According to Sec. 137 of the General Laws, the owner or keeper of a Licensed dog shall cause it to wear around its neck or body a collar or harness of leather or other suitable material, to which shall be securely attached a tag. Any dog without a tag or some means of identifica- tion may be declared a stray dog, and be taken imme- diately to the dog "Pound." If the owner is later learned, he can be assessed the usual charges for boarding and picking up the dog.


All dogs three months old or over must be licensed as of March 31. These licenses can be obtained from the Town Clerk.

Your safety and well-being foremost in our minds at all times, it has become necessary to further expand the amount of work to be done by the Police Dept. The officers and myself have been working, alternately six hours per night since last March. In this "tour" of duty, all town buildings and business establishments are checked to see that everything is in order. I am now asking for another increase in our budget which will allow me to run the de- partment, nightly, on a year around basis. Of this amount, it is possible to have an officer on duty at different times during the day, which I also feel is necessary. The possible appearance of a police officer is believed to be one of the greatest deterrents to crime.


The need for equipment for the dept. is becoming more apparent all the time. An article has been placed in the "Town Warrant" for your consideration, which would give your "Police Dept." a suitable vehicle with which it could effectively and efficiently perform the duties which confront the police dept., at different times. This vehicle would also be equipped with means of "Communications" which could result in a great saving to the community. A Police Cruiser commands a lot of attention in any com- munity and makes the work of a police officer much easier, and also makes it possible for faster contact between "peo- ple and places".

It is with great regret that we had to insert in our records the death of Donald Gaskell as the result of an automobile accident. Our accident rate for the year, be- ing a little lower that last year, makes me feel quite sure that people are realizing more and more just how danger- ous an automobile can be. The number of complaints, which are few, that are received concerning the "licensed operators" of Mendon is evidence that you are as a whole, a good group of drivers. Let us keep up the good record and make our community one of the "safest" in the state.


The rate of pay of the police officers was increased last year to the sum of $1.40 per hour. The rate per mile for the use of the officers car was increased to 10g. The records show that a total of 15,185 miles were traveled by the dept., in the performance of their duties.

REPORT OF THE TREE WARDEN


To the Honorable Board of Selectmen:


I herewith submit my annual report for the care and removal of trees for the year 1958.


Spraying was done by aeroplane for the Elm Beetle and Insect Pest Control. Ground spraying was done for poison ivy in many sections of the Town.


The Department of Natural Resources have recom- mended $1,450 for the spraying and control of Insect Pest and Elm Beetle for the coming year. I feel this work should be done in order to preserve our remaining shade trees.


During the year I have cut down four maples, two ash, two oaks, two butternuts and two locust that were dead and had to be removed. Also the usual trimming of dead and low branches was done. I have also cut down and disposed of forty-nine elm trees on various streets, the average size of these trees being forty-two inches.


I have made a survey of the dead elms on the public ways and of those dead on private property which over- hang the public ways. On the public ways alone there are approximately 185, (large and small), of these trees. In most cases the Dutch Elm Disease has killed them. As they are a menace to public travel, they come under the jurisdiction of the Tree Warden. Therefore I recommend a slightly larger appropriation than in the previous year for their removal. Many elms now living, which look good, may die within the year.

I realize that to take down this number of dead elm trees and dispose of them, in one year, would be costly; but possibly a three year program would be sufficient to accomplish this work.


Some work would have to be done by tree experts as aerial buckets are required where electric and telephone wires are involved. Also tree experts are needed for re- moving some of these elms which are six to eight feet in diameter as they have the equipment necessary for re- moval of trees of this size.


During the year I took samples of eighty-six elms. Seventy-two of these were reported diseased by the Shade Tree Laboratory in Amherst. Fourteen had negative re- ports, but being dead, had to be removed. Since I re- ceived the above report forty-two more have died.


It has been brought to my attention that in the Old Cemetery at the intersection of Providence and George Streets, there are approximately fourteen dead elm trees. As the Town owns this property, they will have to be cut and taken away. There are also three elms in the yard behind the Fire Station.


If all of the necessary work on trees was to be com- pleted in one year, it would mean hiring outside help. This would cost approximately three times what it now costs to take down and dispose of a tree. That is why I feel that if the same appropriation is met for three years it will take care of all the dead elms that are on our highways at the present time.


The Worcester County Electric Co. and the New Eng- land Tel. & Tel. Co. have been very cooperative in help- ing to stand some of the expense of trimming and taking

down trees on various streets where their wires were con- cerned. They also helped where trees from private prop- erty also endangered our streets and sidewalks.


The Highway Surveyor and men have worked with me the past year cleaning up after these trees have been cut down. Without their help and the use of the Highway Department's trucks and front end tractor loader, I could not have accomplished all of this work.


I wish to thank the Board of Selectmen, the High- way Surveyor and the townspeople for their cooperation and assistance during the past year.

The Fire Department answered 18 alarms in 1958 at an estimated damage of $1,700, as follows:

The Firemen held a parade and entertainment fol- lowed by refreshments the night before the Fourth of July. This was enjoyed by all.


The Fire Station was decorated at Christmas and with the Grange the Firemen lit the tree on Founders Park.

Gentlemen:


The Forest Fire Department answered 17 alarms in 1958. Fires burned over six acres of wood and sprout land and 11 acres of grass. They are listed as follows:
