To see if the Town will raise and appropriate $15,000.00 for Shore Protection. The Board of Selectmen being authorized to arrange for the expenditure of part or all of said sum in conjunc- tion with any sums already appropriated or to be appropriated by the County of Plymouth and the Commonwealth of Massachusetts or either of them, or act thereon.

ARTICLE 22


To see if the Town will assume liability in the manner pro- vided by Sec. 29 of Chapter 91 of the G.L. for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of rivers, harbors, tidewater and fore- shores, in accordance with Sec. 11 of Chapter 91 of the G.L., and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.

To see if the Town will vote to accept Chapter 529 of the Aets of 1949 which provides for an Inspector of Wires and authorize the Selectmen to make an appointment of such an Inspector and raise and appropriate $2,000.00 to cover the salary and expenses of this office.

ARTICLE 39


To see if the Town will raise and appropriate a sum of $2,000.00 to replace the two automobiles being used by the Police Department and authorize the Chief of Police with the co-operation of the Selectmen to sell the two automobiles, or use the same for a trade-in value on the purchase of two new police cars, or act thercon.

ARTICLE 49


Will the Town vote to adopt the following by-law:


No person shall allow any dog owned by him, or under his custody or control, to be on any beach in the Town except on a leash not exceeding seven feet in length. Any violation of this section shall be punishable by a fine of not more than ten dollars for each offence.

ARTICLE 50


Will the Town vote to amend its Zoning By-Laws by adding the following section:

ARTICLE 52


To see if the Town will vote to add to its present Code of Building By-Laws the following:


Article 3, Section 13-B. Gas Fitting. All gas piping and fitting shall be tested in the presence of the Commissioner who shall be notified at least twenty-four hours in advance. Test shall be made before piping is concealed, painted or coated. All pipes must stand an air pressure of 2 lbs. per sq. in. as indicated by a column of mercury 4" high, for a period of five minutes without any drop. The Commissioner shall issue a certificate to the gas fitter after the test is satisfactory.

The location of the entrance supply and meter shall be ap- proved by the Commissioner before any work is commenced.


Piping shall be free from obstructions, installed without traps and graded downward to the meter or a drip that will carry off condensation. All materials shall be subject to the Commissioner's approval. Rejected or disapproved materials shall not be used.


No gas equipment of any nature shall be installed until same has been approved by the Commissioner.


Every gas appliance where required shall be connected to an effective flue or outlet pipe to the outer air. The flue or pipe where extending through from story to story to roof, located inside partitions or walls or extending through wall or partitions shall have at least l" clearance from all combustible materials or other- wise as the Commissioner may require.


Article 7, Section 3-B. Transite pipe may be used as a chimney for the venting of gravity oil-burning or gas appliances provided that such pipe shall have an area equal to the cross sectional area of the outlets of the appliances which they serve and shall be kept 1" from all woodwork and shall extend through roof with proper flashing. No outside transite chimneys will be allowed. All vent pipes shall maintain a rise from the appliance to the chimney. No vent pipe shall enter the chimney at a lower level than the outlet of the appliance.

ARTICLE 53


Will the Town raise and appropriate $15,000 for the purpose of installing a 6" pipe water main on Neal Gate Street, extending from Cornet Stetson Road to Chief Justice Cushing Highway, or act thereon.


VOTED: That the Town raise and appropriate the sum of $6,500.00 to furnish and lay a 6" water main on Neal Gate Street providing the abutters and property owners will dig and back fill a trench that meets with the approval of the Water Commissioners. (Voice vote) .


ARTICLE 54


Will the Town raise and appropriate $12,500.00 to grade and to resurface Edward Foster Road from Kent Street intersection to the Memorial Bridge, then to extend from the bridge to the foot of Second Cliff, including a four foot sidewalk on the South side of the road to be 6 inches above the level of the roadway with a 6 inch curb. The foundation stones at either side of the road to be

extended to protect the washing away by future storms, and repair the Memorial Bridge, or act thereon.

ARTICLE 55


To see if the Town will limit the use of the way extending from Glades Road to the beach just south of Susanne's Guest House to foot traffic, fill in, grade and improve said way and erect a suitable seawall with steps to prevent erosion and damage by the sea to the highways and surrounding property; and raise and appropriate a sum of $800.00 for said purposes, or take any action thereon.

ARTICLE 56


To see if the Town will raise and appropriate $300.00 to remove stones from North Scituate Beach in front of the Cliff Hotel, or act thereon.


VOTED: To indefinitely postpone.


ARTICLE 57


To see if the Town will raise and appropriate a sum of money for the improvement of the present athletic field and tennis courts at the Civic Center or take any action relative thereto.

RESOLUTION: Whereas Mrs. Don Freeman, a lifelong resi- dent of our community, has served honorably and faithfully in the Allen Memorial Library for a period of forty-three years, and


Whereas, by her patient and sacrificial devotion to duty the public library has become an established community educational resource, and


Whereas, many children and youth from other communities have been drawn to avail themselves of the services which Mrs. Freeman with sympathetic personal feeling so superbly rendered,


Be it resolved that the citizens assembled manifest their grati- tude by recognizing this faithful and priceless devotion to the problems of their children, and that this resolution be spread upon the records.
