Sec. 3. All wires, appliances and apparatus within any building which are intended for the trans- mission of electricity for light, heat and power, shall be made, placed and arranged, and at all times kept safe, to the satisfaction of the In- spector of Wires. No person shall place, arrange or rearrange any such wires, appliances or appara- tus except in conformity with the established rules and regulations of the New England Insurance Ex- change as embodied in the "Nation- al Electric Code", or any necessary special rules established by the Wire inspector and approved by the Board of Selectmen. No person shall put in, place, change or alter the position of such wires, appli- ances, or apparatus, without first having given written notice to the Wire Inspector, who shall be given full opportunity to inspect the same before they shall be covered or in- closed. No such wires shall be placed in any building in the pro- cess of construction or alteration until all gas, steam, water or fur- nace pipes have been placed in pro- per position in that portion of the building where said gas, water, steam and furnace pipes occur. The Wire Inspector shall at all proper and reasonable time have access to such wires, appliances and appara- tus. If upon inspection of any such wires, appliances or apparatus the Wire Inspector determines the same to be unsafe, he shall give written notice to the owner or oc- cupant of the building, or contrac- tor, if work is in the course of con- struction, specifying the alterations which are required to make the same safe, and the time within. which the alterations must be

made; and no person receiving such notice shall use any such wires, ap- paratus or appliances for the trans- mission of electricity after the ex- piration of such until the altera- tions so required have been made.
Sec. 4. No person shall connect with a current of electricity any wires or system of wiring intended for the transmission of electricity for light, heat, or power in any building until such wires or system of wiring have been inspected by the Wire inspector and approved by him, and a written permit issued by him to make such connection. The provisions of this section and of section three shall apply to all pub- lic and private electrical systems which are now or may hereafter be installed.
Sec. 5. Every person or corpora- tion operating electric or other wires, upon, over or under any street, way or building in the Town upon the request of the Wire In- spector, shall furnish him within fifteen days thereafter, accurate lists of the poles or other supports of their wires, the number of cross arms in use with each and the num- ber of wires attached thereto, the locations of conduits and manholes, with information as to the localities where and what service is rendered, whether telegraphic, telephonic, fire alarm or otherwise.
Sec. 6. The said Wire Inspector, upon request, shall also be fur- nished by any person or corporation owning or operating electric wires, with such information as to kind, size and tested strength of sup- porting or service wires, the aver- age volts used or charged, together with such information as may by him be considered necessary to the faithful and effectual discharge of his duties.
Sec. 7. Said Wire Inspector shall, when so required by the Board of Selectmen, examine every applica- tion for the erection of any wire or poles, or posts for the support thereof, in or over any street or public place, and shall report to them any facts which, in his opin- ion, bear upon the question of granting or refusing to grant such an application.
Sec. 8. The Inspector of Wires shall keep in his office a record of all inspections made by him or his agents, and shall issue to the con- tractor or any person installing wires intended to carry a current for the transmission of light, heat or power within a building, a cer- tificate of approval, when such wires are installed in accordance with the requirements of these or- dinances. In case the Inspector of Wires shall refuse to issue this cer- tificate of approval to any contrac- tor or person so installing said wires, a notice of disapproval shall be issued to the contractor doing the work, and said notice shall specify wherein said wires are in- stalled so as not to be in accordance with the requirements of these or- dinances. Said notices of disap- proval are also to be made a part of the records in the Inspector of Wires' office.
Sec. 9. This ordinance shall not be construed to relieve or lessen the responsibility of any party own- ing, operating, or controlling any electrical equipment, for damages to any one injured by any defect therein, nor shall the Town be held as assuming any such liability by reason of the inspection authorized herein or certificate issued by its agents or servants, exercising the rights or powers given herein.
Sec. 10. The Inspector of Wires may, in case of violation of any of the provisions of these ordinances, disconnect or order same discon- nected from the wires of any out- side circuit or isolated plant where said violations shall occur. Any per- son violating these ordinances shall be subject to a fine of not more than Twenty ($20.00) Dollars.
Sec. 11. All By-Laws or parts of By-Laws inconsistent herewith are hereby revoked.

To see if the Town will instruct the moderator to appoint a commitee for the purpose of mak- ing a study, and bring in a report of a plan that will show the feasi- bility and cost of a scientific total assessed valuation of every build- ing and parcel of land located with- in the Town of which shall be made up of one Taxpaper from each pre- cinct, and three members of the Board of Assessors, or to see what action the Town will take in the matter agreeable to the petition of John J. Bucchiere and Others.
Art. 18. To see if the Town will vote to appropriate the sum of $7,637.03, said funds to be applied against overlay deficits in the 1940 tax committment, subject to the ap- proval of the Commissioner of Cor- porations and Taxation, said sum to be transferred from the overlay surplus account, or to see what ac- tion the Town will take in the mat- ter, agreeable to the petition of the Board of Assessors.
Art. 19. To see if the Town will vote to amend the Zoning By-laws and Zoning Map so that that por- tion of Lot A16 on Assessors' Plan 1036 fronting on Broadway and ex- tending back for a depth of 125 feet shall be zoned for business purposes, or to see what action the Town will take in the matter, agreeable to the petition of Anesty H. Nekole and others.

Article 1. Voted: That the Town adopt a system of sewerage and sewage disposal for its territory as shown by a plan entitled "Town of Saugus, Mass. Sewer System General Plan, March 1939, Fay, Spofford & Thorndike, Consulting Engineers, Boston, Mass.", on file in the office of the Town Clerk. Unanimous. Yeas 143, Nays 0. 8:33 P.M.
Article 2. Voted: That as pro- vided in Section 7 of Chapter 350 of the Acts of the Massachusetts
Legislature of 1929, as amended by Section 3 of Chapter 259 of 1933, that portion of the cost of the Sys- tem of Sewerage and Sewage Dis- posal not assumed by the Town shall be paid for by assessments made upon the owners of land with- in the territory for which said Sew- erage System has been adopted and who are benefited thereby, by fixed uniform rates, based upon the es- timated average cost of all the sewers therein, said assessments to be according to the frontage of such land on any street or way in which a sewer is constructed and accord- ing to the area of such land within a depth of not more than 125 feet from such street or way; that the owners of land or parts thereof not liable to assessment, or not in fact assessed, may make use of said Sewerage System upon the payment by them of such reason- able sum as the sewer commis-

sioners shall determine; and fur- thermore, that for the use of said Sewerage System there shall be es- tablished from time to time just and equitable annual charges which shall be paid for each tenant by every owner or owners who enters a sewer service connection, or par- ticular sewer, therein. All such as- sessments shal be made by the sew- er commissioners and shall be in accordance with the provisions of Chapter 83 of the General Laws and all other provisions of law ap- plicable thereto.

Voted: That the as- sessment rates to be paid by the owners of land having frontage on a street or way in which a sewer is constructed shall be eighty-five cents ($0.85) per front foot and one cent ($0.01) per square foot of area of such land to a depth of not more than 125 feet; that the owners of land or parts thereof not liable to assessment, or not in fact assessed, who make use of said Sewerage System shall pay such reasonable sum for entrance therein as the Sewer Commissioners shall deter- mine; that the annual charge for the use of said Sewerage System to be paid by every owner who en- ters a sewer service connection, or particular sewer, therein shall be the sum of five dollars ($5.00) per year per tenant for all owners hav- ing unmetered water service, and for those owners entering said Sys- tem having metered water service the annual charge shall be five dol- lars ($5.00) per year per tenant for those who use 50,000 gallons or less of water per year and an ad- ditional charge of ten cents ($0.10) per thousand gallons for all water used in excess of 50,000 gallons per year. At a meeting of the Emergency Finance Board of the Common- wealth, held on the 2nd day of July, 1940, a majority of said Board be- ing present, the following vote was unanimously passed:
Voted: To approve the Renewal by the Treasurer of the Town of Saugus of so much of the Seventy Five Thousand Dollar ($75,000.00) Tax Title Loan, which was original- ly approved by the Board on July 21st, 1937, as is outstanding on July 26th, 1940.
