Gentlemen :
Herewith is submitted the forty-fifth annual report of the Accounting Department. The information set forth is consistant with recognized reporting of municipal affairs and conveys to the public the essential elements to pro- vide for an analysis to determine the true condition of the municipality.
Time and again I have made known the fact that this office welcomes the visit of anyone desiring more detailed information than that appearing herein and should such a course have been followed, much of the misinformation, deliberate or otherwise, that emanates from those who presume to keep the public informed, could be readily obtainable without a distortion of the facts.
Weymouth faces the future with its finances in excellent condition, gen- erally improved even over last year, and faces the post-war period in as

favorable a situation as any municipality in the Commonwealth, ranking among the foremost cities and towns.
After a service of over thirty years in the accounting department it is interesting to make some observations relative to vital statistics upon which the status of the town is rated.
The figures set forth reflect conditions that existed in 1920, my first year as Town Accountant, compared to those of the present time.

During the year final payment was made on the debt incurred for con- struction of the addition to the Hunt School, leaving a debt encumbrance of but $13,000 on the 1927 High School Addition and $24,000 on the Bicknell School Addition.
The per capita debt of the town is but $1.33 and the debt per $1,000 of valuation less than 8 cents. Of the 39 towns with a population of over 10,000. but six have a debt ratio more favorable than Weymouth and all of the 39 cities have substantially larger ratics. The 1946 tax rate of $25.50 was $9.90 below the average of all cities and towns in the state.
Officials charged with the expenditure of municipal funds have been co- operativo observing the statutes and the recorded transactions have been methodically and frequently examined by the department.
Whatever may have been accomplished in the accounting service rendered was, in no small measure. the result of the exacting and devoted service of my associates in the office.
