ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal property belonging to persons re- ceiving relief from the Town, and dispose of said property in the

manner they may judge for the Town's best interest and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.

and will authorize the Board of Selectmen to acquire by gift or pur- chase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as laid out and accepted, and see what sum of money the Town will vote to raise and appropriate for the working of each of the above- named streets, including the acquisition of the fee or any interests above referred to, and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connec, tion with any said streets, or take any other action in relation thereto .:


ARTICLE 8. (At Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface, widen, straighten, relocate or work, Commercial and/or other streets, or any portion of said ways and for the building of any bridges, drains and conduits, or securing easements which may

be necessary, in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reserva- tion strips existing in connection with said street, provided the State or County, or both, will appropriate a sum of money to help defray the expenses of such work; and transfer from sumplus funds that the Town may have, the County and State share of said cost, the amount of this transfer or reimbursement to be credited to the account from which it came; and will authorize the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain, in fee or other- wise, for all purposes of a public street and highway in and over said street and such property as may be necessary, or take any other action in relation thereto.


ARTICLE 9. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate, by taxation, transfer and/or borrowing, the sum of $250,000.00 for the continuation of the Major Highway Program for construction and/or reconstruction of main streets and roads including Broad and Commercial Streets, pro- vided that Chapter 90 funds, if any, may be used for this purpose, ·or take any other action in relation thereto.


ARTICLE 10. (By Request of Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for the construction of sidewalks and curbing and repairs of existing side- walks and curbing and any retaining walls necessitated by construction of said sidewalks, under a Sidewalk Building Program to be set up by the Board of Public Works; said money to be under the jurisdiction of the Board of Public Works, or take any other action in relation thereto.


ARTICLE 11. (By Request of Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for the construction of particular sewers and determine whether the money shall be provided for by taxation, by appropriation from available funds including sewer assessment funds, and by borrowing under auth- ority of Chapter 44 of the General Laws, or take any other action in relation thereto.


ARTICLE 12. (By Request of Board of Public Works). To see if the Town, will vote to raise and appropriate a sum of money for the construction of common sewers and determine whether the money shall be provided for by taxation, transfer, by appropriation from avail- able funds including sewer assessment funds, and/or borrowing under authority of Chapter 44 of the General Laws, or take any other action in relation thereto.


ARTICLE 13. (By Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing a sum of money to be used for the purpose of com- pleting Mountain View Road, or take any other action in relation thereto.


ARTICLE 14. (By Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing a sum of money to be used for the purpose of com- pleting Oak Cliff Road, or take any other action in relation thereto.


ARTICLE 15. (By Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer

and/or borrowing the sum of $10,000.00 for Dutch Elm Disease Control .. or take any other action in relation thereto.


ARTICLE 16. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate, by taxation, transfer and/or borrowing, for drainage purposes (for stream improvement) from Weymouth Back River to Whitman's Pond, con- sisting of flood-flow conduit and channel and works at dams, as recom- mended by Metcalf and Eddy, Engineers, in report to Weymouth Drain- age Committee dated March 11, 1957.


That the sum of money named shall be made available only if the State, under General Laws, Chapter 91, will pay a sum of money proportionate to the cost of construction under the provisions of said chapter. Provided further, that such work shall be done by private contract under the direction of the Board of Public Works and/or the State Department of Public Works.


Also, to see if the Town will assume liability in the manner pro- vided by Section 29 of Chapter 91, of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts, for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide :- waters, foreshores, and shores along a public beach outside of Boston Harbor, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Board of Public Works to execute and deliver' a bond of indemnity therefor to the Commonwealth; or take any other action in relation thereto.


ARTICLE 17. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer and/or borrowing for drainage improvements of Phillips Creek (completion of 1960 work from vicinity of Pearl St. to Green St.) and extension of 1960 work on Mill River from vicinity of West St. to Columbian St. or take any other action in relation thereto/


ARTICLE 18. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer and/or borrowing for purpose of flood control pro -- ject in the Smelt Brook Watershed to be used in conjunction with mat- ching funds by the Town of Braintree, said sum to be expended under the direction of Board of Public Works, which shall be authorized to negotiate for and purchase necessary easements therefor, or take any other action in relation thereto.


ARTICLE 19. (By Request of Board of Public Works). To see. if the Town will vote to raise and appropriate by taxation or otherwise the sum of $10,000.00 for the continuation of the 1960 Shore Protection Project, from vicinity of Regatta Road toward River Street, or take any other action in relation thereto (Chapter 91).


ARTICLE 20. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate, by taxation, transfer and/or borrowing for the purpose of acquiring by gift, purchase or eminent domain in fee seven parcels of land, with the buildings thereon, situated on River Street, (North) Weymouth, shown as parcels "A" through "G" on a plan entitled "Wessagusset Beach Area, Weymouth - Norfolk County, January 6, 1961, Frank S.

Lagrotteria, Town Engineer, Plan No. 999B," for protection against highway and shore erosion, or take any other action in relation thereto.


ARTICLE 21. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise for the purpose of grading and levelling a por- tion of the parking area for Wessagusset Beach or take any other action in relation thereto.


ARTICLE 22. (At Request of Board of Public Works). To see what sum of money the Town will raise and appropriate, by taxation, transfer and/or borrowing, for the development and construction of additional well fields, including wells, pumping station, pipes and orig- inal pumping station equipment for the purpose of an emergency water supply; and further, that said sum shall include the installation of a pipe line from the well to Winter Street, all to be located on lands and roadways acquired under Article 10 of the Special Town Meeting of June 15, 1959, as located on plan by Town Engineer entitled "Plan of Land for Well Location for Water Supply, Plan No. 771B,", said plan duly recorded in the Norfolk County Registry of Deeds, or take any other action in relation thereto.


ARTICLE 23. (By Request of Board of Public Works). To see what sum of money the Town will raise and appropriate, by taxation, transfer and/or borrowing, for the installation of water mains of not less than six inches in diameter and all necessary appurtenances re- lating thereto or to take any other action in relation thereto.


ARTICLE 24. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money to be used for the purpose of dredging the yacht basin' at Wessagusset Beach or take any other action in relation thereto.


ARTICLE 25. (At Request of Board of Public Works). "That in accordance with Chapter 94 of the Acts of 1945, and the provisions of the General Laws, the estimated cost of the town system of sewer- age and sewerage disposal shall be provided for as follows:


Assessments shall be made upon owners of the land according to the frontage of such land on any way in which a sewer is constructed at the rate of one dollar and fifty cents ($1.50) per linear foot of such frontage and according to the area of such land within a fixed depth of one hundred (100) feet from such way at the rate of one and one-half cents ($0.015) per square foot of such area.


On corner lots on such ways one side of lot shall be exempt from assessment on a frontage of one hundred (100) feet, but no · town owned land shall be assessed and the town shall pay the balance of the cost of construction. The action of the town under Article 1 of the Annual Town Meeting, March 6, 1950, is hereby rescinded."


ARTICLE 26. (By Request of Board of Public Works). To see if the Town will authorize and empower the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain in fee, for purposes of a public street, a certain parcel of land owned by The Stetson Shoe Company, Incorporated and being bounded and described as follows:

A certain parcel of land shown as Parcel B, containing 4,555 square feet of land, on a certain plan filed in the Town Clerk's office, entitled "Subdivision Plan of land in Weymouth, Nor- folk County, Mass., shown on Land Court Plan No. 8456-A" dated January 6, 1961, Frank S. Lagrotteria, Town Engineer, drawn by Neil J. Murphy, C.E., or take any other action in relation thereto.


ARTICLE 27. (At Request of the Park Commissioners). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money for the following items, money to be spent under the direction of the Department of Public Works, or take any other action in relation thereto:


1.) Fencing $ 4,080.00


2.) Blacktop 2,190.00


3.) New Buildings 6,500.00


4.) Replace Roofs 300.00


5.) General Construction


2,200.00


6.) New Equipment 1,095.00


$16,365.00


ARTICLE 28. (At Request of the Park Commissioners). To see if the Town will vote to accept as a gift from Shirley T. Gibbons, Trustee for Franklin L. Shea, a lot of land shown on the Town Atlas as Lot 28, Block 177, Sheet 13, or take any other action in relation thereto.


ARTICLE 29. (At Request of the Park Commissioners). That the Town vote to confirm the action of the Park Commission of Septem- ber 19, 1960, in naming the new playground on Pilgrim Road, the "James T. O'Sullivan Memorial Playground", and the Town vote to raise and appropriate by taxation or otherwise a sum of money for the purchase and erection of a suitable plaque, or take any other action in relation thereto.


ARTICLE 30. (At Request of the Park Commissioners). To see if the Town will establish a Conservation Commission pursuant to Chapter 40, Section 8C of the General Laws of the Commonwealth of - Massachusetts, or take any other action in relation thereto.


ARTICLE 31. (By Direction of Selectmen). To see if the Town will vote to name the playground called Wadago Road Park in North Weymouth after the late Selectman James T. O'Sullivan or take any other action relative thereto.


ARTICLE 32. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money for the construction of a retaining wall on Great Hill Drive from Lindale Avenue to Regatta Road, or take any other action in relation thereto.


ARTICLE 33. (By Direction of Selectmen). To see if the Town will vote to authorize the Board of Selectmen to acquire by purchase or take by right of eminent domain in fee for street and highway pur- poses, the parcel of land hereinafter described, the same to be used for the layout, widening and construction of that portion of Gilbert Road extending westerly from Middle Street for a distance of two

hundred feet, more or less, to the present accepted portion of said Gilbert Road; to accept the same for street purposes, and to raise and appropriate a sufficient sum of money therefor; or take any other action in relation thereto.


ARTICLE 34. (By Direction of Selectmen). To see what action the Town will take to amend By-Laws relative to construction of apartment dwellings, or take any other action in relation thereto.


ARTICLE 35. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise for alterations and improvements under the direction of the Board of Selectmen to the Town Hall and Annex for office space pur- poses caused by the transfer of Department of Public Works offices to Public Works Building, or take any other action in relation thereto.


ARTICLE 36. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of $300.00 to be expended under the direction of the Board of Select- men for the purpose of stocking the ponds and inland waters, located within the Town limits, with fish and/or liberating game, all in ac- cordance with General Laws (Ter. Ed.) Chapter 10, Section 5, Clause 41, or take any other action in relation thereto.


ARTICLE 37. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of $500.00 for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931, or take any other action relative thereto.


ARTICLE 38. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of $8,000.00 for the Town's share in the South Shore Mosquito Control District, or take any other action in relation thereto.


ARTICLE 39. (By Direction of Selectmen). It is hereby deter- mined that there exists in the Town of Weymouth the need for an Urban Renewal program or programs therein, in accordance with pro- visions of Section 26XX of Chapter 121, of the General Laws of the Commonwealth of Massachusetts, as amended.


It is hereby determined that there is a need for a Redevelopment Authority in the Town of Weymouth for the purpose of engaging in Urban Renewal and land assembly and redevelopment projects and that it is in the public interest that such Authority be organized in the Town of Weymouth in accordance with the provision of Section 26 QQ of Chapter 121 of the General Laws of the Commonwealth of Massachusetts, as amended, and that such Authority be organized and established and that the Selectmen be and are authorized and directed to take any and all necessary steps required for the appointment of members of said Authority and for the Authority the sum of Five Hundred ($500.00) Dollars is hereby appropriated, said sum to be transferred from the E. & D. fund, or take any other action in relation' thereto.


ARTICLE 40. (By Direction of Selectmen). To see what action the Town will take to appoint a committee of seven (7) to review the

administration of our Town Government and report back to the next Annual Town Meeting in 1962 or take any other action in relation thereto.


ARTICLE 41. (By Direction of Selectmen and at the Request of the War Memorial Committee to prepare preliminary plans for a memorial tablet or tablets relative to World War II and Korean War Veterans).


To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate for the use of the War Memorial Com- mittee appointed under Article 61 of the 1958 Annual Town Meeting to erect memorial tablets providing for the names of World War II Veterans and Korean Veterans to be attached to the west side of the existing permanent brick memorial wall located on the high school grounds and to refinish and resurface the present bronze tablets on the east side of the permanent brick memorial wall and the stone tablet at the top center of the front wall and for clerical assistance and incidental expenses in preparing the necessary list of names of the veterans; said appropriation to be added to the sum of $14,200.00 appropriated for the same purpose at the 1958 Annual Town Meeting, or take any other action in relation thereto.


ARTICLE 42. (At Request of the Planning Board). To see if the Town will vote to raise and appropriate to the Planning Board a sum of money to be used to prepare a Master Plan for the Town, said sum of money to be used in conjunction with matching funds (if available) through the Housing Act of 1954, Title VII, Section 701, as amended, or take any action in relation thereto.


ARTICLE 43. (At Request of the Planning Board). To see if the Town will vote to raise and appropriate to the Planning Board a' sum of money to be used to prepare a Land Use, Cost and Income Study for the Town, said sum of money to be used in conjujnction with) matching funds (if available) through the Housing Act of 1954, Title VII, Section 701, as amended, or take any action in relation thereto.


ARTICLE 44. (At Request of the Town Accountant). To see if the Town will rescind the action taken under Article 29 of the Annual Town Meeting held on March 2 and 4, 1959, relative to borrowing the sum of $25,000.00 for purchasing land for protecting the Town's water supply or take any other action in relation thereto.


ARTICLE 45. (At Request of School Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of preparing plans and specifications for the remodeling of the present high school building and the vocational classroom building as a junior high school, or take any other action in relation thereto.


ARTICLE 46. (At Request of School Committee). To see what sum of money the Town will vote to raise and appropriate by taxa- tion, transfer and/or borrowing for the purpsoe of acquiring by gift, purchase, or eminent domain in fee a parcel of land containing 5,037 square feet of land, shown on a plan entitled "Plan of Proposed Taking Weymouth, Mass., for School Bus turn-Around" Frank S. Lagrotteria, Town Engineer, drawn by Neil J Murphy, for school purposes, or take any other action in relation thereto.

ARTICLE 47. (At Request of Trustees of Tufts Library). To see if the Town will vote to raise and appropriate the sum of $7,000.0:0 to prepare plans and specifications for a new main library building to be built on Broad Street . on land transferred from the Park De- partment to the Trustees of Tufts Library, or take any other action in relation thereto.


ARTICLE 48. (At Request of Personnel Board). To see if the Town will vote to amend Article 4, Section 409 of the Town By-Laws by accepting changes in the administration and classification and pay, plan; or take any other action in relation thereto.


ARTICLE 49. (By Petition). To see if the Town will vote to establish a Conservation Committee by acceptance of the provisions of Chapter 223, Acts of 1957 (Chapter 40, Section 8C, General Laws) or take any other action in relation thereto.


ARTICLE 50. (By Petition). To see if the Town of Weymouth will vote to authorize and direct the Board of Selectmen to convey by deed to the Weymouth Housing Authority for such price and upon such terms as said Board shall fix, a portion of Town-owned land located on Commercial Street in the part of Weymouth known as. East Weymouth and being


That certain parcel of land adjoining Commercial Street on the West, in that part of the Town of Weymouth known as East Weymouth, delineated and shown on plan entitled "New York, New Haven and Hartford Railroad Office of Engineer- Real Estate Surveys - Land in Weymouth, Mass. To be Con- veyed to Town of Weymouth - Scale 1" - 100' May, 1951" said plan being duly recorded with Norfolk Deeds in Book 3055, page 123, and bounded and described as follows:


Beginning at a point distant 59.49 feet southwesterly, meas- ured radially, from the monumented base line of the New York, New Haven and Hartford Railroad Company's railroad from Braintree to Greenbush at station 244+ 12.61 and thence running easterly 24.74 feet by remaining railroad land to a point distant 52.28 feet southwesterly, measured radially, from said base line at station 244+ 35.37;


Thence running southeasterly 294.30 feet by remaining rail- road land in a curve to the right of 295.98 feet radius to a point distant 245.23 feet southerly, measured radially, from said base line at station 246 + 22.54;


Thence continuing southeasterly 156.25 feet by remaining rail- road land in a straight line, tangent to said curve, to a point distant 396.74 feet southerly, measured radially, from said base line at station 246 + 53.74'

ARTICLE 51. (By Petition). To see if the Town will raise and appropriate or appropriate a sum of money for a study and recommend- ation for the adoption of a 3E (Engineering, Education and Enforce- ment) Highway and Traffic Survey and Control Plan including rules and regulations for governing traffic, speed, zoned highways and such other accidents deterrents as should be established in Weymouth or take any other action in relation thereto.
