SPECIAL TOWN MEETING
JULY 29, 1938
At a special town meeting held in the upper town hall at Chelms- ford Centre on July 29, 1938 at 8 p. m., the following business was transacted :
UNDER ARTICLE ONE:
On a motion made by Stewart Mackay it was voted to raise and appropriate the sum of $5500.00 for the purpose of purchasing materials, tools, and equipment to carry on W. P. A. projects.
UNDER ARTICLE TWO:
On a motion made by James A. Grant, it was voted to raise and appropriate $8,000.00 for Welfare Relief and to meet said appropriation that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow Eight Thousand Dollars under the provisions of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 57 of the Acts of 1938.

UNDER ARTICLE THREE:
On a motion made by Stewart Mackay it was voted to raise and appropriate the sum of $1500.00 to be applied to the Road Machinery Account.

UNDER ARTICLE FIVE:
On a motion made by James P. Cassidy, it was voted to appoint a Committee of four to work in conjunction with the School Committee for the purpose of considering the advisability of providing additional classrooms and quarters at the High School, and to secure plans, speci- fications and costs concerning same, and report at the next special

Town Meeting. Said Committee is to be appointed by the Moderator. The Moderator appointed the following, in addition to the School Com- mittee, Fred F. Wiggin, John J. Dunigan, George L. White, and Vira- nus E. Osborn.

To John J. Buchanan, a constable of Chelmsford.
GREETING :
In the name of the Commonwealth as aforesaid you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the upper Town Hall at Chelmsford Centre on Friday, the twenty- third day of September, 1938 at eight o'clock in the evening then and there to act on the following articles, viz :
Article 1. To see if the Town will vote to raise and appropriate, or borrow, a certain sum of money for the purpose of constructing an addition to the High School; or act in relation thereto.
Article 2. To see if the Town will vote to raise and appropriate the sum of One Hundred Fifty Dollars ($150.00) for the purpose of defraying the expenses of the Assessors department; or act in relation thereto.
And you are directed to serve this warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and West Chelmsford and at the School House East Chelmsford, and the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the first meeting aforesaid.

At a special Town Meeting held in the upper Town Hall at Chelms- ford Centre on September 23, 1938, the meeting was called to order by Moderator Walter Perham at 8 p. m.
On a motion made by Walter Jewett, Edward B. Russell was elected as Clerk pro tem.
The reading of the warrant was waived.
On a motion made by Wendell Harvey, the meeting was adjourned to 8 p. m., September 27, 1938.

SPECIAL TOWN MEETING
SEPTEMBER 27, 1938
A special Town Meeting was held in the uper Town Hall at Chelms- ford Centre, on September 27, 1938 at 8 p. m. This meeting was ad- journed from September 23, 1938.
Under Article 1, a report of High School Building Committee was made by Fred F. Wiggin. The report was as follows :
"The committee consisting of four members appointed by the Moderator, Fred F. Wiggin, V. E. Osborne, George L. Waite, and John J. Dunigan, with the School Committee, Wendell P. Harvey, James P. Cassidy, and John A. McAdams, met immediately after the town meet- ing of July 29, 1938, and organized by electing Mr. Wiggin, chairman, and Mr. Dunnigan, clerk.
The growth of the High School was studied, as shown by the en- rollment for each five year period beginning in 1917, when the school

was opened in the present building with 161 students. In 1922 there were 184; in 1927, 224; in 1932, 376; in 1937, 445; and the expected en- rollment for September was over 470. Actually there are over 480 in the school this year.
Plans proposed to a committee in 1931 by several different architects, and in 1935 by the firm of Ashton and Huntress were discussed. It was decided to call in Ashton and Huntress in order to discuss alterations in the 1935 plan so as to provide an addition containing either four or six classrooms, an assembly Hall and toilets.
The architects presented two sketches, one providing four class- rooms, and the other six. It was decided that in view of the present growth of the Town, the one with six classrooms was the better plan. Two of these rooms would take the place of rooms now used in the Mc- Farlin school. The proposed addition provided :
On a floor one story below the present basement, an assembly hall seating 685.
On the level of the basement two classrooms, 22 ft. by 32 ft., toilets for girl students and for boys, and for women teachers, and for men.
On the level of the first floor two classrooms 22 ft. by 32 ft. directly over the classrooms on the basement level, two classrooms 22 ft. by 26 ft. built in the space over the stage of the assembly hall. This floor will have toilets for girls and for boys, and a room for a clinic.
No change is made in the second floor of the present building.
The addition, as seen from the rear, will be one story lower than the present building, and the roof one story lower. If more rooms are need- ed at some future time, the walls can be built up to the height of the old building, providing space for four more rooms, or rooms can be added by building up from the ground level on one side of the assembly hall or on both.
The urgent need of enlarging the High School is conceded by every- one who has investigated conditions as they now exist. The Commit- tee are unanimously of the opinion that the school should have all the facilities proposed in this plan. The cost to the Town is less now than it probably would be at any later date. We recommend the adoption of this plan, and the appropriation of the money necessary for construc- tion."

That for the purpose of financing the construction and equipment of aL addition to the Chelmsford High School building, and to enable the Town to secure the benefits of funds granted by the Federal Govern- ment, under the Public Works Administration Appropriation Act of 1938, there be raised and appropriated the sum of One Hundred Five Thousand, Four Hundred Fifty-four Dollars ($105,454.00), and the Treasurer, with the approval of the selectmen, be and hereby is author- ized to borrow the sum of fifty-eight Thousand Dollars, and to issue bonds or notes of the Town therefor, under authority of, and in accor- dance with the provisions of Chapter 50, of the acts of 1938, said bonds or notes to be payable in not more than fifteen years at such term and maximum rate of interest as may be fixed by the Emergency Finance Board.
All moneys received by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of con- struction thereof, and any balance shall be applied to the payment of the loan herein authorized.
The selectmen, or the High School Building Committee, are hereby authorized and directed to accept on behalf of the town, for use in carry- ing out such project, a Federal grant of money, pursuant to the Public Works Administration Appropriation act of 1938; and the High School Building Committee are authorized to proceed with the construction of said project, and to enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regula- tions; and the Selectmen, and the High School Building Committee, are authorized to do all other acts and things necessary or convenient for obtaining said grant, making said loan, and constructing said project. 130 voted in the affirmative. No one voted in the negative.
On a motion made by Mr. Harvey, it was voted :
That a building Committee be appointed by the Moderator.
The Moderator appointed :
Fred F. Wiggin, George L. Waite, Viranus E. Osborne, John J. Dunigan, the School Committee, and the Board of Selectmen to act as a building committee.
Under Article 2, on a motion made by Carl A. E. Petterson it was ยท voted :
To raise and appropriate the sum of One Hundred Fifty ($150.00) Dollars for defraying the expense of the Assessors department.
It was voted :

1. Shall an amendment to the Constitution providing for biennial sessions of the General Court, and for a biennial budget which is further described as follows :
This amendment annuls all existing provisions of the Constitution and its prior amendments which requires annual sessions of the General Court, commonly known as the Legislature, and provides for biennial sessions in their place. It also provides that the budget of all proposed expenditures of the Commonwealth shall be so prepared as to cover two fiscal years instead of only one as at present required,-which pro- posed amendment was approved by the General Court, and a joint ses- sion of the two branches held May 27, 1936, received 141 votes in the affirmative, and 117 in the negative, and in a joint session of the two branches held May 19, 1937, received 158 votes in the affirmative, and 112 in the negative-be approved?
