karl M. Perham, it was voted to raise and appropriate the sum of $920.00 for payment made to claimants for per- sonal injuries and consequential damages sustained by reason of being injured because of defects in the public ways.
UNDER ARTICLE TWENTY-NINE:
On a motion made by Clarence Audoin, it was voted to dismiss this article.
UNDER ARTICLE THIRTY:
Under this article it was ruled by the Moderator that the article could not legally come before the meeting for action.

On a motion made by Stewart Mackay, it was voted to raise and appropriate the sum of $10,279.65 for the purpose of covering over- drafts in the accounts entitled "Old Age Assistance" "Outside Relief" and "Aid to Dependent Children."

In the name of the Commonwealth as aforesaid, you are hereby re- quired to notify and warn the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Centre on Tuesday, the twenty- fourth day of May, 1938, at eight o'clock in the evening, then and there to act on the following articles, viz :
Article 1 :
To see if the Town will vote to raise and appropriate the sum of Fifty-three Hundred Dollars ($5,300.00), or some other sum, for the pur- pose of purchasing a gasoline road roller ; or act in relation thereto.
Article 2:
To see if the Town will vote to authorize the Board of Selectmen to sell on behalf of the town, the steam roller now owned by the Town, and execute in behalf of the Town any and all instruments necessary to transfer title of same; or act in relation thereto.
Article 3:
To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing equipment for the Town Hall Building, and for the expense of Town Hall repairs, and determine how the appropriation shall be raised, by borrowing, or within the the pro- visions of Chapter 49 of the acts of 1933, as amended or otherwise; or take any action relative thereto.

MAY 24, 1938
At a special meeting of the Inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to warrant duly posted, said meeting held in Chelmsford Town Hall at 8 p. m. on May 24, 1938.
Moderator Walter Perham called the meeting to order, and the warrant was read by Town Clerk Harold C. Petterson.
The following business was transacted to wit:
UNDER ARTICLE 1:
On a motion made by James A. Grant, it was voted to raise and appropriate the sum of Fifty-three hundred ($5300.00) dollars for the purpose of purchasing a gasolene road roller, the purchase to be made under the supervision of the Board of Selectmen.

SPECIAL TOWN MEETING
MAY 28, 1938
At a special town meeting of the Inhabitants of the Town of Chelmsford, qualified to vote in town affairs, held pursuant to warrant duly posted, said meeting held in the upper town hall in Chelmsford Centre at 2 p. m., on Saturday, afternoon, May 28, 1938. .
Moderator Walter Perham called the meeting to order, and the warrant was read by Town Clerk, Harold C. Petterson.
Under article 1, the following motion was made by Charles P. Wright :
"I move that the code of zoning by-laws accepted at the annual town meeting of 1938 under article 10, be repealed."
Under this motion, it was voted to vote by ballot. 349 voted "yes :" 279 voted "no." A two-thirds vote on this montion was required, and the motion was lost.
It was voted to adjourn this meeting at 6:30 p. m.

ARTICLE 2, To see if the Town will vote to raise and appro- priate the sum of sixteen thousand five hundred dollars ($16,500.00), or some other sum, for outside relief, and old age assistance; or act in rela- tion thereto.
ARTICLE 3, To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars $1,500.00), or some other sum, to be applied to the Road Machinery Account; or act in relation thereto.
Article 4, To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1500.00) or some other sum, for Soldiers Relief; or act in relation thereto.
ARTICLE 5, To see if the Town will vote to create and appoint a Committee of four to work in conjunction with the School Committee for the purpose of considering the advisability of providing additional room and quarters at the High school, and to secure plans, specifica- tions and costs concerning same, and report at the next special Town meeting. Said Committee is to be appointed by the Moderator.

And you are directed to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and at West Chelmsford, and at the school house, East Chelmsford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid.
