Annual Town Meeting to be held on March 3rd and 4th, 1952


Commonwealth of Massachusetts Plymouth, ss.


To either of the Constables of the Town of Matta- poisett in the Commonwealth of Massachusetts.


GREETINGS:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabi- tants of the Town of Mattapoisett qualified to vote in Town Elections and in Town Affairs to meet at the Town Hall in said Mattapoisett on Monday, the third day of March next, at seven-thirty o'clock in the even- ing, an din said Town Hall on Tuesday, the fourth day of March next, at twelve o'clock noon, then and there to act on the following articles, to wit:


Article 1. To consider the report of Town Officers and Committees and act thereon.


Article 2. To see if the Town will vote to fix the Salary and Compensation of all elective officers of the Town as provided by Section 108 of Chapter 41, Gen-

Report of the Finance Committee


Last year, the town voted appropriations, to be pro- vided by the tax levy, amounting to about $278,000. This year the similar recommendations of the finance committee amount to $308,401. In addition we sug- gest that $80,000 be raised from free cash and bond issues to provide a reserve fund, to develop new water supply and to finance extraordinary insurance costs.


The increase in our recommended appropriations comes to about $30,000. This increase is almost en- tirely due to higher costs in the operation of the regular town departments as set forth in Article 3. These costs have risen some 13% .


In order to keep the tax rate as low as possible, the finance committee has carefully considered the various requests for expenditures in 1952. Some of them we do not recommend and others we have reduced to an amount which we think suitable.


It is almost a certainty that any increases over and above our recommendations will only serve to further raise an already high tax rate. Despite the fact that our assessed valuations are steadily increasing they are not keeping pace with our tax rate. All requests should be examined most carefully if Mattapoisett is to continue to be an attractive place in which to live.

Dore N 85° 16' 10" W 103 feet more or less to a stake on the up- land and then continuing in the same course and in line of land of said Stanley M. Dore and Grace E. Dore, 259.93 feet from the last mentioned stake to point of beginning. Containing 5.05 acres more or less. And if so voted make an appropriation therefor. (Water Department).


Article 44. To see if the Town will vote to transfer the balance remaining in the account of the Water Loan of $45,000.00 made in 1950 to the Additional Water Supply Project. (Water Department) .

Article 44. We recommend that this transfer be made in the amount of $5,737.46.

Article 45. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the purchase of New Water Meters. (Water Department) .


Article 46. To see if the Town will vote to raise and appropriate a sum of money to install a New Water Main from North Street easterly over Route 6 to the Aucoot Road and east on Aucoot Road to the end of the present existing line, and south on Prospect Road to tie in to present main, and determine how said money shall be raised, by notes or otherwise, or take any action in relation thereto. (Water Department).


Article 47. To see if the Town will vote to raise a sum of money to install a New Water Main from North Street easterly over Route 6 to Prospect Road and south on Prospect Road to Pine Island Road, and determine how said money shall be raised, by notes or otherwise, or take any action in relation thereto. (Water Depart- ment) .
