Article 7. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highways Maintenance, or take any action in relation thereto.

Article 8. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treas- ury, a sum of money for Chapter 90 Highway Construc- tion, or take any action in relation thereto.


Recommended: $95.00 be raised and appropriated; $2,904.28 be taken from Chapter 718, Acts of 1956 and $6,000 be taken from available funds.


Article 9. To see if the Town will appropriate any sum of money for the operation and repairs of Town machinery, a part or whole to be taken from the Road Machinery Fund, or take any action in relation to the same.


Recommended: $3,000 be taken from Road Ma- chinery Fund.


Article 10. To see what action the Town will take regarding any legal proceedings that may be brought against or by the Town.


Article 11. To see if the Town will authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of Tax Title thereon and to execute, acknowledge and deliver a proper deed or deeds therefor, authority therefor to terminate March 6, 1961, or take any action in relation thereto.

Article 12. To see if the Town will vote to appro- priate the Dog License Refund from Worcester County in 1960 to be used for General School Expenses in 1960, or take any action in relation to the same.

Article 13. To see if the Town will vote to transfer the sum of $5,000 from unappropriated Available Funds in the treasury to the Stabilization Fund, or take any action in relation thereto.

Article 14. To see if the Town will vote to appro- priate from the Available Surplus Funds of January 1, 1960, the sum of twenty thousand dollars ($20,000) to reduce the tax levy for the current year, or take any other action in relation thereto.

Article 15. To see if the Town will vote to raise and appropriate the sum of $350 for repairs to the Old Library Building, or take any action in relation thereto.

Article 16. To see if the Town will vote to amend the By-Law establishing a Finance Committee by re- wording Section 1 of said By-Law as follows:


"Section 1. There shall be a Finance Committee, consisting of five members, to be appointed by the Board of Selectmen. All duly appointed members of the committee shall continue as such until their successors are appointed. The Board of Selectmen shall fill, by appointment, vacancies in the commit- tee at any time occurring by reason of death, resigna- tion, or from other causes."

Article 17. To see if the Town will vote to adopt the following by-law or take any other action in relation thereto:


"To establish a Planning Board to consist of five (5)


members under the General Laws, Chapter 41, Sec- tion 81-A. The members of this board shall be appointed by the Moderator at the March Town Meeting and shall consist of:


a. 1 member of the Board of Selectmen for a term of 1 year.


b. 1 member of the Board of Assessors for a term of 2 years.


c. 1 member of the School Committee for a term of 3 years.


d. The Highway Surveyor, for a term of 4 years.


e. 1 member of the Water Commissioners for a term of 5 years.


At the expiration of the terms of these original ap- pointees, their successors shall be elected for terms of five years."


Article 18. To see if the Town will vote to adopt the following by-law or take any other action in relation thereto:


"To establish a Board of Appeals for Subdivisions under authority of General Laws Chapter 41, Sec- tion 81-Z. Said Board to consist of three members to be appointed by the Selectmen within thirty (30) days of the time this by-law becomes effective as fol- lows :- one for the term of one year; one for the term of two years; one for the term of three years. At the expiration of the terms of these original appointees, appointments shall be for terms of three years each. The members of this board shall be composed of

voters of this town who are owners of real property. Associate members to fill vacancies caused by un- avoidable absence, inability to act or interest on the part of a member of the Board may be appointed by the Selectmen in a similar manner."


Article 19. To see if the Town will vote to raise and appropriate $200 or any other sum to be used by the Planning Board for necessary expenses of said Board or take any other action in relation thereto.


Recommended: The $200 be raised and appro- priated.


Article 20. To see if the Town will vote to raise and appropriate $100 or any other sum to be used by the Board of Appeals for necessary expenses of said Board or take any other action in relation thereto.


Recommended: The $100 be raised and appro- priated.


Article 21. To see if the Town will vote to trans- fer the following unexpended balance to the Excess and Deficiency Accounts:

Article 22. To see if the Town will vote to abolish the Post-War Rehabilitation Fund and transfer the sums of money in said account to the Excess and Deficiency Accounts, or take any action in relation thereto.

Article 23. To see if the Town will vote to accept a legacy of $100, plus accumulated interest, the annual income of which is to be spent for the care of John S. Cox, Joseph Bates and Joseph S. Cox lots in the Bicknell Cemetery so-called, in the Town of Mendon.

REPORT OF THE FINANCE COMMITTEE


To the citizens of the town of Mendon:


We are incorporating into our report this year a new financial set up that will give you comparative costs for four previous years, with our recommendations for the year 1960.


We would remind you again that the Finance Com- mittee is only an advisory committee.


As a taxpayer you should be increasingly aware of town expenditures and that as you appropriate funds you are obligated to pay for them.


In the face of a 40% increase in our school budgets for 1960, we would remind all departments that they should be diligent, and considerate of the taxpayer, in spending money wisely, avoiding unnecessary frills and fancies.


Our meetings are open to the public at all times.


Under Article 16 of the Warrant we ask you to in- crease the Finance Committee to five members. We feel that it is vitally important for more people to become familiar with the overall expenditures of the town.
