sive, of chapter 102 of the revised laws, as amended by chapter 187 of the acts of the year 1902.
20. Every keeper of a shop for the purchase, sale or barter of junk, old metals or second hand articles within the limits of the town, shall keep a book in which shall be written at the time of every purchase of any such article, a description thereof, the name, age and residence of the person from whom and the day and hour when such purchase was made; such books shall at all times be open to the inspection of the selectmen and of any person by them authorized to make such inspection; every keeper of such shop shall put in a conspicuous and suitable position on his shop, a sign, having his name and occupation legibly inscribed thereon in large letters; such shop and all articles of merchandise therein, may at all times be examined by the selectmen or by any person by them authorized to make such examination; and no keeper of such shop and no junk collector shall, directly or indirectly, either pur- chase or receive by way of barter, sale or exchange, any of the articles aforesaid of a minor or apprentice, knowing or having a reason to believe him to be such, and no articles purchased or received by such shop keeper shall be sold until at least one week from the date of its purchase or receipt has elapsed.
Such shops shall be closed between the hours of 6 p. m. and 7 a. m., and no keeper thereof and no collector shall purchase any of the articles aforesaid during such hours.
21. No person shall spit upon the floor or walls of any public building, waiting station, church, hall or . public office, or upon the steps or approaches to the same; nor upon any door-step, portico or other projection from any house, store or building not his own; and for any offence against this by law, each offender shall forfeit and pay a fine of not more than one hundred dollars.

The board of health shall pass such regulations, within the statutes, as shall be for the best intersts of the town having regard to the health and safety of the citi- zens thereof.
22. Except as otherwise herein provided, every viola- tion of the foregoing by-laws shall be punished by a fine of not less than one dollar nor more than twenty dollars.

The total number of volumes now in the Library is 6,226, 221 having been added during the year. For list of titles see posters in Library.
The magazine department has many of the leading periodicals of the day for general circulation, adding much by their number and variety to the attractions of the Library for those interested in current literature. Among those to be found each month are The World's Work, Re- view of Reviews, Harper's, Century, Atlantic, New Eng- land, Good Housekeeping, St. Nicholas, etc.
The Librarian reports the number of books issued for home use to be 4,281, classified as follows :

In December the resignation of Mr. Packard as Treasurer was received by the Trustees with regret. As Chairman and Treasurer of the Board for more than twenty years, his active interest and attention to details have rendered invaluable service in maintaining the efficiency of the Library, which his co-workers most truly value. Miss Edith F. Howard now fills the office of Treasurer.
A small portion of the Mrs. Edgerly fund ($500.00) given last year, has been used in the purchase of such books as will be of permanent value to the Library.
The Cornelia Alger and Francis E. Howard funds remain on deposit in the East Bridgewater and Brockton Savings Banks. All books purchased from such funds given to the Library, will be labelled by the donor's name.

By agreement of the three towns forming our school union the yearly payment of the superintendent is made in this order : East Bridgewater for three years, West Bridgewater for two years, and Raynham for one year. The time for the payment by our town began on May 20.
Under' 'Official Expenses" will be found payments made committee for their regular meetings, and also other expenses naturally connected with supervision of schools.
Medical Inspection in conformity to state law has been made in a systematic and thorough manner, as will be seen in the report of the inspector.
In aranging for the special repairs at the Matfield school house, for which an appropriation of $175 was voted by the town, it was found that the ceiling in the main room was seriously cracked and in danger of falling at any time; and also that leaks on the east side of the roof could be stopped only by re-shingling.
With so many buildings to be kept in repair, adequate provision for repairs should be recommended yearly by the committee.
This year the grammar building at the Center needs repainting, and also that at Cochesett.
Most of the pupils from the outside districts who attend the Center grammar school, and a few residing in this district, must spend the noon recess at the building. In pleasant weather it is desirable that this recess should be mostly spent on the grounds outside for fresh air and exercise but in storms and severe cold weather adequate shelter and comfort are required. Theretofore the basement room on the girls' side has had no means of heating, and the girls have taken their lunches in the halls,- avery in- convenient arrangement. During the summer vacation a register opening into the girls' basement room, was put in the hot-air flue, by which that room can be warmed when necessary. The boys have always had the advantage of heat direct from the furnaces.
