Art. 9. To see if the Town will vote to rezone for business pur- poses a parcel of land on Broad- way shown as Lot A-2, Plan 1042 on file in the Assessors' Office, bounded and described as follows:
Starting at a point on Broadway, thence running southerly along Broadway a distance of 87 feet, thence turning and running in an easterly direction a distance of 500 feet; thence turning and running in a northerly direction a distance of 87 feet; thence turning and running in a westerly direction a distance · of 50 feet to a point of beginning.

Art. 10. To see if the Town will authorize the Moderator to appoint a Committee of five cit- izens for the purpose of making a : study and submitting plans for the development of the Saugus River Basin, beginning at the East Sau- : gus bridge running along the river to Saugus Center and Pranker's Pond to the Newburyport Turnpike. Said committee to study the possi- bility of constructing a Parkway and swimming, boating, fishing and other recreational facilities, and drainage, including the beautifica- tion of the district surrounding ·said basin, and this Committee, for the success of this development
shall work in conjunction with the offices of the Governor, United States Senators, Metropolitan Dis- trict, Congressman, and the local W.P.A. administration, or to see what action the Town will take in the matter agreeable to the petition of the Board of Selectmen and the Board of Playground Commission- ers.
Art. 11. To see if the Town will vote to accept the gift of land on Main Street, near Forest Street, known as the Perini's swimming pool, which was presented to the Town by Perini Brothers Incorpo- rated, of Framingham, for the sum of one dollar. Or to see what action the Town will take, agreeable to John J. Mullen and to others.
Art. 12. To see if the Town will vote a project for the making of a natural swimming pool on land do- nated by Perini Brothers on Main Street, near Forest Street, to be known as a swimming pool for the use of our population for bathing purposes in summer, and skating in the winter. Or to see what action the Town will take agreeable to the petition of John J. Mullen.
Art. 13. To see if the Town will vote to increase the Board of As- sessors to five members, as permit- ted by law, by electing at the next Annual Town Meeting two addition- al members who shall serve for three years each. Agreeable to the petition of Clarence O. Martin and others.
Art. 14. To see if the Town will vote to authorize and to instruct the Selectmen to petition the next General Court for legislation to change the Charter of the Town of Saugus, to a city government, a mayor, and city council of nine men. One to be elected from each pre- cinct and one at large or to see what action the Town will take in · this matter, agreeable to the peti- tion of John J. Mullen and to others.

EMERGENCY FINANCE BOARD.,

At a meeting of the Emergency Finance Board of the Common- wealth, held on the 28th day of October, 1938, a majority of said Board being present, the following vote was unanimously passed:
Voted: To approve the borrow- ing by the Treasurer of the Town of Saugus of the sum of Seventy- Five Thousand Dollars ($75,000.00) from the Commonwealth of Massa- chusetts, under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended. The proceeds of this loan are to be used for the Pay- ment of Revenue Loans. The notes to be given the Commonwealth for this money are to bear interest at one per cent (1%) payable at ma- turity.
