The original construction plan for 1961 included a section of Com- mercial St. from Unicorn Ave. to Madison St. This would have avoided the double detour in one section of town; however, the sewer installa- tion in the vicinity of Putnam St. to Madison St. involved a cut of 22 feet through solid ledge.

II. Master Drainage Program 1961

Part III of Phillips Creek will complete all master drainage in the watershed from Fore River to Back River in the Phillips Creek Valley.


C. Back River Flood Control Project


The Town in 4 years has appropriated $440,000.00 making a total of $880,000.00 with State Participation.


At this writing a contract for the first phase is ready for bid. This work will include channel work at the Wool Scour- ing Plant, a new bridge, additional twin 120" culverts under railroad, channel to Broad St. and stilling basin at Broad St. This project estimates at approximately $400,000.00. The second phase is 75% designed and should be bid in the year 1962. This project has been delayed during 1961 be- cause of the workload within the Division of Waterways State Department of Public Works.


III. Shore Protection and Beach Facilities


A. In 1961 the Town took six cottages along River St., five of which have been demolished and cleaned up. This is in preparation for future Beach facilities.


B. The Wessagusset Beach Parking Lot was extended, utilizing approximately 30,000 yards of material on the site. This material should set and compact for at least one year. Cost $ 5,000.00


C. Marina - The mooring basin scheduled under Phase I of the Marina development was dredged and the material pumped into the saltmarsh for future parking facility. Contractor-Ercon Construction Corporation Cost $11,000.00


D. Beach Road Seawall 25% Complete - Contractor - John Cashman

Commercial St .- Church to North St. is in the design stage with the State at the present time. The monies ($96,000) were appropriated in 1961 and are held earmarked for this project.


Commercial St .- Madison to Jackson Sq. will have sewer installed under the 1962 Sewer Program. The $96,000 requested this year (Chap- ter 90) will authorize State design in 1962 for 1963 construction.


Commercial St .- Unicorn to Madison is in design at present time --- to be let out for bid early spring. Completion of this project will be scheduled to coincide with the occupancy of the new High School.


Winter Street is in preliminary design at the present time. This work should be planned to tie in with the new construction underway on State Route 18 (Main St.)

The request for $60,000 in 1962 for Flood Control of Whit- man's Pond and Back River will make a total of $500,000 that has been appropriated by the Town. The State is matching this fund, making a total of $1,000,000.


The 1955 estimate of the Consultants for the project was $1,250,000. Two sections to be bid in 1962, will indicate closer what the final total cost will be. Due to changes in conditions caused by Massachusetts Electrical Company relinquishing their rights, it is predicted that the final cost will be more economical that the origi- nal estimate.


The request for $75,000 for supplementary drainage indicated on the Drainage Master Plan in the Essex Street area will alleviate flooding conditions and open up proper drainage in an area from Clapp Memorial to Spring Street.

a. Layout, line and grade for Highway Division street construction of Albert Rd., Edith Rd., Fairway St., Friend St., Gibbens St., Gilbert Rd., Oakcliff Rd., Primrose Lane, Spring St., Sutton St., Winstred Rd., and Wright St.


b. Surveys, plans and descriptions for takings of widening and relocation of portions of River St., Liberty Square, Fogg Rd., Union St., Gilbert Rd., and Common Land on Church St.


c. Topography and profile of Rockway Ave. for develop- ment of town gravel pit in conjunction with proposed Armory construction.

i. Survey, design, contract plans and specifications for proposed Highway Program 1962, proposed reconstruc- tion of Commercial, Middle and Winter Streets.


j. Layout and design of Master Drainage Trunk Lines for the Rindge Street Drain and High Street Drain.


Through cooperative planning, the private developer of the Heritage Lane Subdivision was required to install a section of the Master Drainage Program from Rindge Street to Cornish Street at no cost to the Town-a saving of approximately $30,000 to the Town. The design and layout of the sewer, in- stalled by the developer, has made it possible for the Town to reach abutting trouble areas many years sooner than expected at very little cost to the Town.


The proposed construction of the new First National Stores Shopping Center at Lower Jackson Square will require the installation of a section of the Master Drainage Program, a 48" drain line from Commercial Street to High Street at no cost to the Town-a saving of approximately $15,000 to the Town.

4. Miscellaneous


a. For the year 1961, $308.00 was turned over to the Town Treasurer for the sale of contracts and plans.


The transfer of the Sewer Engineers into the Engineering Division to form one Engineering Division for the Town under one roof with modern working conditions, has provided more flexibility of service to all departments and the Division has been able to increase the quantity of work and still maintain a high quality.
