a. Any lot lawfully laid out by plan or deed duly recorded or regis- tered in the Plymouth County Registry of Deeds or the Plymouth Land Registry District, which complied at the time of such re- cording or registering, with the minimum area and frontage re- quirements of the Zoning By-Law then in effect in Plymouth may be built upon for residential use, provided that such lot has an area of five thousand square feet or more, a frontage of fifty feet or more, and is in a district zoned for residential use and conforms except as to areas and frontage with this By-Law.
b. Front set-back is to be measured from the right-of-way line where the way is forty feet or more in width; otherwise, front set-back is to be measured from a line twenty feet from and parallel to the center line of the travelled way. Where present buildings on adjoining lots are less than twenty feet from any way line, new buildings may be placed as near the way line as the average of the buildings on said adjoining lots. A vacant lot shall, for this purpose, be treated as though occupied by a building set back forty feet from the center of the way. Corner lots shall have full front set-backs from each of the intersec- ting ways, except that on lots less than sixty feet in width, exist- ing and shown on a plan or plat duly recorded with the Plymouth County Registry of Deeds prior to July 5, 1951, no building shall be erected or placed within thirty-two feet of the center line of a side way or within twelve feet of the way line of a side way.
IV-B. Structures Other Than Dwellings.
A building or structure other than a dwelling hereafter erected in any District shall be located on a lot having not less than the min- imum requirements set forth in the table below. No existing lot shall be changed as to size or shape so as to result in the violation of the requirements set forth below.

SECTION V. GENERAL REGULATIONS
V-A. Non-Conforming Uses.
Any lawful building or structure or use of a building, structure or premises existing at the time this By-Law is adopted may be contin- ued, and, if such building or structure is destroyed or damaged by fire or other cause, it may be restored, even if such building, struc- ture or use does not conform to the reglations of this By-Law, except

that, when a non-conforming use has been discontinued for a period of three years, it shall not be re-established, and future use shall be in conformity with this By-Law.
The Board of Appeals may permit the extension or change of non-conforming uses as in accordance with Section VII B-4 of this By-Law.
V-B. Accessory Buildings.
No accessory building or structure shall be located closer to the lot lines than the minimum distances stipulated for residences in the same district.
V-C. Parking Requirements.
Any building hereafter constructed for or converted to business or industrial use in any district other than Original Commercial, shall be so located upon its parcel of land that there shall be provided on land of the same owners an off-street parking area equal to twice the floor area of the building to be so constructed or converted. The Board of Appeals, in permitting uses of a business nature, shall re- quire adequate off-street parking.
V-D. Trailers.
A trailer used as a dwelling may not be parked on private property, other than a trailer park unless:
(1) The Commission of Public Safety has issued a permit therefor;
(2) The trailer is so parked as to meet the set-back requirements of this By-Law, and is at least ten feet distant from any building;
(3) For a stay in excess of thirty days, the Board of Appeals has granted approval after a public hearing; and then subject to such con- ditions as the Board of Appeals may require; and
(4) For a stay in excess of thirty days, the trailer is placed at least one hundred feet from the nearest edge of any travelled way.
V-E. Signs.
No sign in excess of twelve square feet shall be displayed in any district unless deemed appropriate by the Board of Selectmen and per- mission therefor is granted by said Board.
SECTION VI. SPECIAL ARCHITECTURAL TREATMENT
In view of the unique historical significance of the Town of Plym- outh it is hereby declared the wish of the Town that business buildings erected or remodelled in the Town conform as much as possible in exterior appearance to architectural styles historically associated with this Town. To this end it is requested that architectural plans be sub- mitted by the owner or builder to the Board of Selectmen and to the Building Inspector for comment and suggestions prior to the appli- cation for any building permit.
SECTION VII. ADMINISTRATION
VII-A. Building Inspector.
This By-Law shall be administered and enforced by the Board of Selectmen. The Building Inspector may grant permits for the use of land, and for the construction, alteration and use of buildings, in con- formity with this By-Law. No building shall be built or altered without such a permit. No building shall be occupied until a certificate of occupancy has been issued by the Building Inspector, who may permit occupancy prior to completion of buildings with a temporary occupancy permit subject to conditions which he may prescribe.

VII-B. Board of Appeals.
There shall be a Board of Appeals of three members and two associate members to be appointed by the Selectmen, as provided in Chapter 40A of the General Laws, which shall act on all matters within its jurisdiction under this By-Law in the manner prescribed in Chapter 40A of the General Laws. The Board of Appeals shall have the following powers:
1. Appeals. To hear and decide an appeal taken by any person aggrieved by reason of his inability to obtain a permit from any ad- ministrative official under the provisions of Chapter 40A, General Laws, or by any officer or board of the Town, or by any person ag- grieved by any order or decision of the inspector of buildings or other administration official in violation of any provision of Chapter 40A, General Laws, or of this By-Law.
2. Special Permits. To grant a special permit as provided by sec- tions of this By-Law when it shall have found that the use involved will not be detrimental to the established or future character of the neighborhood and Town and subject to appropriate conditions or safe- guards if deemed necessary.
3. Variance. The provisions of Section IV as to minimum set- back may be varied by the Board of Appeals where, owing to con- ditions especially affecting such parcel but not affecting generally the zoning district in which it is located, a literal enforcement of the provisions of this By-Law would involve substantial hardship to the appellant, and where desirable relief may be granted without nullifying or substantially derogating from the intent or purpose of this By-Law, but not otherwise.
4. Non-Conforming Uses. To permit the extension of a non-conform- ing building or structure throughout the premises, the enlargement of a non-conforming use on the same or a contiguous lot, and the change of any non-conforming use to a specified new use, provided such extension, enlargement, or change is not more detrimental or objectionable to the neighborhood and the Town.
VII-C. Penalty.
Any person violating any of the provisions of this By-Law may be fined not more than twenty dollars for each offense. Each day that such violation continues shall constitute a separate offense.
VII-D. Recording.
Decisions of the Board of Appeals granting rights and privileges under this By-Law shall be recorded at the expense of the petitioner in the Plymouth County Registry of Deeds or the Plymouth Land Registry District, and indexed in both grantor and grantee indexes. VII-E. Amendment.
This By-Law may be amended from time to time at an annual or special town meeting in accord with the provisions of Section 6, Chapter 40A, of the General Laws.
VII-F. Validity.
The invalidity of any section or provision of this By-Law shall not invalidate any other section or provision thereof.

Special Town Meeting - June 29, 1961
The Special Town Meeting was called to order by the Moderator, George A. White at 7:40 p.m.
The number of Town Meeting Members present, as re- ported by records of the tellers, was 163. The Moderator declared a quorum present.
Mr. Donald Tracy moved to consider Article 6 at this time and it was so voted.
Dr. Samuel K. Stewart, Chairman of the Plymouth- Carver Regional District School Committee, was granted per- mission to speak on the proposed Regional School and to show slides.
Mr. William Barrett moved that Article 6 be voted on by ballot and it was so voted.
Article 6. To see whether the Town will vote to approve or disapprove the amount of debt (to wit: $2,450,000) author- ized by the Plymouth-Carver Regional District School Com- mittee at a meeting held on May 22, 1961 for the purpose of constructing, originally equipping and furnishing a regional high school building.

Mr. Spencer Brewster moved that the Town approve the amount of debt : (to wit $2,450,000) authorized by the Plymouth-Carver Regional District School Committee at a meeting held on May 22, 1961 for the purpose of constructing, originally equipping and furnishing a regional high school building.
Voting by ballot, 101 in the affirmative, 60 in the negative, the motion was voted.
Article 1. To see if the Town will vote to amend Sched- ule A and Exhibit B of the Wage and Salary Classification By- law, as it affects the Public Welfare Department, to comply with the new minima of the Welfare Compensation Plan of the Division of Civil Service, effective as of July 1, 1961.
Recommendation from the Finance Committee will be made from the floor.
Voted: That the Town amend the Wage and Salary Clas- sification By-Law in accordance with the recommendation of the Personnel Board and the Finance Committee by deleting from Schedule A the Classification of Dispensing Clerk, and deleting from Exhibit B the Public Welfare Department Sec- tion and inserting in place thereof the following Public Wel- fare Section, to be effective as of July 1, 1961:

To see if the Town will vote to instruct the Moderator to appoint a committee to prepare plans, specifica- tions and estimates of cost for the construction of a 600-pupil Plymouth High School with central facilities designed to ac- commodate 900 pupils, to authorize application to the Com- munity Facilities Administration of the Federal Government for a federal advance for preparation of plans, to make an appropriation from available funds for the expenses of said committee, or take any other action relative thereto.
Recommendation from the Finance Committee will be made from the floor.
Mr. Edward Chase moved that the Town instruct the Moderator to appoint a committee of five, not more than one member to be a member of the School Committee, to prepare plans, specifications and estimates of cost for the construction of a 600-pupil Plymouth High School with central facilities designed to accommodate 900 pupils; that the Town authorize application to the Community Facilities Administration of the Federal Government for a further federal advance of $50,000 for the preparation of plans; that the Town appro- priate from available funds the sum of $500 for the expenses of said committee; and that the Committee appointed under Article 34 of the 1958 Annual Town Meeting be herewith dis- charged, but the motion was lost.

Article 4. To see if the Town will vote to instruct the Moderator to appoint a committee to prepare plans, specifica- tions and estimates of cost for the construction of an addition to the existing Junior-Senior High School, including the ac- quisition of additional land, to make an appropriation from available funds for the expenses of said committee, or take any other action relative thereto.
Recommendation from the Finance Committee will be made from the floor.
Mr. Benjamin Brewster moved and it was voted, that the Town take no action under Article 4.
Article 5. To see if the Town will vote to request the Plymouth-Carver Regional School District Committee to draw up an amendment to the agreement, pursuant to which said Regional School District was established, setting forth the terms by which the Town of Plymouth may withdraw from the said Regional School District.
Recommendation from the Finance Committee will be made from the floor.
Voted: That the Town take no action under Article 5.
Article 7. To see if the Town will vote to raise and appropriate from available funds, including parking meter receipts, the sum of $3,200 to complete the construction of the Middle Street Parking Lot, including the purchase and in- stallation of parking meters thereon.
Recommendation from the Finance Committee will be made from the floor.
Voted: That the Town raise and appropriate from Street Parking Meter Funds the sum of $2,800 to complete the con- struction of the Middle Street Parking Lot including the pur- chase and installation of parking meters thereon.
Article 8. To see if the Town will vote to raise and appropriate from available funds, the sum of $825 as provided in Chapter 40, Section 5, Clause 37 of the General Laws; said appropriation to be spent under the direction of the Board of Selectmen. To see if the Town will authorize the Select- men to purchase for public purposes, including off-street park- ing, the land and buildings thereon of the First National Stores, so-called, on North and Brewster Streets shown as Lots 2, 3, 13A, 17, 18 and 19 of Plat 20 of the Assessors' Plans and to determine whether the Town will appropriate money therefor from available funds in the Treasury, including park- ing meter receipts; or by borrowing under Chapter 44 of the General Laws, as amended, or take any action relative thereto.

Mr. Donald Newey moved that the Town authorize the Selectmen to purchase for public purposes, including off- street parking, the land and buildings thereon of the First National Stores, so-called, on North and Brewster Streets shown as Lots 2, 3, 13A, 17, 18 and 19 of Plat 20 of the Asses- sors' Plans, subject to easements of record, and that the Town raise and appropriate or transfer from available funds for the acquisition of said real estate the sum of $150,000; and to meet such appropriation $50,000 be transferred from Free Cash and

that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $100,000 in accordance with the provisions of Section 7 (3) of Chapter 44 of the General Laws, as amended, so that the whole sum shall be paid in not more than ten years after the date of the issu- ance of the first bond or note or at such earlier date as the Treasurer or Selectmen may determine and that such debt incurred may be paid, in accordance with Section 22B of Chapter 40 of said General Laws, in part from receipts from parking meters.
Mr. William Armstrong moved that the Moderator ap- point a Committee of five to report at the next annual town meeting, the feasibility of purchasing the First National Store property, but the motion was lost.
Mr. Hugh Maraghy moved that the Town authorize the Selectmen to purchase for public purposes, including off-street parking, the land and buildings thereon of the First National Stores, so-called, on North and Brewster Streets shown as Lots 2, 3, 13A, 17, 18 and 19 of Plat 20 of the Assessors' Plans, subject to easements of record, and to any restriction or con- dition acceptable to the Selectmen and that the Town raise and appropriate or transfer from available funds for the acquisition of said real estate the sum of $150,000; and to meet such appropriation $50,000 be transferred from Free Cash and that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $100,000 in accordance with the provisions of Section 7 (3) of Chapter 44 of the General Laws, as amended, so that the whole sum shall be paid in not more than ten years after the date of the issuance of the first bond or note or at such earlier date as the Treasurer or Selectmen may determine and that such debt incurred may be paid, in accordance with Section 22B of Chapter 40 of said General Laws, in part from receipts from parking meters and in the event the premises are not purchased, then said $50,000 will revert to Free Cash, but the motion was lost.
The original motion of Mr. Newey was put before the meeting and voting by a show of hands, 36 in the affirmative, 96 in the negative, and requiring a 2/3 vote, the motion was lost.

Article 11. To see what amount the Town will vote to raise and appropriate from available funds, including parking meter receipts for the purchase and installation of parking meters in that portion of the First National Store Lot, so- called, allocated to off-street parking.

Article 12. 'To see if the Town will authorize the Select- men to appoint a committee of five members to study the uses to which the building together with the means of ingress and egress on the former First National Stores property shall be put and to report its findings to the next Annual Town Meeting.
