Article 77. To see what amount the Town will vote to raise and appropriate to bring the Plymouth Compact of 1949 up to date.


The Planning Board has asked for an appropriation of $5,500 under this article to meet the requirements of the Federal Government with regard to the application of the Urban Redevelopment Authority for federal funds.


The Committee recommends an appropriation of $5,500.


Voted: That the Town raise and appropriate the sum of $5,500, to be expended under the direction of the Planning Board, to bring the Plymouth Compact of 1949 up to date.


Article 78. To see what amount the Town will vote to transfer from available funds to reduce the tax levy of the current year.


The Committee recommends that the Town authorize and direct the Assessors to take $150,000 from available funds to reduce the tax levy of the current year.


Voted: That the Town authorize and direct the Assessors to take $122,000 from available funds to reduce the tax levy of the current year.


Article 79. To see what amount the Town will vote to transfer from available funds for the Stabilization Fund as authorized by the provisions of Chapter 124 of the Acts of 1945.


The Committee recommends the transfer of $75,000 from available funds to the Stabilization Fund.


Voted: That the Town transfer from available funds the sum of $75,000 for the Stabilization Fund, as authorized by the provisions of Chapter 124 of the Acts of 1945 and recom- mended by the Advisory and Finance Committee.

Article 80. To see if the Town will vote to remove the restrictions placed upon the 1951 deed of Gordon L. Howland covering Lots Nos. 5, 6 and 11 of the Town Wharf Lot.

Mr. Thomas Quinn moved that the Town remove the re- strictions placed upon the 1951 deed of Gordon L. Howland covering Lots Nos. 5, 6 and 11 of the Town Wharf Lots; voting by a show of hands, 66 in the affirmative, 60 in the negative, it was so voted.


Article 81. To see if the Town will vote to sell to Angelo Barbieri and Evelyn Barbieri for $3,500, a lot of land with building thereon, known as the Wellingsley School and lo- cated at Jabez Corner, such sale not to include 1,040 square feet of said land to be used by the Town for highway pur- poses. The Committee recommends favorable action.


The Planning Board has approved, inasmuch as they have no future plans for this lot.


Voted: That the Town sell to Angelo Barbieri and Eve- lyn Barbieri, for $3,500, a parcel of land containing 8,354 square feet, with the building thereon, as shown on a plan entitled: "Land of the Town of Plymouth at Jabez Corner, Scale: 1 in. = 20 ft., Feb. 23, 1957, Edward Chase, Town En- gineer," the remaining portion of the town-owned land as shown on said plan, containing 1,040 square feet, to be used for highway purposes.


Article 82. To see if the Town will authorize the Mod- erator to appoint a committee to seek legislation whereby the Commissioners of Public Safety will be elected, instead of appointed as now provided in Chapter 10 of the Acts of 1951 and make the necessary appropriation therefor.

The Committee recommends the appointment of a commit- tee of three members and an appropriation of $100 for said committee's expenses. It also recommends that provision for the election of the members of the Commission be made in accordance with the recommendation in the Report of the Special Committee on Organization of the Town Government, dated February 25, 1957.

Voted: That the Moderator appoint a committee of three, one of whom shall be the Town Counsel, to seek en- abling legislation to permit the amendment of Chapter 10 of the Acts of 1951, under the provisions of which the Public Safety Commission was set up, to provide that the Public Safety Commissioners shall be elected at the annual town election, for one, two and three year terms and thereafter when the term of any member expires, his successor shall be elected to serve for three years; and that $100 be appropriated for the expenses of the committee. The meeting was called to order by the Moderator, George A. White, at 7:50 p.m.


The number of Town Meeting Members present, as re- ported by records of Kathryn Swift and Robert Marvelli, checkers, was 154.


The Moderator declared a quorum present. Town Clerk, M. Herbert Craig, opened the meeting.

Article 5. To see if the Town will vote to raise and ap- propriate from available funds, a sum of money for operating expenses for the Plymouth-Carver Regional School District; namely school committee expenses, professional and clerical salaries, travel, office expenses, seal, etc.


The Committee recommends an appropriation of $5,722.00 from E. & D. Carver's share will be $778.00 of the total requested, $6,500.00, for operating expenses through Dec. 31, 1961, and the balance of 1960.

Article 6. To see if the Town will vote to raise and ap- propriate from available funds, the sum of $2,500 to purchase and equip one cruiser ambulance for the Police Department and trade in two damaged cruisers (1-1959 International and 1-1956 Plymouth sedan).


The Committee makes no recommendation until securing further information. Motion will be presented from the floor.


Mr. Charles Henderson moved that the Town raise and appropriate from available funds, the sum of $2,200. to pur- chase and equip one cruiser-ambulance for the police depart- ment, and to trade in a 1959 International, a 1956 Plymouth, and a 1954 Pontiac police car.


Mr. Charles C. Wall moved to amend the motion of Mr. Henderson by substituting the following: That the Town raise and appropriate from available funds the sum of $2,500. to purchase and equip one cruiser-ambulance for the Police De- partment and trade in two damaged cruisers. (1-1959 Inter- national and 1-1956 Plymouth Sedan), and the amendment was voted.


Article 7. To see if the Town will vote to raise and ap- propriate from available funds the sum of $1,130.95 for 1959 unpaid medical care bills re Police Department; $660.20 to be reimbursed to the Equitable Life Assurance Society of the United States.


The Committee recommends an appropriation of $1,130.95 from E. & D.

Voted: (Unanimously) That the Town authorize the Board of Public Welfare to turn over to the Selectmen, the Town Infirmary, so-called, together with so much of the fur- nishings therein as has not been removed therefrom, and authorize the Selectmen to have jurisdiction over the balance of the Infirmary appropriation for maintenance expenses.


Article 9. To see what amount the Town will fix in accordance with the provisions of Section 108 of Chapter 41 of the General Laws as salary for the Chairman of the Board of Public Welfare for 1960, for performing, with the approval of the State Board of Public Welfare, the duties of Authoriz- ing Agent of said Board due to the inability of the Director to perform his duties.


The Committee recommends an appropriation of $3,600.00 from E. & D.


Voted: That the Town fix the sum of $3,600.00, in ac- cordance with the provisions of Section 108 of Chapter 41 of the General Laws, as salary for the Chairman of the Board of Public Welfare, for 1960, for performing, with the approval of the State Board of Public Welfare, the duties of Authoriz- ing Agent of said Board due to the inability of the Director to perform his duties.
