The Moderator then read the following letter from Weymouth Post 79:


To the Citizens of Weymouth:


By an order issued by the Secretary of the Navy in June 1935, the name of the United States Destroyer to be built at the Boston Navy Yard was designated as U. S. S. Ralph Talbot named for a young man of this town who distinguished himself on the field of honor in the World War.


This order was the fulfillment of a wish expressed in a resolution passed by Weymouth Post American Legion in 1931, which resolution was furthered by the membership of that Post until the Navy Department took the desired action.


Navy Day is to be observed at the Charlestown Navy Yard on

Monday, October 28, 1935, and the principal event of the cele- bration is to be the laying of the keel of the U. S. S. Ralph Talbot at 10:00 A.M.


An invitation is extended to all officers and citizens of the Town of Weymouth with their friends to attend this ceremony at the Navy Yard.


The affair will be entirely under the Navy auspices.


As the construction of the vessel progresses announcement will be made concerning the date of the launching and the occa- sion of the launching will be an extensive observance in which all the officials and citizens of the Town will be invited to participate.

Article 1


Motion offered by John W. Field, Sec'y of the Appropriation Committee:


VOTED . UNANIMOUSLY: That the Town of Weymouth accept the bequest of $3,000. left to the Town under Article 5 of the will of the late Arthur E. Pratt; said sum to be held in trust, managed, invested and reinvested by the Board of Selectmen for the time being of said town; and the income and proceeds thereof to be used for the purchase of books for Tufts Library.


Article 2


VOTED UNANIMOUSLY: That the Committee on E. R. A. Expendi- tures be given authority to set aside an amount of $700. from the unexpended balance of the sum appropriated by the Town under Article 35 of the last annual Town Meeting for the purpose of providing compensation for services performed or to be performed in reference to Federal or State Relief projects during the calendar year ending December 31, 1935, including compensation to any member of the Committee; and provided further that any part of the sum remaining unexpended under said article may. be expended for any of the purposes of the Federal Relief Adminis- tration after December 31, 1935, including compensation afore- said under the direction of the Committee as designated by said article.


Article 3


Motion offered by John W. Field, Sec'y of the Appropriation Committee :


That for the purpose of constructing a Police Station located on land now owned by the Town adjacent to the building, and to enable the Town to secure the benefit of the Emergency Relief Appropriation Act of 1935 there be (RAISED AND) appropri- ated the sum of $30,000. And to meet said appropriation that there be transferred from the unexpended balance of the amount appropriated at the last annual Town Meeting under Article 35 the sum of $9,000. and that there be transferred from the surplus revenue of the Town the sum of $8,265; and that the Selectmen are hereby authorized and directed to accept on behalf of the

Town for use in carrying out such project a Federal Grant of money estimated to be $12,735. pursuant to the Emergency Act of 1935.


And provided further that the Board of Selectmen (and Chief of Police) are authorized to proceed with the construction of such project and enter into all necessary and proper contracts and agreements in respect thereto; all subject to applicable Federal regulations; and the Selectmen (and Chief of Police) are authorized to do all acts and things necessary or convenient for obtaining said grant and for construction of said project.


Mr. Frederick Humphrey moved as an amendment that the Chief of Police be added to the Committee as above. So voted.


The motion of the Appropriation Committee as amended was unanimously voted.


Article 4


Mr. Marshall F. Spear, Chairman of the Board of Selectmen, moved :


That the Board of Selectmen be authorized to acquire by purchase, gift, or take by right of eminent domain in fee or an easement or such interest in land as may be necessary to con- struct a culvert at Weymouth Landing for the more efficient drainage of that area in accordance with a plan of Russell H. Whiting dated October 19, 1935, approved by the Planning Board and the Board of Selectmen and for this purpose the sum of twenty thousand dollars is hereby appropriated out of surplus.


Mr. Ronald MacDonald moved: That the subject matter of this article be referred to the Planning Board for further study and they report to the next annual Town Meeting or to a special Town Meeting if one is held before the Annual Town Meeting.


After a long discussion on this article Mr. John W. Knox moved : That the subject matter of this article be referred to the County Commissioners, and they confer with the selectmen of Weymouth and Braintree. So voted.


The Moderator asked unanimous consent of the meeting to strike out the words "raised and" in the first paragraph of Article 3. No objection being heard these words were stricken out.


Article 5


Mr. John W. Field, Sec'y of the Appropriation Committee, moved :


That no action be taken under this article.


Mr. B. Bernard Cullinane moved: That the sum of $7,000. be transferred from the surplus revenue of the Town for the pur- chase of Tirrell Property, land bounded on the northeasterly side by Union Street and on the southeasterly side by Central Street and on the sides by private abutters, containing in all about 281,000 square feet, as said area appears on a plan by Russell H. Whiting, Town Engineer, sheets 45, 46, 48 and 50 as revised to April 1, 1934, for development as a public playground under the supervision of the Board of Park Commissioners and that the Board of Selectmen be and are hereby empowered to accept on behalf of the Town, a deed of said property for park purposes.

Mr. George Reed moved: That a committee be appointed by the Moderator to confer with the owners of the Weymouth Fair Grounds to determine what price this property can be purchased for and report at the next annual Town Meeting.


Mr. Albert Thibeault moved: That in case the Tirrell property is purchased it be known as the "Stella L. Tirrell Playground".


The motion of Mr. Reed was declared lost.


The motion of Mr. Thibeault was unanimously voted.


The Moderator appointed Alfred C. Sheehy, Timothy G. Osborne and Carlton Chambers as tellers and they were sworn as such by the Moderator.


Upon the motion of Mr. Cullinane the tellers reported 123 voting in the affirmative and 33 in the negative. The motion was so voted.


Article 6


Mr. John W. Field, Sec'y of the Appropriation Committee, moved :


That the sum of $2,000. be transferred from the surplus revenue of the Water Department to be expended under the direc- tion of the Water Commissioners for the purpose of continuing the erection of the filtration plant. This was declared an unanimous vote.


Article 7


Mr. John W. Field, Sec'y of the Appropriation Committee, moved :


That the sum of $10,754. be transferred from the surplus revenue of the Town to Old Age Assistance account. And further that all of the appropriation made under Article 1, Item 27 of the last Annual Town Meeting may be accounted for as one fund after November first of the current year. This was declared an unanimous vote.


Article 8


Mr. John W. Field, Sec'y of the Appropriation Committee, moved :


That the sum of $4,222. be transferred from the surplus revenue of the Town to the School Department to be used for the purchase and installation of two oil burners in the High School. This was declared an unanimous vote.


Article 9


Mr. John W. Field, Sec'y of the Appropriation Committee, moved :


That the sum of $300. be transferred from the surplus


revenue of the Town to the School Department for the extended use of School Buildings.


Mr. Prince H. Tirrell moved to amend :

That any amount unexpended under this appropriation to be used for the same purpose by the School Committee in 1936. This amendment was voted.


The motion of the Appropriation Committee as amended was so voted.


Article 10


Mr. John W. Field, Secty of the Appropriation Committee, moved :


That no action be taken under this article.


Mr. Francis N. Drown moved as a substitute motion : That the sum of $2,000. be appropriated for the reinstatement of the teachers and courses already suspended or to be suspended by the School Department.


Mr. Frank E. Loud moved: That the sum of $10,000. be appropriated for the School Department under this article.


Mr. Ernest A. Smith moved to indefinitely postpone the subject matter of this article.


Mr. John W. Knox moved to amend by making the amount $15,000. This motion was declared lost.


The motion of Mr. Loud was put before the meeting and the Moderator declared the motion lost. More than seven members having doubted the vote, the tellers proceeded to count the members and they reported 82 voting in the affirmative and 78 in the negative. The motion was so voted.


Mr. Emerson R. Dizer, Town' Accountant, raised the question from what source this appropriation was to be taken.


Mr. Frank E. Loud moved to amend his motion that the appropriation be taken from the surplus revenue. The motion was declared carried.


Article 11


Mr. John W. Field, Sec'y of the Appropriation Committee, moved :


That the sum of $329.77 be transferred from the surplus revenue of the Town for the payment of unpaid bills, presented for payment after the appropriation for that purpose was ex- pended. So Voted.

WARRANT FOR SPECIAL TOWN MEETING

To the Constables of the Town of Weymouth in said County, GREETING:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet in the hall of the Weymouth High School on


Friday, the Twentieth day of December, 1935


at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :


Article 1. BY DIRECTION OF THE SELECTMEN : To see if the Town will vote to raise or borrow and appropriate, or transfer from money already appropriated, a sum of money for the purpose of financing the construction and equipment of a Fire Station to be erected at North Weymouth and authorize and direct the Select- men to accept on behalf of the Town, for use in carrying out such project, a Federal grant of money pursuant to the Emergency Relief Appropriation Act of 1935; and authorize the Board of Selectmen to construct said project and contract with respect thereto; and authorize the treasurer, with the approval of the Selectmen to borrow such sums as may be necessary to meet any appropriation made; and to see if the Town will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain such land as may in their judgment seem best suited for the purpose of making effective the substance of this article and to see what sum of money the Town will vote to raise or borrow and appropriate or transfer from money already appropriated, or determine by vote the manner in which the funds for said purpose shall be raised and the terms and conditions of any loan or loans necessary to procure such sums and to authorize the issue of bonds or notes for the same and fix the term and rate of interest on such bonds or notes or take any other action in relation thereto.


Article 2. SPECIAL TOWN MEETING December 20, 1935


Pursuant to the within warrant a special meeting of the inhabitants of the town of Weymouth, represented by its duly elected and qualified Town Meeting Members , was held at the hall of the Weymouth High School, East Weymouth, on Friday evening, December 20, 1935, 118 Town Meeting Members' names being checked by police stationed at the doors for that purpose.


The meeting was called to order at 7:50 o'clock by Daniel L. O'Donnell, Annual Moderator, who requested the Town Clerk to read the warrant. After reading the call for the meeting, on motion of Mr. Melville F. Cate it was voted that the further reading of the articles in the warrant be omitted.


The Town Clerk then read the last three paragraphs of the warrant and the attestation of the constable who served the warrant.


The Moderator then called upon Rev. Charles A. O'Brien, Pastor of St. Jerome's Catholic Church, North Weymouth, to in- voke the Divine Blessing upon the deliberations of the meeting.


ARTICLE 1. Mr. John W. Field, sec'y of the Appropriation Committee moved : That the subject matter of this article be referred to a committee of seven appointed by the Moderator, consisting of the Chief of the Fire Department, the Chairman of the Planning Board, and the Chairman of the Board of Selectmen, and four real estate tax payers from North Weymouth, and such committee to report their recommendations at a future town meeting. The Moderator stated that he desired to be relieved from appointing this committee, as he was administrator of an estate to be considered as a site for the new station. Mr. Melville F. Cate moved to amend the motion that the tax- payers to be appointed on this committee be appointed by the Planning Board. Mr. Albert R. Schofield moved to amend that the Deputy Fire Chief be added to this committee. Not a vote.


The amendment of Mr. Cate was voted. The motion of the Appropriation Committee as amended was so voted.


Mr. Archibald J. Mclellan moved to amend the motion as follows: That this committee report back within thirty days at a meeting called for that purpose. The Moderator stated as the article had already been passed it would be proper to reconsider the article.


Mr. Robert H. Buchan moved: To reconsider article 1. Not a vote.


ARTICLE 2. Mr. John W. Field, sec'y of the Appropriation Committee moved: That the subject matter of this article be referred to a committee of seven to be appointed by the Moderator, consisting of the Chief of the Fire Department, the Chairman of the Planning Board, and the Chairman of the Board of Selectmen, and four real estate taxpayers from South Weymouth, and such com- mittee to report its recommendations at a future town meeting.


Mr. Minot E. Hollis moved to amend the motion to include the Deputy Fire Chief to this committee.

Mr. Robert H. Buchan raised the question of a quorum being present.


The Moderator appointed Alfred C. Sheehy, Timothy G. Osborn and Melville F. Cate as tellers and they were sworn as such. Mr. Melville F. Cate moved: That this meeting be postponed until the next annual town meeting. Mr. Robert H. Buchan moved : That article 1 as acted upon by this meeting be voided. Not a vote.


The tellers appointed to count the members present reported 118 Town Meeting Members present. As 158 members constitute a legal quorum, the Moderator announced a quorum not present. Mr. Robert H. Buchan moved: That this meeting adjourn until the second Tuesday in January, 1936. Not a vote.


At 8:25 o'clock it was voted to adjourn without date.
