ARTICLE 27. (By Direction of Selectmen). To see if the Town will vote to raise and appropriatee the sum of $800.00 for a "Testimonial Folder" to be given to mothers and wives who have lost sons, daughters and husbands in World War II, or take any other action in relation thereto.
ARTICLE 28. (On Petition of Weymouth Chapter, War Parents of America). To see what sum of money the Town will appropriate to illuminate the Town Honor Roll.

To see if the Town will instruct the appropriation committee that no money may be transferred from the reserve fund to any department unless said depart- ment cannot function until a special town meeting can be called. In that event they may transfer a sum sufficient to carry the department until the action of a special town meeting.
ARTICLE 40. (By Direction of Selectmen). To see what action the Town will take in regard to repairing the interior and exterior of the Town Hall.

ANNUAL TOWN MEETING March 4, 1946
Pursuant to a warrant, duly issued, the Annual Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members was held in the hall of the Weymouth High School, East Weymouth, Monday, March 4th, 1946.
213 Town Meeting Members were present.
The meeting was called to order at 7:56 o'clock in the evening by Mr. William J. Holbrook, Annual Moderator.
The attested copy of the warrant was read by Town Clerk Chester L. Boyle.
MR. GEORGE E. LANE MOVED:
That we suspend with the reading of the articles in the warrant. UNANIMOUSLY VOTED.
22 Town Meeting Members not having been previously sworn in to the duties of their office were duly sworn in at this time by the Moderator.
The Rev. Ernest A. Thorsell, Pastor of the First Universalist Church of Weymouth was called upon by the Moderator to invoke the blessing of the Ruler of the Universe upon the deliberations of the meeting.
The Moderator then called for consideration of the articles in the warrant.

That the Town amend it's By-laws by striking out Section 104 of Article One and inserting in place thereof the following:
In any case not covered by law or by these by-laws, the general principles of parliamentary law as contained in Robert's Rules of Order, as Revised

To amend the motion of the Appropriation Committee by adding the sum of $1400.00.
This sum to be earmarked for use in securing legal counsel through the Old Colony Transportation Committee in an endeavor to maintain permanent passenger service on the Old Colony lines of the N.Y., N.H. & Hartford Railroad. The use of this sum or any portion of it to be subject to a vote of the Board of Selectmen, and is to be used only in conjunction with sums of money appropriated by other towns interested in retaining passenger service on the Old Colony lines.

Not more than $150.00 of this total appropriation may be used for expense incurred in travel outside the Commonwealth securing information that may tend to improve the service of the Department. That there be further appropriated from the real estate fund the sum of $7,500.00 for the purchase of a new squad wagon. Authorization for the disposal and replacement of motor vehicles by the Fire Chief is hereby granted. $7,500.00

An amount not to exceed $500.00 of this former sum is for travel ex- pense of the Agent. Provided further that the Agent shall not be a member of the Board.
For payments as required to the Norfolk County Tuberculosis Hospital and $4,500.00 other hospitals the sum of

For the services and auto expenses of a Dental Hygienist, a sum not exceeding $1,760.00
For a public Nurse at a rate of $1,800.00 per year a sum not exceeding $1,550.00. Of this sum $200.00 is for travel expense;
For Dentists and Dental supplies, a sum not exceeding $1,600.00;
For Conducting the Diptheria Clinic, a sum not exceeding $250.00;
For the protection of the public from rabies, a sum not exceeding $200.00; For returns to Undertakers, a sum not exceeding $100.00;
For dog bite cases and serum, a sum not exceeding $200.00;
And for burying animals, a sum not exceeding $700.00:
MR. CHARLES Y. BERRY MOVED THE FOLLOWING AMENDMENT:
That the sum of $225.00 be raised and appropriated for the transporta- tion of school children to and from the Dental Clinic, said sum to be spent under the direction of the Board of Health, thereby increasing the sum recom- mended by the Appropriation Committee to read $19,185.00 for the total amount.
Mr. Lane accepted this amendment and was granted Unanimous Consent to do so.
MR. O'DONNELLL MOVED THE FOLLOWING AMENDMENT:
That the Appropriation Committee be requested in the future years to break down in their report and recommendations the Board of Health Department, the same as they do the other departments.

Of this administration sum $984.00 in addition to $2,216.00 of the Appropria- tion for administration under Item 28 aggregating and not exceeding $3,200.00 shall be for the salary of the Welfare Agent appointed under the provisions of Chapter 7, Acts of 1938, and from the sum for administration the Town Accountant shall transfer to the Town's general fund an amount equal to whatever monies are made available by the State or Federal Government for any adminstrative expense for the fiscal year under this item.
