REPORT OF HARBOR MASTER


To the Honorable Board of Selectmen:


The 1961 boating season was good. It was the first time in years that boats were turned away due to limited facilities. The large mooring basin for inboards is now filled to capacity.


Again the dragger fleet had a poor season. The party boat fleet had an average season because of weather con- ditions.


Visiting boats are still on an increase due to the popu- larity in boating.


A Harbor Committee was formed and through their efforts some new regulations will be in effect this next year. It will be beneficial to the boating public as well as to the Town.

PLYMOUTH COMMUNITY NURSE ASSOCIATION


January 29, 1962


To the Selectmen


Town of Plymouth:


We are submitting a report of the Plymouth Com- munity Nurse Association for the period between October 1960 through December 1961. In former years, our fiscal year ran from October through September. In October 1960, the Board of Directors voted to adopt the calendar year, effective January 1, 1961.


During this fifteen month period, a total of 7,786 visits were made to patients in Plymouth and Kingston. Of this number, 1,089 visits were made on behalf of the Plymouth Health Department.


Thirteen Chest X-ray clinics were held at the Jordan Hospital with a total of 563 patients X-rayed and ex- amined.


Thirteen Immunization clinics were held during the year. A total of 499 injections against Diphtheria, Teta- nus and Whooping Cough were given by Dr. Frank J. Abate, Board of Health physician.


Two Polio clinics were held during the early summer. 812 patients were injected with Polio vaccine at these two clinics.


Thirty Well Child Conferences were held during this fifteen month period with a total of 763 visits recorded. Dr. C. James Gormley has continued as our Well Child Conference pediatrician.


The nurses have continued to attend conferences and classes throughout the year. These enable us to keep abreast of current nursing information and help us to improve our nursing service.

In June, due to increased operating costs, it was voted by the Board of Directors to increase our fee per visit, which became effective July 1st.


Mrs. Jane Small, R.N., furnished vacation relief this year and Mrs. Ethel Groetzinger, R.N., has continued as our part-time nurse. Mrs. Christine Darsch, L.P.N., has assisted us in giving baths to our chronically ill patients.


In summary, we are happy to tell you that our Board of Health program shows a steady growth, with good pros- pects for increased service during the coming year.


Our bedside nursing case load remains fairly stable, with perhaps, a slight increase over last year's figure.


I would like to take this opportunity to extend my sincere thanks to the staff, the directors and to the mem- bers and friends of this organization, for the help and encouragement extended to me during the past year.

Your libraries are working, as always, to provide the kind of services which will satisfy more and more people. Having the Lord Room, devoted to Plymouth history and genealogy, we were ready and happy to provide some of the materials suggested for study in the course on "Plym- outh Colony in the Seventeenth Century," cooperatively arranged and given by Plymouth School Department and Plimoth Plantation.


Each year there are two weeks especially devoted to library promotion. In November the emphasis during book week is on books for children. National Library Week in April gives us a chance to remind you by radio, TV and movies that books are a form of communication also.


Many people have enjoyed our monthly exhibits of paintings and other forms of art. We thank the exhibitors and the committee.


This year we began lending reproductions of paint- ings in both modern and classical styles, by famous artists. As the collection increases in size we will hope to illus- trate the principal periods in the history of painting. Suggestions and requests are welcome.

Have you seen our new quarterly library newsletter ? Volunteers from the Library Corporation, with the leader- ship of Mr. Martin Person, Jr., who acts as editor, have written book reviews and selected library news. Free copies may be obtained at the library and you may have your name added to the mailing list.


Corporation funds were used to repaint The Lindens annex to harmonize with the brick of the original build- ing. A new, attractive sign was installed on the lawn. Devoted ladies under the co-chairmanship of Mrs. Wil- liam Brewster and Mrs. Roland Holmes conducted the annual book sale.


After working for several years to develop an accept- able law, the Legislature passed Chapter 760, State Aid for Public Libraries. We had hoped that the money as- signed to Plymouth would be added to our budget, but we did not have that good fortune. The money could be used for the purchase of additional books.


Personnel :


Our former student page, Peter Gomes, graduated and has gone on to Bates College. Now in training are Misses Paula Roessel in the adult department and Joanne Rougeau in the boys' and girls' room. Mrs. Francis Savery has returned to help us part time.


Book review programs were given for several or- ganizations. The staff continues professional improve- ment by attending meetings of the Old Colony Library Club, the Massachusetts Library Association, New Eng- land Library Association and the Children's Round Table. A course of five lectures given at Brockton Public Library on selecting books and arranging activities for young adults proved very helpful. The Librarian was honored to serve on the nominating committee for the Old Colony Library Club.

Ann Appleton's Children's Room :


Miss Grace Haigh offers assistance to the schools through school visits twice a year to publicize the new books, and the loan of books to be used by the children in their home rooms.


Loring Branch :


The children of North Plymouth still are enthusi- astic about reading. Many come to the reading room to use the reference books in connection with their school assignments. Adults, on the other hand, are reading less as you will note by the registration and circulation statis- tics which follow :

Third Annual Report - 1961 PLYMOUTH REDEVELOPMENT AUTHORITY


January 11, 1962


The Plymouth Redevelopment Authority, realizing the objectives voted at Town Meeting in 1958, has pro- gressed to the point where Part I of the Application for the Loan and Grant was submitted to the Housing and Home Finance Agency for approval on November 6, 1961.


The events which have been accomplished by this Authority during the year of 1961 are:


The Program for Community Improvements (Work- able Program) was recertified by HHFA on February 1, 1961, thus making available Federal aids in the further- ance of urban renewal to the Town of Plymouth.


Mr. William B. Edmands was re-elected as a mem- ber of the Authority for a five (5) year term.


At the Town Meeting held in March, 1961, Mr. Ralph L. Drew, Chairman of the Authority, explained the War- rant and asked passage of a Fire Prevention Code for the Town. The Fire Code was voted by the Town and subse- quently approved by the Attorney General on August 23, 1961.


Mr. John P. Ryan was engaged as Legal Counsel for the Authority.


Mr. Edward B. Maccaferri was appointed a member of the Authority on May 10, 1961, replacing Mr. Howard P. Barnes who resigned as a member of the Authority.


The Authority, at its annual meeting held on May 1, 1961, elected the following members to hold offices as shown until the next Annual Meeting:

William B. Edmands, Vice Chairman


Clifford E. Sampson, Secretary Russell T. Fry, Treasurer


Mr. Louis H. Ressijac was employed as Executive Di- rector by the Authority in August 1961.

The Summer-High Street Urban Renewal Project, Mass. R-26 has caused many surveys, plans and reports to have been rendered in the course of the year. The Planning and Renewal Associates, Cambridge, Massachu- setts, Planning Consultants to the Authority, completed Part I of the Loan and Grant Application. Their final plans were submitted to the Authority for approval early in November of 1961.


The Authority unanimously approved Part I and for- warded it to HHFA for their approval on November 6, 1961.


The members of the Authority have been diligent, energetic, enthusiastic and devoted in the performance of their duties as members of the Authority.


Throughout the year, the Authority has met with the various boards, committees, and the Board of Select- men of the Town to keep them familiar with the progress of the Summer-High Street Project. In September 1961, a Public Hearing was held at the Town Office Building for the tenants, land owners, and business proprietors in the project area to acquaint them with the plans for redevelopment in the Summer-High Street Area.


Of the $10,000 which was appropriated by the Town of Plymouth to defray the costs of administrative ex- penses, there has been expended $2,814.97, leaving a bal- ance of $7,185.03.


It is the Authority's earnest hope and desire that 1962 will find the Summer-High Street Urban Renewal Project approved by the Town and actual work started in the project area.

REPORT OF THE BOARD OF PUBLIC WELFARE


The members of the Board of Public Welfare on Janu- ary 1, 1961 were Margaret E. McLean, Chairman; Dexter M. Brooks, John J. Magee, Francis H. Murphy and Paul Withington.


At the March 1961 Annual Town Election, John J. Magee, Francis H. Murphy and Paul Withington were re- elected.


At the organization meeting of the Board of Public Welfare held following the Town Election, Francis H. Murphy was elected Chairman of the Board of Public Welfare and Allen B. Wood was appointed Secretary of the Board of Public Welfare.


Allen B. Wood was provisionally appointed Director of Public Assistance on January 1, 1961, pending estab- lishment of a Civil Service list, and on December 27, 1961 was permanently appointed from the Civil Service list.


The 1961 appropriation for Public Assistance was $514,000.00. The total cost of Public Assistance in 1961 was $801,869.74. Federal Grants totalled $363,383.31, leaving $438,486.43 to be spent from the Town's appro- priation. The share of the Commonwealth of Massachu- setts will be approximately $265,056.15.


The 1961 appropriation for salaries and administra- tion was $23,560.00. The total cost of salaries and admin- istration was $38,937.89. Federal Grants totalled $16,- 348.14, leaving $22,489.75 to be spent from the Town's appropriation. The share of the Commonwealth of Mas- sachusetts will be approximately $8,210.90.


It should be pointed out that Federal Grants are advanced and are available to be used in addition to the Town's appropriation but the share of the Commonwealth

of Massachusetts is paid as a reimbursement for expendi- tures from the appropriation and goes into the Town Treasury as revenue.
