Plymouth ss.
To any Constable of the town of West Bridgewater in the County of Plymouth, Greeting:
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of said town qualified to vote at elections and in town affairs, to assemble at the Town Hall, in said town on Monday, the sixth day of March, at six o'clock in the morning, then and there to act on the following arti- cles, viz :
ART. I. To choose a Moderator to preside in said meeting.
ART. 2. To choose all necessary town officers and bring in their notes "Yes" or "No" on the following ques- tion : "Shall license be granted for the sale of intoxicating liquors in this town?"
ART. 3. To hear the annual report of town officers and committees, and act thereon.
ART. 4. To act on the list of jurors as reported by the selectmen.
ART. 5. To raise such sums of money as may be necessary to defray the town charges for the ensuing year, and make appropriation for the same.

ART. 6. To see if the town will authorize the treas- urer to borrow money, in anticipation of taxes to pay charges against the town.
ART. 7. To see if the town will appropriate money for necessary transportation of pupils to grammar schools.

AUDITOR'S REPORT.
In accordance with provisions of Chapter 25, Section 79, of the Revised Laws of the Commonwealth of Massa chusetts, I have carefully examined the books and accounts of the various Town Officers charged with the receipt and disbursement of money. The books of the Selectmen show that orders upon the Treasurer amounting to $20,393 72 have been drawn by them during the year, and vouchers to this amount have been found on file. The books of the Treasurer show the payment of orders to the same amounts. The various accounts of the Trea- surer have been examined and approved. The balance of cash reported in the treasury was found to be on hand or on deposit in the Plymouth County Safe Deposit and Trust Company.
Much time has been devoted to the examination of the accounts of the Collector. The numerous entries made upon his cash books during the year have been carefully compared item by item with those made in the tax lists. No errors or omissions were found. I think that the Collector should be highly complimented for the collection of so many taxes up to the present time. He has conducted the duties of the offices which he holds honestly and faithfully, and in a thorough business-like manner. There have been a few tax abatements drawn by the Assessors. I have carefully checked each tax so abated by the abatement slip and approved of the same.

Your Auditor does not wish to censure or criticise, but he would earnestly recommend the discontinuance of a poor system which he finds has long existed, and that is the continual drafts upon the treasury to meet overdrafts on the appropriation and would most respectfully suggest that the town take action as follows :
To require the Selectmen and all other Town Officers, if in any case the amount specifically appropriated for any purpose proves inadequate, to cause the matter to be brought before a special meeting of the town, and in no event exceed an appropriation without the vote of the town has first been obtained.
