REPORT OF THE CHELMSFORD W. P. A. 1938
TO THE HONORABLE BOARD OF SEELCTMEN ,
TOWN OF CHELMSFORD, MASS.
Honorable Sirs :
As W. P. A. Sponsor's Agent for the Town of Chelmsford, I wish to submit the following report on the W. P. A. activities in the Town of Chelmsford for the year 1938.
At the beginning of the year 1938 we had approximately 40 manual workers working on our local proojects.
Beginning with the month of April our quota was increased each month so that in the middle of November 1938 we had approximately 170 men on the W. P. A. payrolls.
Since that time the number on manual projects has been reduced down to 130; the reduction being due to the fact that some have gone into private industry, and 11 were cancelled from the W. P. A. payrolls by the "Social Service Investigators" from W. P. A. headquarters in Boston.
We have at present besides manual workers 6 men on our "Town Survey Project", 3 on the "National Youth Administration Project", and 7 women on our "Sewing Project".
The projects started in 1938 were as follows some were completed and some are still under the process of construction.
Beginning with Jan. 1, 1938, we were operating our "Town Hall Project" which was started in Oct. 1937 and closed in June 1938. That project as you all know was a general remodelling of the entire building including a new heating system.
There was considerable outside work done about the building such as cement, drips, grading and seeding the lawn, etc.

In February 1938 our "Local Farm to Market Project" was put into operation it consisted of widening, gravelling and eliminating bad curves on a group of four roads. That project was temporarily suspended in order that the men could be transferred to the water project. Work under this project will be resumed this year.
In the month of June 1938, our "Chelmsford Water Dist. Extension Project" was started. It consisted of laying 4225 lin. ft. of 8-inch mains on the North Road, 1100 lin. ft. of 6-inch mains on the Davis Road, 1050 ft. of 6-inch mains on the Locke Road, 250 ft. of 6-inch mains on Grand View Road, 258 ft. of 6-inch mains on Clinton Ave .; 3000 ft. of 6-inch mains on Stedman St., and 450 ft. of 6-inch mains on Smith St. Ten hydrants, 32 meters, 8 gate valves, and 35 service mains were also installed. This extension has afforded several people with the best of drinking water, and more adequate fire protection.
The "South Chelmsford Water Dist" also extended their mains under a W. P. A. Project. It consisted of laying 750 lin. ft. of 6-inch mains on the Acton Road. One hydrant, 1 gate valve, 1 meter and 1 service main were also installed.
Our "Twiss Road Project" was also put into operation and com- pleted. It consisted of widening approximately 11/2 miles of road from 10 ft. to 18 ft. and approximately 2000 cu. yds. of gravel were spread rolled and oiled.
Work on our "East Chelmsford Playground Project" was started in April, and closed November 2, 1938.
It consisted in excavating 4800 cu. yds. of earth and rock. A great deal of blasting was made necessary because of encountering so many large boulders. A regulation base ball field with a back stop was con- structed. Also a regulation volley ball court and back stop were con- structed. Along Carlisle St. a 480 ft. cable wire fence with cement posts was built. A 260 ft. wire fence was also set up on steel posts to keep the children from falling down the steep embankment. The em- bankment on the southerly side of the field was sodded to prevent washing. The entire field comprising about 21/2 acres was loamed, fer- tilized, seeded and rolled so that the playground is one of the best in town.
Our project for improving the East Chelmsford Water Dist. pro- perty was also completed. It consisted of grubbing, levelling, filling, loaming, seeding and rolling so as to make that property a beauty spot.
In the month of September the Town of Chelmsford like all other cities and towns in New England suffered very heavily from the damage left by a devastating hurricane. We were very fortunate in that we did not meet with very heavy damage to buildings nor human lives,

but very great damage was done to the many wood lots in the town. Immediately after the hurricane, all the W. P. A. workers were sum- moned into the service, and undertook the huge task of opening the roads in the town. After that was completed, the task of going into the wood lots to clear away the existing fire hazards.
The work that is being done in the wood lots and along the high- ways is being done under the direction of the U. S. Forestry Service Div. The work is being done as per schedule of priority and project number. The first areas to be considered were the blowdowns in the residential areas. Then the cleaning and burning of the slash 50 ft. back along the highways. The opening of wood roads and fire lanes in the wood lots, and then the cutting of trees and logs and burning of slash. The greatest hazards are being given first consideration.
We are at the present time operating a cemetery project cutting and removing trees, wood and stumps. The wood from the cemeteries and along the public highways is being moved to the Town Infirmary where it will be cut and distributed to the welfare cases. The cemetery suffering the greatest damage was the Pine Ridge on the Riverneck Road where approximately 200 pine trees and some oaks were blown down. The logs from public owned property are being hauled to the Town Infirmary to be sawed into lumber.
It is estimated by the U. S. Division of Forestry that between two and three million board feet of lumber is down in the Town of Chelms- ford.
We are at the present operating a project for the destruction of gypsy, brown tail moths and caterpillars. There are at present 18 men employed on this project.
We also have a group of roads project in operation. At the present time 19 men are employed on this project and several thousand feet of drainage is being laid on the Dalton Road and Stedman St. which is preliminary work to widening, gravelling, rolling and oiling to be done during the summer months. This particular group of roads also include Fairview Road in North Chelmsford and the Graniteville Road.
We have several worth while projects already approved in Wash- ington that can be put into operation during 1939, and others in the making.
During the year 1938 the Town of Chlemsford expended for W. P. A. activities, $12,800.00.
The total amount of wages received by the W. P. A. workers was approximately $75,000.00.
