Report of the Planning Board

To the Citizens of the Town of Mattapoisett:

At the first meeting of the Board held during 1952, officers were elected as follows:

G. Raymond Lamarre, Chairman Donat R. Couet, Clerk

All members were present including Thomas V. Brennan, Richard E. Chase and Osborne P. Nash.

The board approved the subdivision development plan submitted by Earl G. Boardman, for property owned by him, bounded by Grand Ave., Hollywood Rd., Third Street and Buzzards Bay, with the understand- ing that the layout be regarded as a private develop- ment free of financial responsibility to the Town of Mattapoisett.

A subdivision plan was submitted by George Sil- veira to subdivide a Parcel of Land on the West side of proposed Pearl St., between County Rd., and Hammond St., for which a performance Bond was posted. The Planning Board approved with modification this sub- division plan. The bond was forfeited and turned over to the Selectmen for proper action.

The Board modified a proposed sub-division plan of land submitted by Edmond J. Ferry for land owned by him on Strawberry Point.

A sub-division plan was submitted by Manuel Luiz for land owned by him on East side of Oakland St. This plan was approved by the Board providing there would be no expense to the Town of Mattapoisett.

At the present time maps have been procured to present an Official Town Map for the approval of the Town at a future Town Meeting.

Ground work has been laid for a possible zoning law. It is hoped that public hearings will be held shortly on this all important subject.

Final Report of the School Building Committee

The School Building Committee, as authorized by the Special Town Meeting of June 5, 1950, respectfully submits this report of its final activities.

The School Building Commitee formally accepted the new addition from the general contractors, Sulli- van-Foster, Inc. on March 1, 1952, however, the pupils were able to enjoy the new facilities with the opening of the school year early in 1952.

It was voted on November 7, 1952 to formally turn over the control of the building to the School Committee at their first convenient occasion. Accord- ingly, on November 17, 1952, the new addition was formally accepted by the School Committee.

The final cost to the Town may be determined from the following schedule :

Construction

$234,104.10

Architect

12,010.20

Equipment

11,458.31

Site and Site Development

2,413.35

Insurance

2,331.95

21.78

Preliminary Preparation

175.61

Financing of Bond Issue

715.42

$263,230.72

The amount of $251,928.80 was certified to the School Building Assistance Commission on November 17, 1952 which sum was approved. Certain costs such

109

as the purchase of the additional land, bond financing, etc. are not considered for approval by the State.

The amount of the State construction grant is $74,092.29 which represents 29.41% of the approved costs. The percentage is a little larger than had been originally anticipated.

The State payments will amount to $3,704.61 an- nually retro-active to December 1, 1951. The Com- mittee is hopeful that two payments will be received early in the year 1953.

The method of financing the new construction will be of interest to many citizens :

From the Tax Levy $4,526.01

From Available Funds in the Treasury 7,989.29

Realized from the Sale of Bonds

250,000.00

Premium received on the Sale of Bonds 715.42

$263,230.72

On November 17, 1952 the Chairman of the School Building Committee, at its final meeting, expressed the Town's thanks to the Committee for a job well done. With this, the long period of the construction of the new school addition was completed and the Town has a building for which it is justly proud.

Respectfully submitted,
