Report of the Board of Health.


The Board of Health has during the year abated three nuisances.


Twelve cases of Scarlet Fever and one case of Diphtheria have been reported, quarantined and the houses fumigated. All recovered.


Four cases of Measles were reported. All recovered. Three cases of Tuberculosis were reported. One died.

Auditors' Report.


We have carefully examined the books and accounts of the various town officers charged with the receipt and dis- bursement of money. The Treasurer's accounts were found correct, all payments being properly covered by orders from the Selectmen or Water Commissioners. Collection of taxes and water rates have been carefully checked and taken to- gether with the uncollected amounts agree with the commit- ments. The cash on hand and the bank balance December 31st, have been properly verified. The accounts of the Library Treasurer have been audited and found correct.

Mrs. Prescott Snell has continued her useful work in cir- culating books in the North Elm Street district.


The resignation of Miss Elizabeth Kingman, after a faithful service of more than thirty-three years, was most regretfully accepted. No other person has ever accomplished so much for our Library, or given the Town so many consecu- tive years of service as Miss Kingman, and the Trustees heartily and unanimously recommend that, at the forthcom- ing annual Town meeting, she be made Honorary Trustee, in accordance with established precedents.


It will be necessary to make changes in the basement for the storage of surplus books and public documents. For this purpose the Trustees ask an appropriation of one hundred dollars, in addition to the usual sum appropriated for running expenses.

Librarian's Report.


The year has been very satisfactory, there being an in- crease in circulation of books and magazines. The reading room has been well patronized by the Grammar School pupils on Wednesdays, and by many others both Wednesday and Saturday afternoons and Saturday evenings. The importance of having a catalogue in every family for selection of books has not been appreciated as we would like. There were 176 books and 30 magazines taken for use in the public schools. Books destroyed from contagious diseases 15; worn out 4; replaced 2. There are 276 subscribers.

ANNUAL TOWN MEETING.


A meeting, duly warned, of the inhabitants of West Bridgewater qualified to vote in elections and on town affairs, was held in the Town Hall in said town, on Monday, March 2, 1914, at 5.45 o'clock in the forenoon, and the following is a record of said meeting, viz :--


William A. Hambly, Thomas Luddy, Harold S. Lyon, Charles H. Egan, Albert C. Snow, Daniel T. Sullivan and Arthur C. Peckham were sworn to a faithful performance of their duties by the Town Clerk.


The ballot box was inspected previous to the opening of the polls and found to be empty.


Chose Howard B. Wilbur, Moderator.


. Voted, -That the polls be closed at 4 o'clock.


Voted, -- To rescind the vote whereby it was voted to close the polls at 4 o'clock.

The meeting convened in accordance with the vote of ad- journment, at 7.30 o'clock on the evening of Monday, March 9, 1914.


Voted, -To choose all town officers not elected on the official ballot.


Voted to choose five Field Drivers, -Chose, Joseph C. Howard, Albert Manley, George F. Ryder, Elmer E. Howard and Presson West.


Voted to choose three Fence Viewers .- Chose, Clinton P. Howard, Cecil N. Andrews, Henry C. Kinney.


Voted, -To choose five surveyors of Lumber and Measur- ers of Wood and Bark,-Chose, Clinton P. Howard, Edwin H. Thayer, William F. Ryder, Algernon S. Lyon and Warren P. Laughton.


Voted,-That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1st, 1914, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Voted,-That the School Committee be requested to make some arrangement in regard to the establishment of a "No School Signal."

Voted, -To raise and appropriate the sum of $100.00 to establish street bounds.


Voted, -To raise and appropriate the sum of $382.73 to pay property owners liability for work of sappression of gypsy and brown tail moths.

Voted, -That the sum of $5,000.00 be and the same is hereby appropriated for the purpose of a water supply in accordance with the provisions of Chapter 138 of the Acts of the Legislature for 1910, as amended by Chapter 141 of the Acts of 1912, and construction for the same upon streets and ways in the town, to or upon which in the discretion of the Board of Water Commissioners it may seem expedient or de- sirable to extend such water supply; and that under the authority of said chapters the Town Treasurer be, and he hereby is authorized to borrow the sum of $5,000.00 and to issue the bonds of the town therefor, to be denominated "West Bridgewater Water Loan, Act of 1910." Said bonds shall be signed by the Treasurer and countersigned by the Water Commissioners, shall bear interest at a rate not ex- ceeding five per cent. per annum, payable semi-annually, shall be dated April 1st, 1914, and shall be paid within periods not exceeding thirty years from their date of issue, in twenty- five proportionate annual payments of $200.00 each, the first of said payments to be made April 1st, in the year 1915. The vote was, Yes, 43; No, 3.


Voted, -That the sum of $3,000.00 be and the same is hereby appropriated for a water supply in accordance with the provisions of Chapter 138 of the Acts of the Legislature for 1910 as amended by Chapter 141 of the Acts of 1912, and construction for the same upon South Main, Bedford, Keenan Streets and Columbus Avenue, the whole or any part thereof, or upon any other streets or ways in said town to or upon which in the discretion of the Board of Water Commissioners it may seem expedient or desirable to extend such water sup- ply; and that under the authority of said chapters the Town Treasurer be and he hereby is authorized to borrow the sum of $3,000.00, and to issue the bonds of the town therefor, to be denominated "West Bridgewater Water Loan, Act of 1910." Said bonds shall be signed by the Treasurer and countersigned by the Water Commissioners, shall bear inter-
