To either of the Constables of the Town of Matta- poisett in the Commonwealth of Massachusetts.
GREETINGS:
In the name of the Commonwealth of Massachu- setts you are hereby directed to notify and warn the inhabitants of the Town of Mattapoisett qualified to vote in Town Elections and in Town Affairs to meet at the Town Hall in said Mattapoisett on Monday, the first day of March next, at seven-thirty o'clock in the evening and in said Town Hall on Tuesday, the second day of March next, at twelve o'clock noon, then and. there to act on the following articles, to wit:
Report of the Finance Committee
If all the articles in the current warrant are adop- ted as written, $554,869.00 will have to be raised and the tax rate will probably increase from $42.80 to $77.00. Following is a summary of the financial effect of the warrant and of the Finance Committee's recom- mendations. These recommendations for expenses, to be raised from the tax levy or to be paid for from free cash, amount to $376,122.00. We estimate that if they are followed the tax rate will increase to $44.00. It is only because there is approximately $37,000.00 more free cash and estimated net receipts available to the Assessors this year that the tax rate can be kept so low. It is of vital importance to everyone that the many items up for consideration be considered most carefully. Towns as well as individuals can suffer financial catastrophe. We are not approving several highly desirable projects because we do not feel that the Town can afford them.

Article 2. To see if the Town will vote to fix the Salary and Compensation of all elective officers of the Town as provided by Section 108 of Chapter 41, Gen- eral Laws, as amended: Treasurer and Tax Collector; Chairman, Board of Selectmen and Public Welfare; Second Member of Board of Selectmen and Public Wel- fare; Third Member of Board of Selectmen and Pub- lic Welfare; Town Clerk; Three Members Board of Assessors; Three Members Board of Health; Three Members School Committee; Town Auditor; Three Members Board of Water Commissioners; Four Mem- bers Board of Registrars of Voters; Moderator; Her- ring Inspector; Tree Warden; Wharf Commissioner ; Highway Surveyor; and raise and appropriate a sum of money therefor.

Article 5. To see if the Town will vote to trans- fer a sum of money from free cash in the Treasury, for the purpose of reducing the tax rate or take any action in relation thereto.
Article 6. To see if the Town will vote to raise and appropriate or otherwise provide a sum of money for a Reserve Fund, under authority of Section 6, Chap- ter 40, of the General Laws (Selectmen) .
Article 7. To see if the Town will vote to raise and appropriate a sum of money for the payment of outstanding accounts (Selectmen) .

Article 5. We recommend the transfer of free cash in the full amount certified by the State as being available, namely, $52,604.65, to be used by the Assessors in arriving at the Tax Levy.
Article 6. We recommend that $12,000.00 be trans- ferred from Overlay Surplus; the same amount as last year and from which transfers in the amount of $3,897.01 were made during the year.
Article 7. We recommend $227.32.
Article 8. We recommend the amount of $150.00, the same amount as in each of the past four years.

To see if the Town will vote to raise and appropriate or otherwise provide the sum of $1,200.00 for the purchase of land 65' x 45' on the southeast side of Church and Barstow Streets, owned by Enoch LeBaron Winslow, for the purpose of erect- ing a building thereon, for twenty-four hour telephone coverage of the fire alarm system, Police Department and Civil Defense, or take any action in relation thereto.
Article 34. To see if the Town will vote to raise and appropriate or otherwise provide the sum of $9500.00 for the purpose of constructing, originally equipping and furnishing a building on land at the southeast corner of Church and Barstow Streets for the purpose of a twenty-four hour coverage of the fire alarm system, Police Department and Civil Defense, or take any action thereon or thereunto.

Article 30. We recommend that $200.00 be raised for the purchase of new chairs, etc., in the Town Hall.
Article 31. We recommend that $500.00 of interest money now held by the Trustee of the Bolles Fund be expended for the maintenance of Shipyard Park.
Article 32. We recommend that the sum of $7,000.00 be raised under this article. This sum is suffi- cient to provide telephone service and telephone operators for the balance of the year and also to provide adequate housing for this service in the space formerly occupied by the Fire Department.
Article 33. We recommend that these four articles Article 34. be laid on the table. If Article 32 is Article 35. adopted in the form we suggest they are Article 36. unnecessary.

Article 35. To see if the Town will vote to raise and appropriate or otherwise provide the sum of $2,500.00 for the purchase of land 160'x 110' on the north side of Route 6, State Highway owned by Ed- ward Sylvia for the purpose of erecting a building thereon, for twenty-four hour telephone coverage of the fire alarm system, Police Department and Civil Defense, or take any action in relation thereto.
Article 36. To see if the Town will vote to raise and appropriate or otherwise provide the sum of $10,500.00 for the purpose of constructing, originally equipping and furnishing a building on land on the north side of Route 6, State Highway for the purpose of a twenty-four hour coverage of the fire alarm sys- tem, Police Department and Civil Defense, or take any action thereon or thereunto.
Article 37. To see if the Town will vote the fol- lowing Articles to be added to the Town By-Laws:
1) All future extensions of the Water Mains on Public Ways except such as in the opinion of the Water Commissioners are necessary to improve the system, shall be under a guar- antee of not less than six per cent annual income.
2) The Water Commissioner shall insure that all extensions of Water Mains on private prop- erty are installed in accordance with accept- ed standards prescribed by them, and that the entire expense of any such extensions on private property shall be borne by the owner.
3) No person shall remove nor cause to be re- moved any soil, loam, sand or gravel for

commercial purposes from any land in the town not in public use, unless such removal is authorized by a permit issued by the Se- lectmen except in conjunction with and for the purpose of, the construction of a building on the parcel and except for the continued operation on the same parcel of any existing sand or gravel or clay pit. No such permit shall be issued until an application therefor is filed with said Board. Said Board shall hold a public hearing on the application and no- tice of the filing of such an application and the date and time of the public hearing there- on shall be advertised in the (New Bedford Standard-Times) newspaper seven days at least before the public hearing.
Whoever violates any of the provisions of this By-Law shall, for the first offense, pay a fine of $50.00; for the second offense, $100.00; and for each subsequent offense, $200.00.
Article 38. To see if the Town will vote to auth- orize the Selectmen when giving a deed to the Town Farm property the following: Together with a right of way, forty feet in width, from said property to the shore over the remaining land of the Town. And an- other provision that no soil, loam, sand or gravel shall be removed from the land for commercial purposes.
Article 39. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a new truck for the Water Department. (Water De- partment.)

To see if the Town will vote to raise and appropriate a sum of money for the purpose of improving the water distribution system by laying a new water main from Prospect Road to the entrance of Harbor Beach, via, Route 6 and Aucoot Road, as recommended by the engineers; determine whether the money shall be provided for by borrowing under authority of Chapter 331 of the Acts of 1952, or other- wise, or take any action in relation thereto. Article 43. To see if the Town will vote to raise and appropriate a sum of money, to install Water Mains over certain ways on the development known as Harbor Beach; to determine whether the money shall be provided for by borrowing under authority of Chapter 331 of the Acts of 1952, or otherwise, or take any action in relation thereto (By Petition) .
Article 44 To see if the Town will vote to raise and appropriate the sum of $325.00 to install a Hy- drant on Mattapoisett Neck Road near the home of Alois Gast and Frank A. Bosworth. (By Petition) .
Article 45. To see if the Town will vote to ex- tend its water system on Acushnet Road to William England property with a 12" main as recommended

Article 45. We can make no recommendation on this article until Article 37 has been considered. It would cost $22,000.00.
