QUESTIONS Proposed Amendments to the Constitution
Shall an amendment to the Con- stitution providing for biennial ses-
sions of the General Court and for a biennial budget which is further described as follows :-
This amendment annuls all exist- ing provisions of the Constitution and its prior amendments which require annual sessions of the Gen- eral Court, commonly known as the Legislature, and provides for bien- nial sessions in their place. It also provides that the budget of all pro- posed expenditures of the Common- wealth shall be so prepared as to cover two fiscal years instead of only one as at present required,- which proposed amendment was ap- proved by the General Court and a joint session of the two branches held May 27, 1936, received 141 votes in the affirmative and 117 in the negative, and in a joint session of the two branches held May 19, 1937, received 158 votes in the affirma- YES tive and 112 in the negative, - be ap- proved ?

Shall the proposed measure which provides that in any city or town which accepts its terms, the licens- ing authorities shall establish free public taxicab stands for the use of all taxicabs and motor vehicles for hire whose owners are licensed within such city or town, and shall abolish all other forms of taxicab stands on any public highway with- in such city or town,-which was disapproved in the House of Rep- resentatives by a vote of 96 in the affirmative and 109 in the negative and in the Senate by a vote of 4 in the affirma- YES tive and 35 in the negative, - be ap- proved ? To obtain a full expression of opinion, voters should vote on all three of the following questions :-
(a) If a voter desires to permit · the sale in this city (or town) of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions. -
(b) If he desires to permit the sale herein of wines and malt bev- erages only to be drunk on and off the premises where sold, he will vote "No" on question one, "Yes" on question two and "No" on ques- tion three.
(c) If he desires to permit the sale herein of all alcoholic bever- ages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on questions one and two and "Yes" on question three.
(d) If he desires to permit the sale herein of wines and malt bev- erages to be drunk on and off the premises where sold and in addi- tion other alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on question one and "Yes" on questions two and three.
(e) If he desires to prohibit the sale herein of any and all alcoholic beverages whether to be drunk on or off the premises where sold, he will vote "No" on all three ques- tions.

Greeting:
In the name of the Common- wealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town Affairs to as- semble in the Town Hall, on Mon- day Evening, December Nineteenth, Nineteen Hundred and
Thirty- Eight, at Eight-Fifteen o'clock P. M., to hear and act on the fol- lowing articles, viz:
Article 1. To hear and act on reports of committees.
Art. 2. To see if the Town will vote to transfer a sum of money from unexpended balances to the Assessors' Department. Board of Assessors.
Art. 3. To see if the Town will vote to transfer a sum of money from unexpended balances to Elec- tion and Registration Account. Town Clerk.

Art. 5. To see if the Town will rezone for business purposes the following described parcel of land located on Dighton Street, Lots A-76, A-77, A-78, A-79, pt. A-79, shown on Plan 1026 on file in the Assessors' Office, agreeable to the petition of Frank LaViolette and others.
You are hereby directed to serve this Warrant, by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days be- fore.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
