The Moderator appointed Irving E. Johnson, Everett J. McIntosh, and J. Edward Mulligan as tellers, they were sworn as such by the Moderator. Mr. Robert H. Buchan moved to amend to add the sum of $3,200.00 making a total of $76,200.00. This amendment was declared lost.


The amendment of Mr. Tobin was declared lost. More than seven members doubted the vote, a recount was ordered. The tellers reported 115 voting in the affirmative and 87 voting in the negative and the amendment was thus voted.


Mr. John W. Field asked for a roll call of the members as provided in the By-laws, Section 114, Article 1. The tellers counted the members and reported 224 members present and 50 members vot- ed for a roll call more than one fifth of members present.


The Town Clerk proceeded to the roll call of the members present and reported 146 voting in the affirmative and 66 in the negative, the amend- ment of Mr. Tobin prevailed.

Chapter 140, Sec- tion 172 relating to the Dog Fund is hereby appropriated in accordance with the afore- said Chapter for the support of the Schools. Mr. Prince H. Tirrell moved as an amendment, that this sum be increased to $410,000.00. After a long discussion on this subject, Mr. Melville F. Cate moved to adjourn until Wednesday evening March 6, 1935 at 7:45 as provided in the warrant. So voted. Meeting at 12:25 A.M. March 5, 1935.

The time to which the annual town meeting of March 4, 1935 adjourned having arrived the meeting was called to order at 7:50 by George L. Barnes, Annual Moderator. Prayer was offered by Rev. Francis A. Poole, Pastor of the Old South Congregational Church, South Weymouth.


Mr. E. Leo Madden was sworn as a Town Meeting Member.


Item 32. ARTICLE 1. Mr. Josiah B. Reed moved : That the School Committee be instructed to readjust the salaries of the School

Teachers of the Town to more nearly meet the ability of the citizens to pay, all salaries below $1,200.00 to remain as now paid. After an hours debate on the school budget Mr. William B. Chalke moved the previous question, 3 minutes was allowed mem- bers to speak on the question and 10 minutes in the total aggre- gate, after 10 minutes was up the question was put before the meeting: Shall the main question be now put and was declared lost.


After another hours debate on this question Mr. Ernest A. Smith moved the previous question, after 10 minutes further de- bate the main question was voted as follows: (Mr. Prince H. Tirrell's Amendment) That the sum of $410,000.00 be raised and appropriated for the support of Schools. The motion of the Appropriation Committee was then put, as follows: That the sum of $380,000.00 be raised and appropriated for the support of the schools, and was tentatively adopted. The motion reads as follows :

For the support of the Public Schools. Be raised and appropriated, and further pro- vided that the additional sum of $2,354.68 received under the provision of General. Laws, Ter. Ed. The motion offered by Mr. Reed was declared not a vote. Mr. Everett E. Callahan moved to reconsider Item 2. Not a vote.


Item 33. For maintenance of Tufts Library and its branches.

Of this sum $1,200.00 is appropriated for the support of the reading room at the Fogg Library. Mr. Charles Griffin moved to amend by making the sum $20,815.00 and $1,500.00 of this sum to be for the support of the reading room at Fogg Library. Mr. Franklin M. Pratt presented a petition sign- ed by nearly 1000 persons reading as follows : We the undersigned wish to make formal protest against the proposed cut of the appropriation for the Tufts Library. Such a cut would deprive the Town of branch Libraries and delivery sta- tions and lessen the hours of service at the Main Library. We feel that this would not be a true economy, and respectfully petition the Town Meeting to grant the library sufficient funds to carry forward its present service to the town.


Mr. Frank G. Hale, Jr., moved as an amendment that the sum of $1,750.00 be added to the motion of Mr. Griffin making a total of $22,565.00 and the $1,750.00 be used for the support of the reading room at the Fogg Library, So voted. The motion of the Appropriation Committee as amended was Tentatively adopted.


Item 34. For the observance of Memorial Day. To be expended under the direction of nine to be appointed from the several veteran and heredi- tary organizations in accordance with the pro- visions of General Laws, Ter. Ed., Chapter 40, Section 5, Clause 12, by the Moderator who shall

designate the chairman, said amount to be available only in case that the known graves of deceased veterans of all wars have been decorated without discrimination. Tentatively adopted.


At this point Mr. Newland H. Holmes, moved that a committee of five be appointed to present suitable resolutions upon the death of Waldo Turner who passed away on March 4, 1935, one of the last two members of the residents of Weymouth who were cival war veterans, and the same committee represent the town at his funeral.


This was declared a vote. The Moderator appointed the Board of Assessors as this committee: John F. Dwyer, Charles W. Burgess, Richard Halloran, Harry E. Bearce and Julian R. Merchant.

Smith further moved: Provided no money appro- priated under this vote shall be used for telephone service at the home of municipal employees elected and appointed officers except the homes of the Chiefs of the Fire Department and Police Depart- ment; and no money shall be expended for traveling expenses or milage allowance of privately owned automobiles of officials and employees of all departments going outside the Commonwealth; nor as compensation for any official or employee who shall be requir- ed to leave the town for the purpose of attending on behalf of the town any hearing before an administrative Board or official, or before a court or otherwise as a witness, This was voted.

That the Town raise and appropriate the sum of $83, 000.00 to be expended under the joint supervision of Mr. Frank A. Pray, the chairman of the Board of Select- men and the E. R. A. Administrator for the purpose of the Emergency Relief Administration or any Federal or State agency carrying on the work, and in accordance with the rules and regulations of the Federal direc- tor in charge of this work.


Of this sum $3,400.00 shall be for administrative and miscellaneous expenses and $79,600.00 for the leas- ing or hiring of teams, trucks, repair and equipment expenses, materials and other miscellaneous costs appertaining thereto, and provided further that a sufficient sum for securing easements, building bridges, drains, or conduits for any of the work on the ways of the Town is hereby allotted from this latter sum.


Mr. Marshall F. Spear moved as an amendment: That the figures $79,600.00 be changed to $61,600.00. So Voted. The motion as amended was so voted.


Mr. Albert Thibeault moved at 11:25 P.M. to adjourn until Thursday evening March 7, 1935 at 7:45 o'clock. So Voted.

Mr. Marshall F. Spear moved to take up Article 35, to cor- rect an error. Mr. Spear Moved: That the sum to be raised and appropriated under this article be $65,000.00 instead of $83,000. 00 as voted March 6, 1935. This motion was so voted.


Mr. Charles W. Burgess for the committee appointed March 6, 1935, to draw up resolutions upon the death of Mr. Waldo Turner one of the two last Civil War Veterans living in Weymouth, at the present time read the same, as Mr. Burgess and Mr. J. F. Dwyer had signed the same as Assessors, Mr. Alfred C. Sheehy moved that they sign the resolutions as the Committee appointed by the Town. So Voted.

The Town Clerk read a report of the committee appointed March 5, 1934 follows :


To the Town Meeting Members, Town of Weymouth, Mass.


The committee to whom was referred the subject matter of Article 27 of the warrant for 1933, renewed under Article 2, of the warrant for March 5, 1934, submit their report.


The Article in question related to the establishment of a purchasing department under the provisions of Section 103, Chap- ter 41 of the General Laws. From our analysis of conditions as they exist in this town we are satisfied that the cost of a pur- chasing department will be much greater than any benefit that might accrue.


No flagrant abuse in departmental purchases has been ob- served and we believe that for the present at least the town can best be served by holding those charged with the conduct of their respective departments accountable for their own purchases.


This is the unanimous opinion of the entire committee.

Under this Article Mr. Everett E. Callahan moved: The acceptance of the provisions of Chapter 103, Section 41 of the General Laws Viz: a purchasing department for the Town of Weymouth be placed on the next annual ballot in proper form for a referendum, So Voted.


The report of the Second Committee on Town Insurance was read by the Town Clerk


The Town, in following out the report of the first Committee, appropriated the sum of $10,000.00 in 1929. This fund was added to from time to time until it now has reached the sum of $22,000.00. The investment of this fund is in the charge of three trustees.

A summary of the cost of insurance and fire losses from 1929 to date follows :


Cost of Insurance $36,778.54 Fire losses 2,387.00


In consideration of the past experience it is our recommen- dation that the Town raise and appropriate a certain amount each year, not less than the sum now paid yearly on premiums on exist- ing policies.


We further recommend that, as the fund increases, the amount of the insurance carried on Town properties shall be of sufficient size to enable the town to carry all of its own insurance.


We further recommend that the trustees in charge of this fund, who are appointed yearly, shall have full power in the plac- ing of all fire insurance on town properties as' to the amount carried, also as to where it shall be placed, and all other mat-' ters pertaining to town fire insurance.

The Town Clerk read the report of the committee appointed to investigate as the employment of married women whose husband are also employed by the town, also employees whose salary is $2,000. or more who are engaged in private business, Follows :


The Committee appointed by the Moderator in accordance with Article 13, of the warrant for the special town meeting held on October 18, 1934 has met, studied and discussed the subject mat- ter of the said Article, namely : To see if the town will vote to authorize the Moderator to appoint a committee of five to invest- igate and act upon the suggestion embodied in report of the Appro- priation Committee covering :


(a) Married women working for the town whose husbands are employed by the town.


Concerning the employment by the Town of married women whose husbands are employed by the Town; inasmuch as such in- formation as could be obtained from Town officials, and sources where such information might be available, disclosed but one case which might be placed in this category, and as the women in question is employed by the Town only as needed at a daily rate of pay, it is the opinion of the Committee that no action by the Town meeting is necessary, and such ac- tion as is proper should be taken by the particular author- ities according to their own discretion, bearing in mind at all times that in the performance of their duties as em- ployees the interest of the Town are paramount.


(b) Employees of the Town whose salary is $2,000. who are engaged in private business.


Concerning such Town employees whose salary is $2,000. or more, and who are engaged in private business, it is the opinion of the Committee that this is entirely up to the in-

dividuals concerned except that the proper Town Authorities should at all times be alert to see that the duties of such individuals, coincidental to his position with the Town, are faithfully and fully discharged, and if not, such steps be taken to remedy the situation, as are within their power.
