Special Town Meeting, March 25, 1961


The Special Town Meeting was called to order by the Moderator, George A. White, at 1:40 p.m.


The number of Town Meeting Members present as re- ported by records of Robert Marvelli, Arsene Strassel, Alton Leeson and Carleton Kendrick, checkers, was 188.


The Moderator declared a quorum present.


The new Town Meeting Members were sworn to the faithful performance of their duties by M. Herbert Craig, Town Clerk.


The Moderator read the opening of the posting and return of the warrant.


On motion of Dr. Samuel K. Stewart, Chairman of the Plymouth-Carver Regional District School Committee, it was voted to allow Mr. Edward Nicolas, Superintendent of the Plymouth Schools and Mr. Leonard Quann of the Architec- tural firm to speak on the proposed Regional School and to show drawings and slides.


Mr. Paul Withington moved for the vote on the Plymouth- Carver Regional School question to be by ballot and it was so voted.


Article 1. To see whether the Town will vote to approve or disapprove the amount of debt (to wit: $2,550,000) author- ized by the Plymouth-Carver Regional District School Com- mittee at a meeting held on February 23, 1961, for the purpose of constructing, originally equipping and furnishing a regional high school building.


Voted: By ballot, 121 voting in the affirmative, 65 voting in the negative, that the Town approve the amount of debt, to wit: $2,550,000, authorized by the Plymouth-Carver Re- gional District School Committee, for the purpose of con- structing, originally equipping and furnishing a regional high school building.


At 3:45 p.m. March 25, 1961, it was voted to adjourn.

The Meeting was called to order by the Moderator, George A. White, at 3:45 o'clock p.m.


The number of Town Meeting Members present March 25 was 188, March 27-174, March 28-157 and March 29-148, as reported by records of Robert Marvelli, Arsene Strassel, Carleton Kendrick and Alton Leeson, checkers.


The Moderator declared a quorum present March 25, 27, 28 and 29, 1961.


The Moderator read the opening of the posting and re- turn of the warrant.


Article 2. To see if the Town will vote to authorize the broadcasting of the 1961 town meeting and appropriate $400 for the expenses thereof provided that the Town receives from the broadcasting facilities a tape recording of the entire pro- ceedings of the meeting so broadcast.


The Committee recommends favorable action and an appro- priation of $200. for broadcasting and tape recordings of the entire proceedings of the meeting.


Voted: That the Town authorize the broadcasting of the 1961 Town Meeting and appropriate $400 for the expenses thereof, provided that the Town receives from the broadcast- ing facilities a tape recording of the entire proceedings of the meeting so broadcast.


Article 3. To hear reports of the several boards of offi- cers and Committees of the town and act thereon.


Voted: That the reports of the several boards of officers and committees of the Town be accepted and placed on file.


Mr. Ralph Drew read the report of the Plymouth Rede- velopment Authority.


Mr. C. Harvey Moore read the report of the Manomet Fire Station Committee.


Mr. William H. Armstrong reported on the Senior High School Building Committee.

THE SECOND REPORT TO THE TOWN OF PLYMOUTH OF THE SEWAGE DISPOSAL COMMITTEE


Ladies and Gentlemen:


Progress in the last year on the sewage disposal commit- tee has been very slow. Most of the work performed during this time has been by our consulting authority, Professor Rolf Eliasson and his associates. They have been in communication with the State Department of Public Health. They have also gone over the plans of the United States Corps of Engineers for future development of the Plymouth Harbor facilities. At the present time, they are in the process of writing a final report to this committee. We shall then be in a position to make our own report to the Town at a later date.


Since the committee is not, at this time, able to give final recommendations to the Town, it is requested that the com- mittee be reinstated for the coming year. We do not see any need, at this time, for further appropriations.


The committee feels that it is making definite progress with this problem and that the cooperation of the State De- partment of Public Health with both the committee and its representatives have been excellent.

To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, Gen- eral Laws.

The Personnel Board and the Finance Committee recom- mend that Schedule A and Exhibit B of the Wage and Salary Classification by-law be amended by substituting therefor the following Schedule A and Exhibit B, to be effective as of January 1, 1961:
