GREETINGS :
In the name of the Commonwealth of Massachu- setts you are hereby directed to notify and warn the inhabitants of the Town of Mattapoisett qualified to vote in Town Elections and in Town Affairs to meet at the Town Hall in said Mattapoisett on Monday, the second day of March next, at seven-thirty o'clock in the evening and in said Town Hall on Tuesday, the third day of March next, at twelve o'clock noon, then and there to act on the following articles, to wit:
Report of the Finance Committee
Last year appropriations affecting the tax levy were voted at the regular Annual Town Meeting in the amount of $308,985.20. This year requests of Town Departments and special articles total $355,- 726.33. It is the recommendation of the Finance Com- mittee that appropriations amounting to $322,061.33 be made. The situation can be summarized as follows :

The recommended increase of $19,276.13 over the amount appropriated last year is accounted for primarily by increases in the School, Highway and Water Department operations. If the Town follows the suggestions of the Special Water Committee and of the Finance Committee and thereby raises $150,000 by bond issue for addition to and improvement of the water supply and water distribution system there will be additional charges in future years of approximate-

To see if the Town will vote to fix the Salary and Compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 Gen- eral Laws, as amended : Treasurer and Tax Collector; Chairman, Board of Selectmen and Public Welfare; Second Member of Board of Selectmen and Public Wel- fare; Third Member of Board of Selectmen and Pub- lic Welfare; Town Clerk; Three Members Board of Assessors; Three Members Board of Health; Three Members School Committee; Town Auditor; Three Members Board of Water Commissioners; Four Mem- bers Board of Registrar's of Voters; Moderator; Her- ring Inspector; Tree Warden; Wharf Commissioner;

ly $5,000 per annum for principal and $2,000 to $3,000 a year for interest.
Our recommendations as itemized in detail below, which affect the tax rate, come to approximately $320,- 000.00. Preliminary figures, obtained with the assist- ance of the Assessors, indicate that should this amount be appropriated, our tax rate for 1953 will be in the neighborhood of $42.00. If all the articles in the War- rant were adopted the amount required would be $355,726. which would probably mean a tax rate of about $48.50.
Last year the recommendations in our printed report were $30,000 or 13% greater than 1951's appro- priations. Reductions made at the last annual meet- ing of nearly $8,000 held this increase down appre- ciably. We recommend that every item in the Warrant be weighed very carefully before authorizing its ex- penditure. Costs cannot continue to mount faster than our assessed valuation without serious damage to our community.

Article 2. We recommend that $10,720.00 be appro- priated. The increase over last year's expendi- tures of $10,025.00 is represented by increases to the Selectmen, the Town Treasurer and Tax Col- lector and the Assessors.

To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the Gen- eral Laws (Selectmen) .
Article 5. To see if the Town will vote to raise and appropriate or otherwise provide. a sum of money for a Reserve Fund, under authority of Section 6, Chapter 40 of the General Laws (Selectmen).

Leonard Randall et ux, said point being 41 feet more or less east of a small brook and 58 feet west of a present or former fence corner and mark- ed by a wooden stake thence S 65°-07' E 60.3 feet to an iron pipe ; thence S 81º-00' E 86.2 feet to an iron pipe ; thence S 1°-50' W 390.4 feet to an iron pipe lo- cated on an EW fence line ; thence S 38º-47' E 141.4 feet to an iron pipe ; thence S 83º-47' E 542.0 feet to an iron pipe on line and continuing on the same course 15.0 feet more or less to the west bank of the Matta- poisett River all by land of J.
