"

ARTICLE 1. To see if the town will vote to determine in accordance with the provisions of Chapter 94 of the Acts of 1945 what proportion of the estimated cost of its systems of sewerage and sewage disposal the town shall pay, or take other action in relation thereto.
ARTICLE 2. To see if the town will vote to determine in accordance with the provisions of Chapter 94 of the Acts of 1945 and the provision of the General Laws, by which of such methods the remaining proportion of the estimated cost of the Town's system or systems of sewerage and sewage dis- posal shall be provided for, or take any other action in relation thereto.
ARTICLE 3. To see if, the town will vote to have the Moderator appoint a committee of three to carry on such work as the town may deter- mine under Chapter 94 of the Acts of 1945 and the provisions of General Laws, until the annual election in 1947 and that three sewer commissioners be elected at that annual town election, or take any other action in relation thereto.
ARTICLE 4. To see what sum of money the town will vote to raise and appropriate for the construction of a system or systems of sewerage and sewage disposal, or take any other action in relation thereto.
ARTICLE 5. (On petition of Albert E. Barnes and others) To see if the town will vote that the Town Treasurer be elected for a three (3) year term, or take any other action in relation thereto.
ARTICLE 6. (On petition of Chester L. Boyle and others) To see if the town will vote to raise and appropriate one hundred and four dollars ($104.00) for the purpose of increasing the salary of the Assistant Town Clerk for the year 1946.
ARTICLE 7. To see what sum of money the town will vote to raise and appropriate for the purpose of paying an unpaid bill to John A. Robinson or take any other action in relation thereto.
ARTICLE 8. By direction of Board of Selectmen) To see if the town will vote to accept the plan of Forrest Street as laid out by Russell H. Whiting, Town Engineer, or take any other action in relation thereto.
ARTICLE 9. (On petition of Board of Water Commissioners) To see if the town will vote to authorize the issuance of Bonds or Notes in the amount not in excess of $50,000.00 for the purpose of laying or re-laying water mains or take any other action in relation thereto.
ARTICLE 10. (By direction of Board of Selectmen) To see if the town will vote to relocate, repair and construct that part of Commercial Street from No. 643 to 686 according to plan of Russell H. Whiting, Town Engineer, dated May 1, 1946, or take any other action in relation thereto.
ARTICLE 11. (By direction of Board of Selectmen) To see what sum of money the town will vote to raise and appropriate for an outside investiga-

tor in the Department of Veterans' Affairs, or take any other action in relation thereto.
ARTICLE 12. (By direction of Board of Selectmen) To see if the town will vote to raise and appropriate an additional sum of $4,000.00 for the collection of garbage for the period between April 1, 1946 and April 1, 1947 or take any other action in relation thereto.
ARTICLE 13. (On petition of School Committee) To see what sum of money the town will vote to raise and appropriate for the use of the School Committee for the purpose of increasing the salaries of School Department employees, to be effective September 1, 1946, or take any other action in relation thereto.
ARTICLE 14 (On petition of James Salemme and others) To see what action the town will take on naming junction of Lake Street and Shawmut Street "Roger Grande Square" after the first boy of Italian decent who lost his life in World War II, and that square be decorated with a triangular flower bed to be enclosed with concreate to conform with the shape of the junction, or take any other action in relation thereto.
ARTICLE 15. (By direction of Board of Selectmen) To see if the town will vote to accept as a gift from Peter Cugini, a strip of land at the corner of Broad and Washington Streets approximately six feet in width according to plan of Town Engineer, or take any other action in relation thereto.
You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town Affairs, in case all the articles in the fore- going warrant shall not be acted upon at the meetings called for the third day of June, to meet in adjourned session at the hall of the Weymouth High School on
WEDNESDAY, THE FIFTH DAY OF JUNE, 1946
at seven o'clock and forty-five minutes in the evening, then and there to act upon such of the foregoing articles as shall not have been acted upon on June third or acted upon which may at said meeting of June third have been deferred until saiid adjourned session.
You are directed to serve this Warrant by posting a copy thereof, attested by you in writing, in each of two public places in voting precincts in said Town, seven days at least before the time for holding the first meeting called for in this warrant.

SPECIAL TOWN MEETING June 3, 1946
Pursuant to a warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members was held in the hall of the Weymouth High School, East Weymouth, Monday, June 3, 1946.
187 Town Meeting Members were present.
The meeting was called to order at 7:46 o'clock in the evening by Daniel L. O'Donnell, Annual Moderator.
The attested copy of the warrant was read by Town Clerk, Chester L. Boyle.
Prayer was offered by the Rev. Father Edward Hartigan, Pastor of St. Jerome's Church of North Weymouth.
Town Meeting Members not having been previously sworn in to the duties of their office were duly sworn in at this time by the Moderator.
MR. FRANK GUNN QUESTIONED A QUORUM BEING PRESENT.
The Moderator announced that 138 members were necessary for a quorum and appointed the following Tellers, who were duly sworn in.

Report of the Committee appointed under Article 29 for the purpose of recommending a suitable welcome home celebration for the veterans, men and women, of World War II. This committee consists of Alan Desmond, Chairman, George Haviland, Warren Burrell, Malcolm MacFawn, Lloyd Smith, Dominic Nista and Joseph Mckinnon, Secretary.
The committee made a conscientious effort to ascertain the frame of mind of as many veterans as possible. The concensus of opinion of the many veterans questioned was that parades, speechmaking and fanfare was con- sidered very undesirable.
There are over 3,000 veterans of World War II from the Town. The vast majority of these, including practically all of those who saw service during the fighting phase of the war, have now returned. This large number of ex- service people makes it physically impossible to hold any type of celebration which would be held indoors.
The committee favored the idea of having the get-together at one of the Weymouth High School football games. This would be comparatively in- expensive to the Town and because of its nature would eliminate fanfare. We chose the Belmont game because it is the least attended game of the season. The average receipts for this game over a period of four years was $859.35.
This idea met with the approval of most of the veterans contacted. It also would save considerable money. The committee originally desired to apply this saving on some other worth-while cause beneficial to veterans or to the community. The committee was very much in favor of going on record

for setting up a scholarship for worthy dependents of deceased veterans. When it was learned that the Federal Government makes provision for the advanced education of young men and women in this specific category, the committee turned its attention to an academic scholarship open to all students on a competitive basis. The committee, through Mr. Dizer, Town Accountant, contacted the Division of Accounts in the State House. Mr. Dine, of this Division, stated that no legislative authority exists allowing the creation of a fund for such a project. It was learned further that a neighboring town attempted this and found they also lacked authority.
RECOMMENDATION
The Committee Moves that Saturday, the 28th of September, 1946 be designated as "Welcome Home Day" for the returned service men and women of World War II, and that the sum of $859.35 be raised and appropriated for this purpose, and that said appropriation is to be provided for by transfer of this amount from surplus revenue, and that this sum be expanded under the direction of this committee.

Mr. George E. Lane, Secretary of the Appropriation Committee then read the entire Chapter 246 of the Acts of 1946.
