Article 8. To take such action as the Town shall see fit in aid of the Plymouth Public Library, including the Loring Branch Library.
The Committee recommends an appropriation of $49,518, Including the Dog Tax of $2,280.22, of which appropriation $38,343 shall be for Salaries and $11,175 for Other Expenses.

Mr. Charles Henderson moved that the Town raise and appropriate the sum of $49,518, including the dog tax of $2,280.22, in aid of the Plymouth Public Library, including the Loring Branch Library, of which appropriation $38,343 shall be for salaries, and $11,175 for Other Expenses.
Mr. Benjamin Brewster moved to amend Mr. Henderson's recommendation by substituting the following: That the Town raise and appropriate the sum of $50,556, including the dog tax of $2,280.22, of which appropriation $39,381 shall be for salaries, and $11,175 for Other Expenses.
Mr. Benjamin Brewster moved that his motion be taken by ballot and it was so voted.
Voting by ballot, 68 in the affirmative, 99 in the negative, the motion to amend was lost.

Article 9. To see if the Town will appropriate a sum not exceeding $2,250 in aid of the Manomet Public Library.
The Committee recommends an appropriation of $2,250.

Article 10. To see if the Town will vote to raise and appropriate $8,000 for nursing services by the Plymouth Com- munity Nurse Association, Inc .; said appropriation to be ex- pended under the direction of the Board of Selectmen.
The Committee recommends an appropriation of $8,000.
Voted: That the Town raise and appropriate the sum of $8,000 for nursing services by the Plymouth Community Nurse Association, Inc., said appropriation to be expended under the direction of the Board of Selectmen.
Article 11. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, and to authorize the Selectmen to appoint a director in accordance with Chapter 319 of the Acts of 1957.
The Committee recommends favorable action and an appro-
priation of $150.

Article 12. To see if the Town will vote to amend the existing Zoning By-law by substituting therefor the proposed Zoning By-law as reported to the Town Meeting by the Plym- outh Planning Board; and to make an appropriation for ad- ministrative expenses.
In accordance with the recommendations of the Planning Board, the Committee recommends adoption of the Proposed Zoning By-Law, as printed in the back of this report, and an appropriation of $1,000 for administrative expenses.
Voted: By a show of hands, 143 in the affirmative, 1 in the negative, that the Town amend the existing Zoning By- Law, by substituting therefor the proposed Zoning By-Law, as reported to the 1961 Town Meeting by the Planning Board of Plymouth and shown on pages 37-44 incl. of the Advisory and Finance Committee Report, including the maps referred to therein and on file in the office of the Town Clerk, except that in the first sentence of Sect. VII-A, the words "Building Inspector" shall be replaced by the words "Board of Selectmen," and to raise and appropriate the sum of $1,000 to be expended under the direction of the Board of Selectmen for administrative expenses including clerical services.
Mr. Reubin Winokur moved to amend by adding the fol- lowing section to Section III-G:
(e) Detached one and two family dwelling houses.

Article 17. To see if the Town will vote to raise and appropriate or transfer from unappropriated funds in the treasury, a sum of money for Chapter 90 Construction and Chapter 90 Maintenance, or take any action in relation thereto.

Mr. Charles Henderson moved, and it was voted, that the Town consider Article 31, action on which had been post- poned at the March 27th Meeting.
Article 31. To see if the Town will vote to purchase or take by eminent domain for public purposes and the protec- tion of the fishing industry of the town, the lots of land be- tween Eel River and Warren's Cove on Plymouth Beach and shown as Lots 1, 2, 3, 4 and 5 on Plan No. 3383C filed in the Land Registration District of Plymouth County "Subdivision Plan of Land in Plymouth, Delano & Keith, Surveyors," dated August 29, 1958 and make an appropriation therefor; said land

to be under the jurisdiction of the Park Department of the Town.
Recommendation will be made at Town Meeting. The Plan- ning Board recommends.
Voted: (Unanimously) That the Town purchase or take by eminent domain for public purposes, the lots of land be- tween Eel River and Warren's Cove on Plymouth Beach and shown as Lots 1, 2, 3, 4 and 5 on Plan No. 3383C filed in the Land Registration District of Plymouth County "Subdivision Plan of Land in Plymouth, Delano & Keith, Surveyors," dated August 29, 1958 and appropriate $9,000 to purchase those lots which may be acquired by purchase and for expenses for acquiring titles; said land to be under the jurisdiction of the Park Department of the Town.

Article 37. To see if the Town will vote to raise and appropriate $3,200 to purchase 2,000 feet of 21/2" hose for the Fire Department.

Mr. Charles Henderson moved that the Town take up Articles 38, 39 and 40 as one article, and it was so voted.
Article 38. To see if the Town will vote to authorize the Commissioners of Public Safety to appoint an inspector (s) of gas piping and gas appliances in accordance with Chapter 737 of the Acts of 1960.
The Committee recommends that a Committee of three, ex- cluding any town official, or member of the trades con- cerned, be appointed by the Moderator, to study the entire program of plumbing, gas, gas piping and appliances, and wire and building inspections, concerning by-laws required, duties, salaries, fees and permits, and to report at the next annual town meeting.
Article 39. To see if the Town will vote to amend the Building Code of the Town of Plymouth and add the words "or Inspectors," to read as follows: "Section 17a. The Com- mission of Public Safety shall appoint annually, in April, an Inspector or Inspectors of Buildings who shall hold office one year from the first day of May in the year of appointment and until another is appointed and qualified unless sooner removed. Said Inspectors shall be removable at the pleasure of the Commission and a vacancy may be filled at any time for the unexpired term. They shall receive such compensa- tions as the Town may from time to time determine. The said Inspectors shall not inspect their own work or any build- ing in which they are interested."

Article 40. To see if the Town will vote to instruct the Commissioners of Public Safety to appoint a Wire Inspector and alternate Wire Inspector in accordance with the provi- sions of Section 32, Chapter 166 of the General Laws, as amended, and appropriate the sum of $2,500 for salary and expenses.
