To the Board of Water Commissioners


Gentlemen:


Herewith is submitted the thirty-fourth annual report of the Accounting Department, showing the financial transactions of the Water Department for the year ending December 31, 1935.


From frequent examinations of the cash and securities of the department I am satisfied that the accounts of the collector and treasurer are correct and all funds properly accounted for.


I have on several occasions commented on the amount of out- standing water accounts and believe that some definite action

should be taken to considerably reduce this sum which has materially increased for several years. Provision has been made under the statutes to properly protect the department against loss of revenue through the non-payment by consumers for water supplied. Should other methods fail, I believe that the statute above re- ferred to should be made effective. The loss of revenue from those who do not pay for water consumed is costly to those who are prompt in making payment, for such loss of revenue precludes the possibil- ity of any reduction in rates. Any action that might be taken should, in my opinion, originate with the Board of Water Commission- ers, and I trust this matter will meet with prompt and serious con- sideration. I offer the facilities of my office in any cooperative effort that might result in reducing the water accounts receivable.


The 1935 revenue of the department was sufficient to meet the expenditures for the year, and the debt of the department was re- duced by $14,500.00.
