"A nation born in righteousness must live righteous- ly. The menace of today is not ignorance, but the lack of controlling moral sentiment. We cannot endure as a people if we place a higher estimate on learning than we accord to virtue. The time has come when we would better teach less cube root and devote more attention to the fundamental principles of right living. That training of the will which keeps us in the right path is more to be desired than the wisdom found in books. That school serves the child best which helps him to do instinctively the right thing,

to feel approval for the act done, and at the same time, to have an intelligent understanding of . the issues involved."
While this work has been advancing, the high school has been coming to the front, until
HOWARD now in the larger cities, it demands HIGH SCHOOL. our attention as the " people's college."
These large schools in the centres of population, where the valuation is high, are enabled to offer a great variety of courses, and in some cases even attempt to give technical training in the manual arts and com- mercial occupations. For obvious reasons, this breadth of choice cannot be offered in our smaller High schools, consequently, we must turn our attention to those sub- jects which seem to have the most all around develop- ing influence, and which will help the greatest number of pupils.
From my various observations and impressions, it seems to me that the present course in the Howard High School is accomplishing this result. Upon my various visits to this school, I have noticed that the number of pupils has increased and the interest con- tinues to be maintained.
That this is so, is due in a great measure to the per- sonal efforts of the teacher in charge.
The regular work of the school continues to be of a high order, and I wish especially to commend the work in English and Mathematics.
At the beginning of the Fall term a new course of study was offered to the pupils, allowing them a wider opportunity in choice of subjects, and making it pos- sible for them to select such subjects as seem best adapted to their future needs.

The action of the Board of Library trustees in grant- ing to this school and other schools of the town the use of the Century dictionary, deserves our hearty ap- probation, for in the High school there is always great need of valuable reference books.
Among the present student body at the High school are several who intend to take courses in higher institu- tions of learning. As parents and citizens, we ought to be especially proud of those boys and girls among us who are ambitious enough to continue in their school and endeavor to make more of themselves than. can be made if they begin to earn their own livelihood at the ages of fourteen or sixteen years.
That the spirit in the High school is good and that the pupils enjoy their work, speaks well for the efforts of all teachers connected with this school. It seems 1 to me that the work done by the teacher of physical culture, has helped as much as anything to give these; boys and girls erect figures and gentlemanly and lady -; like bearing. On the whole, I feel that the citizens of: the town are to be congratulated that so many oppor- tunities of improvement are offered to their children of High school age without any burden of taxation upon the town.
In regard to the future possibilities of this school, I wish to say that I have been asked by the trustees to make whatever recommendations seemed to me to be for the best interest and well being of the pupils who attend this school.
Basing my requests upon the preceding thoughts and arguments I would hereby recommend :

FIRST. That you provide Chandler adjustable desks, and a teacher's desk for the Cochesett Primary school.
SECOND. That a wood house be erected in the rear of the Cochesett building.
THIRD. That some definite action be taken in re- gard to further consolidation.
FOURTH. That as soon as possible your course of study be published and made permanent. This course to be a basis of the work and to be changed only by vote of the Board after deliberation. That this course be made elastic enough to admit of simple alterations which shall tend to keep our work modernized and in close relation to the best thought of the day, with due regard to interest and well being of the child.
Again I wish to extend to the School Board, teachers, and all who have contributed in any way to the success and progress of the schools, my sincere gratitude.
