To see if the Town will vote to authorize the Treas- urer, with the approval of the Sel- ectmen, to borrow in accordance with the provisions of Chapter 49 of the Acts of 1933, as most re- cently amended by Chapter 288 of the Acts of 1939, for the purpose of providing funds to meet or- dinary maintenance expenses and revenue loans, such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Common- wealth for similar loans previously made or to see what action the Town will take in the matter, agreeable to the petition of Harold E. Dodge.
Article 5. Article 7. To see if the Town will vote to authorize the expendi- ture of any unexpended balance in the Sewer Commission account to be used toward the cost of opera- tion and maintenance of the public sewer system, agreeable to a peti- tion of the Sewer Committee.
Article 8. To see if the Town will vote to transfer from the ac- count designated Sewers (P. W. A. Docket 1422-F) to the account designated Sewers (W. P. A. Pro- ject No. 16218) any unexpended balance which may exist as shown by the final Federal audit, exclu- sive of such sums as may be needed to settle outstanding P. W. A. ac- counts, said balance to be spent for construction purposes or to be spent toward the cost of operation and maintenance of the public sewer system as the Sewer Com- mission, or the Board acting in its stead, shall determine, agreeable to a petition of the Sewer Com- mittee.
Article 9. To see if the Town will vote to raise and appropriate a sum of money, to be expended under the direction of the Board of Sewer Commissioners, for the pur- pose of laying out and construc- ting, as part of a system of main drains and common sewers, certain common sewers and for acquiring land or easements as necessary, all in accordance with the provisions of Chapter 350 of the Acts of 1929 as amended by Chapter 259 of the Acts of 1933, said appropriation to be used in conjunction with any funds which are now available from the Federal government or which may be made available from the Federal government for sewer construction work, or take any ac- tion relative thereto, agreeable to a petition of the Sewer Commit- tee,
Article 10. To see if the Town will vote to amend Section 2 of Article V of the By-Laws of the Town of Saugus, Massachusetts, by striking out the word "bi- annually" and inserting in place thereof the word "annually," or to see what action the Town will take in the matter, agreeable to the petition of the Town Accountant.

Article 11. To see if the Town will vote to raise and appropriate the sum of $850.00 for the purpose of maintaining, during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in ac- cordance with the provisions of Chapter 112, Acts of 1931. Board of Selectmen.
Article 12. To see if the Town will appropriate the sum of $4,- 588.64 for Water Extension in Aberdeen Avenue through Aleric Avenue and Saugus Avenue, a dis- tance of about 1970 feet, said sum to be expended for materials and labor, provided, however, that the Federal Works Progress Adminis- tration shall allot to this project the labor necessary for excavating the trench or trenches, agreeable to petition of Frederick M. Meader and others.
Article 13 To see if the Town will appropriate the sum of $831.96 for Water Extension on Walnut St., from Coburns Lane northerly approximately 625 feet, said sum to be expended for materials and labor, provided, however, that the Federal Works Progress Adminis- tration shall allot to this project the labor necessary for excavating the trench or trenches, agreeable to petition of Charles E. Stillings and others.
Article 14. To see if the Town will appropriate not to exceed $3500.00 to continue the construc- tion of Hesper street, said sum to be expended for materials and labor and to be used in connection with funds of the Federal Works Progress Administration, or to see what action the Town will take in the matter, agreeable to petition of Frederick J. C. Price, Jr., and others.
Article 15. To see if the Town will appropriate a sum of money to be expended in connection with money from the Federal Works Progress Administration or other- wise to extend the water mains on Water street from the end of the present mains near the Cedar Glen Golf Club to the Wakefield-Saugus line on Water street, agreeable to
petition of Charles T. Hugo and others.
Article 16. To see if the Town will vote to appropriate the sum of $2500.00 for the purpose of in- stlling a two-way radio system in the Police Department, or to see what action the Town will take in the matter, agreeable to the peti- tion of John T. Stuart and others.
Article 17. Voted to see if the Town will appropriate the sum of $100.00 for the Wage and Salary Investigating Committee, said sum to be used for the payment of stenographic services, and the making of a report; said sum to be expended under the direction of the Board of Selectmen, or to see what action the Town will take in the matter agreeable to the peti- tion of the Wage and Salary Com- mittee.
Article 18. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for the dred- ging of the Saugus River from the Fox Hill Bridge to the bridge con- necting the Town of Saugus and the City of Lynn at East Saugus; said money to be used in conjunc- tion with any money that may be allotted by the Commonwealth of Massachusetts and/or the City of Lynn for this purpose or take any other action in relation thereto, agreeable to petition of Frank A. Green and others.
Article 19. To see if the Town will vote to appropriate the sum of $4,000.00 to indemnify Henry W. Conant for the damages to his property which resulted from the so-called "Morton Avenue Drain," agreeable to petition of Henry W. Conant and others.
Article 20. To see if the Town will vote to change the Zoning By- Law and the Zoning Map so that the parcel of land shown as Lot A-5 on Plan 2034 on file in the Assessors office may be used for business purposes.
Article 21. To see if the Town will vote to appropriate the sum of $475.00 for the purpose of laying a water main of six-inch diameter

on Foss Avenue, or to see what ac- tion the Town will take in the mat- ter, agreeable to the petition of Earl L. Gaylor and others.
Article 22. To see if the Town will vote to have the Stackpole Field Stadium turned over to the Saugus School committee, said Stadium to be operated and main- tained under the direction of the School Committee, or to see what action the Town will take in the matter agreeable to the petition of the Playground Commission.
Article 23. To see if the Town will vote to amend the Zoning Map and Zoning By-Law so that proper- ty on Broadway, shown as Lot A-27 on Plan 1028 on file in the Assessors' Office shall be zoned for business purposes or to see what action the Town will take in the matter.
Article 24. To see if the Town will vote to appropriate the sum of $300 for 250 feet of water main material on Prospect Avenue, labor on the same to be supplied by the W.P.A., or to see what action the Town will take in the matter agreeable to the petition of Achillo De Fronzo and others.
Article 25. To see if the Town will vote to raise and appropriate a sum of $2150.00 to renew the water main on Emory Street for a distance of approximately 700 feet; the above amount to be used only for purchase of stock and work of laying main, all other work to be done by W.P.A. labor; or to see what other action the Town will take in the matter agreeable to the petition of John W. White and others.
Article 26. To see if the Town will vote to raise and appropriate a sum of $151.25 for the purpose of laying approximately 50 feet of drain on Lawndale Avenue, or to see what other action the town will take in the matter; agreeable to the petition of John W. White and others.
Article 27. To see if the Town will vote to raise and appropriate a sum of $950.00 for surface drain-
age on Oak Hill Road and Olive Avenue to Jackson Street, or to see what other action the Town will take in the matter; agreeable to the petition of Frank A. Hill and others.
Article 28. To see if the Town will vote to raise and appropriate a sum of $730 to cover the cost of materials and labor for the in- stallation of surface drainage on Pratt Street and a part of Grand- view Avenue, for a distance of approximately 175 feet; or to see what other action the Town will take in the matter; agreeable to the petition of Reginald Hutton and others.
Article 29. To see if the Town will vote to raise and appropriate a sum of $1500 for resurfacing Pratt Street and a part of Grand- view Avenue, or to see what other action the Town will take in the matter; agreeable to the petition of Reginald Hutton and others.
Article 30. To see if the Town will vote to raise and appropriate a sum of $2000 for the repair and improvement of Elm Street from Walnut Street to Lennox Avenue, said sum to be used for purchase of materials and supervision only, other labor to be furnished by the WPA; or to see what other action the Town will take in the matter; agreeable to the petition of Otto Person and others.
Article 31. To see if the Town will vote to take by right of emi- nent domain a plot of land of ap- proximately 4700 plus or minus square feet, shown as part of lot A-4, plan 3018, and located at the junction of Ballard Street and Dudley Street, or to see what other action the Town will take in the matter.
Article 32. To see if the Town will vote to amend the Zoning Map and Zoning By-Law so that the property on or near Cliff Road, shown as Lots A-160, A-135, and A-159, on Plan No. 1027, on file in the Assessors office shall be zoned for industrial purposes, or to see what action the Town will take in

Article 35. To see if the Town will vote to appropriate the sum of $1700.00 to gravel, oil, and shape Walden Pond Avenue for a dis- tance of about 1200 feet, or to see what action the Town will take in the matter agreeable to the peti- tion of R. W. Abbott and others.
Article 36. To see if the Town will vote to accept Charlotte Road in accordance with plan and pro- file on file with the Town Clerk.
Article 37. To see if the Town will vote to accept Trull Circle in accordance with plan and profile on file with the Town Clerk.
