SPECIAL TOWN MEETING June 3, 1948
Pursuant to a warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members was held in the hall of the Weymouth High School. East Weymouth, Monday, June 3, 1948.
Meeting was called to order at 8:07 in the evening by Daniel L. O'Donnell, Annual Moderator.
The attested copy of the warrant was read by Town Clerk, Chester L. Boyle.
MR. GEORGE E. LANE MOVED:
That we dispense with the reading of the articles in the warrant. UNAMIMOUSLY VOTED.

MR. GEORGE E. LANE FOR THE APPROPRIATION COMMITTEE MOVED :
ARTICLE 1. That in accordance with Chapter 94 of the Acts of 1945. and the provisions of General Laws that the Town shall pay seventy (70) per cent of the cost of its proposed system or systems of sewerage and sewage disposal.
UNANIMOUSLY ADOPTED.
MR. GEORGE E. LANE FOR THE APPROPRIATION COMMITTEE MOVED :
ARTICLE 2. That in accordance with Chapter 94 of the Acts of 1945 and the provisions of the General Laws the remaining portion of the estimated cost of the town system or systems of sewerage and sewage disposal shall be provided for as follows:
Assessments shall be made upon owners of the land according to the frontage of such land on any way in which a sewer is constructed at the rate of one dollar ($1.00) per linear foot of such frontage and according to the area of such land within a fixed depth of one hundred (100)) feet from such way at the rate of one cent ($0.01) per square foot of such area. On corner lots on such ways one side of lot shall be exempted from assessment on a frontage of one hundred (100) feet.
Payment of assessment made upon vacant land shall upon request be extended until such land is built upon but interest at a rate not less than the town pays upon a loan for sewer purposes shall be paid annually upon assess- ment from the time it is made.
In no case shall the sewer assessment be made in excess of actual benefit. UNANIMOUSLY ADOPTED.
MR. GEORGE E. LANE FOR THE APPROPRIATION COMMITTEE MOVED:
ARTICLE 3. That the town shall elect by ballot at the next annual town meeting a Board of three Sewer Commissioners, who shall be citizens of the town, to hold office, one until the expiration of one year, one until the expiration of two years, and one until the expiration of three years, from such annual town meeting, and until their successors are qualified, and thereafter at each annual town meeting the town shall elect one member to serve for a term of three years and until his successor is qualified.
The Selectmen are hereby instructed to make proper provisions for the election of a Board of three Sewer Commissioners in the warrant for the next annual town meeting.
Mr. Pflaummer raised the question as to whether the Town Meeting would appoint these Commissioners or they would be elected and the Modera- tor stated that the Appropriation Committee would accept the recommenda- tion to use the word "election" in place of the word "meeting" in this motion.

MR. JOHN FIELD MOVED THE FOLLOWING AMENDMENT:
That the Chairman and Secretary of the Post War Planning Committee be added to this committee.
The Appropriation Committee accepted this amendment.
MR. THOMAS KELLY MOVED THE FOLLOWING AMENDMENT:
That the Supt. of Water Works be added to this committee.

That the Town vote at the next Annual Town Meeting to elect the Town Treasurer for a term of three years.

MR. JOSEPH A. FERN MOVED THE FOLLOWING SUBSTITUTE MOTION :
That the bill of John A. Robinson be paid and the Board of Health be instructed to proceed to collect the sum from the parties involved. Vote taken and motion declared LOST.

ARTICLE 8. That this matter be referred to next annual Town meeting. SO VOTED.

ARTICLE 9. That the sum of $50,000.00 be raised by loan and appropri- ated for the purpose of construction and relaying of water mains, and that the Town Treasurer be and hereby is authorized, with the approval of the Board of Selectmen, to borrow said sum of $50,000.00 for said purpose, and to issue bonds or notes of the town therefor, said bonds or notes to be pay- able in accordance with the provisions of Section 19 of Chapter 44 of the General Laws, so that the whole of said loan shall be due and payable in not

more than ten years from the date of issue of the first bond or note or at such earlier as the Treasurer and Selectmen may designate. $50,000.00 UNANIMOUSLY ADOPTED.

That the sum of $4,000.00 be raised and appropriated and with the sum of $10,000.00 appropriated under Article 1, Item 26 of the last annual town meeting, the Board of Selectmen is authorized to contract for the disposal of garbage from April 1, 1946 to April 1, 1947. $4,000.00 UNANIMOUSLY ADOPTED.

ARTICLE 13. That this matter be referred to next annual Town meeting.
MR. CHARLES Y. BERRY OFFERED THE FOLLOWING SUBSTITUTE MOTION :
. That the Town raise and appropriate the sum of $15,400.00 to provide a $200.00 increase in salary of School Department employees, effective Septem- ber 1, 1946, said $15,400.00 to be expended under the direction of the Wey- mouth School Committee. $15,400.00 SO VOTED.

That the intersection of Lake and Shawmut Streets be named as ROGER GRANDE SQUARE in memory of the first Weymouth member of the armed forces of Italian descent to lose his life in World War Il; and that a proper green be constructed and suitably marked under the direction of the Superintendent of Streets and the Chief of Police, and that the sum of $450.00 be raised and appropriated for this purpose. $450.00 UNANIMOUSLY ADOPTED.

QUESTIONS Question 1. LAW PROPOSED BY INITIATIVE PETITION.
Shall this measure, which by amendments of the General Laws (Ter.Ed.), provides for payment by the Commonwealth of adequate pensions to deserv- ing citizens sixty-five years of age or over in need of relief or support, who shall have resided in the Commonwealth not less than five years immediately preceding the date of application for such pension, and who shall have resided in the Commonwealth continuously for one year immediately preceding said date of application, which is further described as follows :-
The measure, by amendments of General Laws (Ter. Ed.), c. 6, provides for an old age pension commission of three persons, one to be a qualified physician, another to be an attorney at law and a third to be a non-profession- al person, who are to be appointed and may be removed for cause by the Governor with the advice and consent of the Council, and are to serve under the Governor and Council. Not more than two members of said Commission shall be members of the same political party. Original appointments of mem- bers shall be for one, two and three years respectively, and thereafter appoint- ments are to be for three years. Such members are to devote their whole time to the work of the Commission during business hours and be engaged in no other business, occupation or profession. One of their number is to be desig- nated as chairman by the Governor and shall receive a salary of $6.000, and each other member $5,500 per year, with their necessary expenses. The com- mission is empowered to make and enforce rules and regulations as it may deem necessary in the performance of its duties and as may be approved by the Governor and Coucil.
The measure strikes out chapter 118A of the General Laws (Ter. Ed.). and inserts in its place a new chapter entitled "Adequate pensions for certain aged citizens."

It is provided that pensions hereunder shall be paid from the date of application therefor, but in no event before the applicant reaches the age of sixty-five. The Commission shall render a decision in not less than thirty days from the date of application for a pension or a request for an increase of the amount thereof. Such pension shall, wherever practicable, be paid to the aged person in his own home or in logings or in boarding home, which for the purposes hereof shall include any institution providing shelter, care and treatment for aged persons which is not supported in whole or in part by public funds; provided, that no inmate of such a boarding home or in- stitution shall be eligibile for a pension under this chapter while being cared for under a contract. Such pension shall be paid by check or in cash which shall be delivered to the pensioner at his residence, if he so requests, and shall be paid semi-monthly unless the pensioner prefers less frequent payments, Such pension shall be on the basis of need and the amount thereof shall be determined in accordance with budgetary standards established by the Com- mission. Budgetary standards shall be such as to enable an individual pen- sioner to maintain a standard of living compatible with decency and health. Such pensions, except as hereinafter provided, shall be at the rate of not less than $48.00 monthly. The pensioner's budget at such times as may be required shall include medical care, if recommended by a recognized physician, eye- glasses, if recommended by a recognized optician, dental care and false teeth, if recommended by a recognized dentist.
In computing the pensioner's payment under this chapter, the Com- mission shall deduct from the pensioner's budget or the minimum payment, whichever is greater, the amount of income the person paid or to be paid a pension hereunder may be receiving from any source, and may deduct there- from such reasonable amount as may be deemed to represent the financial value of board, lodging or other assistance which is being furnished to such persons from any source.
Upon the death of a person drawing a pension, whose funeral cost does not exceed the sum of two hundred and fifty dollars and in whose estate there are insufficient assets to cover the full cost of the funeral, the Commission shall pay to the funeral director the difference between the assets and the cost of the funeral, a sum not exceeding one hundred and twenty-five dollars.
