Beginning at a point on the wes- terly side of Vine Street at the Southerly extremity of land now or formerly of Cunningham, thence running Southwesterly two hundred and seventy-seven feet, plus or min- us, by said land of Cunningham and said line prolonged to the brook, thence southeasterly by said brook one hundred feet, (100.00), plus or minus, thence northeasterly by lands now or formerly of Robert H. and Lena F. Brand, K. Edith White and Sarah Penny, et al; two hun- dred seventy-five feet (275.00) to said Vine Street, thence northwes- terly by said street ninety-four feet (94.00) to the point of beginning, and containing about 23,850 square feet, plus or minus, and shown as part of Lot A-118 on Plan No. 1021 on file in the office of the Board of Assessors. Article 28. Voted that the Town authorize the Board of Public Wel- fare lease to the Saugus Revolver and Rifle Club certain lands off Main Street containing about six acres for the period of one year or longer and authorize the board to set the rental thereof. 10:14 P.M.


Article 29. Voted: That the sum of $2200.00 be and the same is here- by appropriated for the purchase, erection and installation of a suit- able War Memorial. Said sum of money to be transferred from the Surplus War Bonus Fund and ex- pended on behalf of the Town for such purposes by a committe of five citizens, appointed by the Board of Selectmen. 10:45 P.M.


The following resolution was pre- sented by Albert E. Kent. Resolu- tion: Be it resolved that we as duly elected representatives of the citi- zens of this Town do hereby request that the Board of Selectmen con- tact the proper Federal authorities with a view to the establishment of the Stamp Plan of Federal Food Distribution in the Town of Saugus should the same prove advisable after thorough and complete inves- tigation and to take any further steps that may be deemed necessary to bring this Public Service to Sau- gus, that our citizens may enjoy and profit by any or all benefits acruing thereto. Adopted 10:451/2 P.M.

Voted: To approve the borrow- ing by the Treasurer of the Town of Saugus of the sum of Fifty Thousand Dollars ($50,000.00) from the Commonwealth of Massa- chusetts, under authority and in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended. The proceeds of this loan are to be used to meet the appropri- ation made for the Payment of Revenue Loans. The notes to be given the Commonwealth for this money are to bear interest at one percent (1%) payable at maturity.

Voted: To approve the Renewal by the Treasurer of the Town of Saugus of so much of the Twenty Five Thousand Dollar ($25,000.00) Tax Title Loan, which was origi- nally approved by this Board under date of November 28th, 1939, as is outstanding on December 4th 1940. The rate of interest on the renewal notes is to be one percent (1%) payable at maturity.

Report of Committee Appointed to Search for New Sources of Town Income


To the Members of the Saugus, Massachusetts Limited Town Meeting


In accordance with the action taken by the 1939 Annual Town Meeting, the Moderator appointed the following to serve as a Commit- tee to Search for New Sources of Town Income.

This Committee organized with Harry W. Merrill, Chairman and George E. Moorehouse, Secretary.


Since that time the Committee has been in conference with prac- tically every town department. All officials have cordially cooperated and provided much information for the compiling of this report.


As a result of its investigations the Committee presents the follow- ing recommendations.


Assessors Department


The Committee believes that a comprehensive study of the valua-


tions placed on all taxable property should be made, and recommends the Board of Assessors undertake such a study at once, and any im- proper valuations corrected.


Selectmen's Department


The Committee recommends the following fees for licenses and per- mits :


Victualers License $5.00


Theatre $200.00 per year


Beano $1.00 per night


Pool and Bowling $5.00 per table or


alley


Golf $7.50 per year


Groves $7:50 per year


Gasoline pumps 2.00 per pump,

Junk dealers $5.00 per year

properties held in the tax title ac- ccount. We understand it will cost $35.00 to put each property through the land court and the Committee recommends that the Finance Committee transfer $350 .- .00 from the Reserve Fund to pay the cost of ten foreclosures this year.


The Town holds about 3500 tax titles, and of this 729 are on homes. The tax titles are on land valua- tions ranging from $2,000,000.00 to $2,500,000.00. We collect from $50,000.00 to $80,000.00. a year, but we go behind $20,000.00 to $40,000.00.


The Committee also believes that rents should be collected from those occupying tax title property.


Tax Collector's Department


The Committee supports the recommendation of the Finance Committee that the Tax Collector should be provided with a reason- able salary, and all fees taken by the collector should be paid to the Town.


Cemetery Department


The Committee recommends that the receipts from the sale of lots and graves be set up as a separate fund, and placed at interest, to be held for the purchase of new land as required by the Cemetery, and such other uses as permitted by the General laws Ch. 114, Sec. 15.


This policy was advised by the Town Counsel in his letter of De- cember 15, 1938 addressed to the Cemetery Commissioners.


Also it is recommended that the publication of the list of perpetual care funds, be omitted from the Town Report.


Fire Department


The Committee recommends the following fees:


Sale of Fireworks $10.00


Fees for blasting $.50 per blast


Single job (blasting) $2.00


Year's permit (blasting) $20.00


Police Department


Permit to carry guns or revol- ver


$1.00 per year.


Except for accidents and for those on welfare, the Committee recommends a charge of $10.00 be


made for ambulance service, and that an agreement with the person responsible for payment be ob- tained.


School Committee


The Committee recommends that free public school education end with graduation, and pupils de- siring to take post graduate work be required to pay tuition on the same basis as an out of town pupil would have to pay.


This policy has been already adopted in some other communities of the Commonwealth.


Furthermore, according to an opinion given by the Attorney General the State is not required to reimburse the town for expenses incurred for instruction given be- yond the usual four year course.


Stackpole's Field


We recommend that a rental fee of $50.00 be charged for the use of Stackpoles Field for all purposes for which an admission is charged. Building Inspector's Department


The following fees are recom- mended :


Gas fixture permits $1.00

Mooring fee $1.00


Water Department


For Lynn Water $10.00 per 5000 cubic feet.


For Metropolitan Water


$10.00 per 3333.33 cubic ft.


The difference in the amount of water to be sold for the minimum rate is due to the fact the Metro- politan Commission has raised its price from $200.00 per million gal- lons to $250.00.


It is the opinion of the Superin- tendent of Public Works that the proposals to reduce the number of cubic feet allowed for the mini- mum rate will not effect the ma- jority of water users, as they are using less than the suggested quan- tity now, but the new proposal will effect the excessive users.


If the recommendation of the Committee is adopted the people of Saugus will continue to buy

water at a much less cost than the people of most other communities.


The following fees are recom- mended : $2.00


Turn on Turn off 1.00


For thawing out pipes-first time free, each additional time at cost with minimum charge of $5.00.


Blow out charge at cost with minimum of $2.00.


The Committee also recommends that an appropriation should be made for a leak survey.


There appears to be about 60,- 000,000 gallons of water purchased from Lynn that cannot be ac- counted for. This represents an annual loss of about $4500.00.


It is estimated that a leak sur- vey can be made by competent en- gineers for not over $2,000.00.


In addition, it is recommended that an appropriation be made to reduce the all year unmetered ser- vices of which there are 83. The cost of meters is $15.00 each.


To give the Water Department full credit for the sale of Water, the Fire Department should be charged $10.00 for each hydrant. This we understand is the policy in many communities. There are about 425 hydrants in Saugus.


No two tenements in the same house should be on the same meter.


Snow Removal


The Committee recommends a Town By-Law requiring abutters to remove snow from sidewalks in business districts.


Collection of Ashes and Rubbish


The Committee recommends the


discontinuance of the free collec- tion of ashes and rubbish, and a fee of ten cents per barrel or con- tainer be charged for this service. The collection be carried out ac- cocrding to the rules and regula- tions, paragraphs 1, 2, 3, 4, 5, 6, as approved by the Board of Sel- ectmen, June 1st, 1938.


In a study made by the Public Works Department in 1938, it was found that only one other com- munity in the population group to which Saugus belongs was provid- ing free collection of ashes and rubbish in town equipment.


Boston is now charging eleven cents a barrel, Belmont, Newbury- port, and Stoneham charge ten cents, Andover, Norwood and Wellesley have collections made by private contractors who are paid direct by the householders.


Street Acceptances


We recommend that future street acceptances be made under the pro- visions of the Betterment Act, and Betterments Assessed. That no ac- ceptances be made until the Public Works Department has determined the cost of making such street in proper condition for public use and all parties interested are prepared to pay their share of the cost of the necessary work.

Report of Committee on Tax Collector's Salary


Your Committee, appointed "to investigate the advisability of hav- ing the Collector of Taxes receive an annual salary as may be desig- nated and appropriated by the Town Meeting and that all fees as defined by law in accordance with Sections 15, and 15A, Chapter 60 of the General Laws, and all sub- sequent laws concerning fees that are now retained by the Collector,


shall be turned into the Treasury of the Town as Town Income" have held a number of meetings, col- lected considerable statistical data, questioned the present incumbent of the office, who appeared at her own request, and unanimously re- port as follows :-


The Committee finds that the Town may make such a change, acting under Sec. 21, Clause 13, of

Chapter 40, of the General Laws. No action, other than a Vote of the Town Meeting being required.


No authority was given the Com- mittee to investigate the details, general management or financial costs of the Department. No speci- fic authority was given to investi- gate the Position of Town Clerk, however as the two offices have for many years been held by the same individual, it was felt that some knowledge of the position of Town Clerk and the renumeration paid was necessary to a proper evaluation of the position of Town Collector.


Town Clerk


The Town Clerk pays all fees into the Treasury and is paid a Salary of $500.00


By Chapter 51, Secs. 16, and 23 of the General Laws, the Town Clerk is made clerk of the Board of Election & Registration. The Selectmen set the Salary which is $200.00


She retains certain fees, which it is claimed she receives as an agent of the State and County They are reported in the Town Report each year as so retained. To regard these fees as not under control of the town has not only been custom here but in most if not all other Towns. We believe however, that there is some ques- tion as to the validity of the claim, that they cannot be made a part of the Town Income.


These fees are as follows:


First: Sporting License Fees-De- partment Fisheries and Game .- Chapt. 131 Sec. 10, allows the Town Clerk to retain 15c each.


In 1939 these fees amounted to 72.75


Second: Dog License Fees-County of Essex-Chap. 140, Sec. 147 al- lows the Town Clerk to retain 20c each.


In 1939 these fees amounted to 235.25
