Summary: The proposed measure strikes out the first sen- tence of section 113B of chapter 175 of the General Laws (Tercen- tenary Edition) as most recently amended by section 4 of chapter 459 of the acts of 1935, and inserts in place thereof a sentence which provides that the Commissioner of Insurance shall annually, on or before September fifteenth, after due hearing and investiga- tion, fix and establish fair and reasonable classifications of risks and adequate, just, reasonable and non-discriminatory premium charges to be used and charged by insurance companies in connec- tion with the issue or execution of motor vehicle liability policies or bonds, as defined in section 34A of chapter 90 of the General Laws, for the ensuing calendar year or any part thereof, but said classifications and premium charges shall be uniform throughout the Commonwealth and shall not be fixed or established according to districts or zones.

To see if the Town will vote to authorize the Selectmen to pur- chase from the New York, New Haven & Hartford Railroad a triangular parcel of land containing 45,071 square feet for highway and parking purposes; said parcel abutting the North Scituate Rail- road Station, shown on a plan on file in the Selectmen's Office, and to raise and appropriate or transfer from available surplus funds, the sum of $10,000 for said purchase, or act thereon.

TOWN CLERK'S REPORT
SPECIAL TOWN MEETING November 27, 1950
At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the High School Auditorium in said Scituate on Monday, November 27, 1950, at 8 o'clock P.M .; order was called by Moderator Nathaniel Tilden.
The warrant was read by Town Clerk William M. Wade.
Tellers appointed by the Moderator and sworn by the Town Clerk were: J. George Vollmer, Joseph V. Feelcy, Edward S. Rand, Henry L. Mulligan.
ARTICLE 1
VOTED that Article 1 be adopted with the exception of the Social Worker, and the change from $1.04 to $1.12 per hour for Highway Clerk, and that the compensation of the Town Employees be increased in accordance with the schedule therein, and that a sum not exceeding $2,500.00 be appropriated from available sur- plus funds, and that on January 2, 1951 said compensation be paid to said Town Employees retroactively to November 27, 1950.
ARTICLE 2
VOTED that said article be postponed for further study and negotiations with the Railroad by the Selectmen, and that the Town give consideration to the advisability of taking the real estate at the North Scituate Railroad Station by eminent domain. Yes 263, No 0.
ARTICLE 3 VOTED to accept. Yes 185, No 27.
Meeting adjourned at 8:55 P. M.
