Annual Town Meeting.


MARCH 7, 1910.


A meeting, duly warned, of the inhabitants of the town of West Bridgewater, qualified to vote on town affairs, was held at Town Hall, in said town, on Monday, March 7, 1910, at 7.30 o'clock in the evening and the following is a record of said meeting, viz .:


The meeting was called to order by the Town Clerk.


Chose Howard B. Wilbur, Moderator.


Voted, That the reports of the Town Offcers and Com- mittees be accepted and placed on file.


Voted, That the town recommend to the School Com- mittee that they extend the school year from 36 weeks to 38 weeks, with the understanding that the work shall not be enlarged.


Voted, -- That the Treasurer be; and he hereby is author- ized, with the approval of the majority of the Selectmen, to borrow from time to time during the current municipal year, beginning January 1, 1910, in anticipation of the taxes of such municipal year, sums not to exceed at any one time out- standing $8,000, for the purpose of meeting the current expenses of the town, and to give the notes of the town therefor, payable within one year from their dates. All debts incurred under authority of this vote shall be paid from the taxes of said current muncipal year.

Voted, -Not to accept Francis Avenue and Elmer Avenue as laid out by the Selectmen.


Voted, That the Selectmen hereafter be instructed to call the Annual Town Meeting for the election of officers on the 1st Monday in March, at six o'clock a. m., and the busi- ness meeting as soon thereafter as in their judgment seems best.


Voted, That taxes be due October 15, and interest at the rate of six per cent. per annum be added after that date, and all taxes remaining unpaid Junuary 1st be collected by due course of law.


Voted, -That the Tax Collector be instructed to collect all taxes remaining unpaid November 1, of persons not assessed on real estate.


Voted,-That the Selectmen constitute the Board of Health.


Voted, -That the town authorize its Treasurer to deposit its funds in the Plymouth County Trust Company, or in the Home National Bank.


Voted, -That the officers usually chosen by nomination be chosen at two o'clock, on the day of the election of officers, March 21, 1910.


Voted, -To raise and appropriate the sum of $75 00 for the Assessors to complete their card system.


Voted, -That the several sums voted and appropriated be assessed on the polls and estates of the town.


Voted, -To dissolve the meeting.

Voted, That the polls be closed at 4 o'clock.


The ballots for the town officers having been counted and declaration made thereof, showed the election of the fol- lowing persons:


Water Commissioner for three years, Hervey Dunham. Water Commissioner for two years, Edwin H. Lothrop. Water Commissioner for one year, Orvis F. Kinney.


On motion of Edward B. Maglathlin the following motion was put, but was defeated: "That the additional sum of $50 be appropriated for town officers, and that the town compen- sate the Water Commissioners for necessary expenses incur- red in the discharge of their duties, and pay them such sum per hour for actual services rendered as is paid to the mem- bers of the Board of Selectmen; provided, that the amount of bills presented by the Commissioners for services and ex- penses during the year 1910, shall not exceed the additional appropriation of $50 for town officers."


Voted, -To dissolve the meeting.

SPECIAL TOWN MEETING.


AUGUST 30, 1910.


A meeting duly warned, of the inhabitants of the town of West Bridgewater, qualified to vote in elections and on town affairs, was held at the Town Hall, in said town, on Tuesday, August 30, 1910, at seven and one-half o'clock in the afternoon, and the following is a record of the doings of said meeting, viz :


Chose Howard B. Wilbur moderator.


Mr. Hervey Dunham in behalf of the Board of Water Commissioners presented a written report.


Voted, That the report be accepted in full, and that their recommendations be considered under Article 3.


Voted, That the sum of seventy-five hundred dollars be and the same is hereby appropriated for the purpose named in Chapter 138 of the Acts of 1910, and that under the authority of said chapter of the Town Treasurer be and he is hereby authorized to borrow said sum of seventy-five hundred dol- lars and to issue the bonds of the town therefor, to be de- nominated, "West Bridgewater Water Loan, Act of 1910," said bonds shall be signed by the Treasurer, and be counter- signed by the Water Commissioners, shall bear interest at a rate not exceeding five per cent per annum, payable semi- annually, shall be dated September first, 1910, and shall be paid within periods not exceeding thirty years from their date of issue, in twenty-five annual proportionate payments of three hundred dollars each, the first of said payments to be made September first, in the year nineteen hundred and fifteen." (The vote 119 yes, 46 no.)


Voted,-That the Board of Water Commissioners be authorized to make such arrangements and to enter into and execute such contract or contracts with the city of Brockton or with others, as may be necessary or expedient for the pur- pose of obtaining water from such city or for any of the purposes mentioned in article three.

A motion made by W. N. Wade, "That the town instruct the Board of Water Commissioners to put in four hydrants in the district, at Brooks Place, Sunset Avenue, Spring street and at the end of the line," at the expense of the town, was lost.

Voted, -"That the sum of twenty-five hundred dollars be and the same is hereby appropriated for the purpose of a water supply in accordance with the provisions of Chapter 138 of the Acts of 1910, and construction for the same upon Grant and Crescent streets, and Francis and Elmer Avenues or upon any of said streets or avenues, or upon any other street or ways in the town to or upon which in the discretion of the Board of Water Commissioners it may seem expedient or desirable to extend said water supply; and that under the authority of said chapter, the Town Treasurer be and he hereby is authorized to issue the bonds of the town therefor, to be demonstrated "West Bridgewater Water Loan," Act of 1910; said bonds shall be signed by the Treasurer, and countersigned by the Water Commissioners, shall bear in- terest at a rate not exceeding five per cent per annum pay- able semi-annually, shall be dated December first, 1910, and shall be paid within periods of thirty years from their date of issue, in twenty-five annual proportionate payments of one hundred dollars each, the first of said payments to be made December first in the year nineteen hundred and fifteen." The vote was, yes, 44, no, 4.


Voted, -That the Commissioners be and they are hereby authorized to make such arrangements and enter into and execute such contract or contracts as may be necessary or expedient for the purposes mentioned in articles three or five."

A meeting duly warned, of the inhabitants of West Bridgewater, qualified to vote on town affairs was held at Town Hall, in said town, on Friday, November 25, 1910, at 7.30 o'clock in the evening, and the following is a record of the doings of said meeting, viz .:

Adelbert A. Goss, Daniel J. Lathrop, William A. Hambly and Arthur C. Peckham were appointed as election officers and duly sworn by the Town Clerk.


Voted,-That the sum of ten thousand dollars be and the same is hereby appropriated for the purpose of a water sup- ply in accordance with the provisions of Chapter 38 of the Acts of the Legislature of 1910, and construction for the same upon Elm Street from the present construction to River Street, and upon West Centre Street from Elm Square to Central Square, or upon either of said streets, the whole or any part thereof, or upon any other streets, or ways, in said

town, which in the discretion of the Board of Water Commis- sioners it may seem expedient or desirable to extend such water supply. and that under the authority of said chapter the Town Treasurer be, and he hereby is authorized, to borrow said sum of ten thousand dollars and to issue bonds of the town therefor, to be denominated "West Bridgewater Water Loan, Act of 1910; " said bonds shall be signed by the Treasurer and countersigned by the Water Commissioners, shall bear interest at a rate not exceeding five per cent. per annum, payable semi-annually, shall be dated January first, 1911, and shall be paid within periods not exceeding thirty years from their date of issue, in twenty-five annual porpor- tionate payments of four hundred dollars each, the first of said payments to be made January first in the year ninteen hundred and sixteen. The vote was yes 40; no 17.


Voted,-"To defer further action until the result of the ballot under article two is announced."


Voted, -"That the Board of Water Commissioners be, and they are hereby authorized, to make such arrangements and enter into and execute such contract or contracts as may be necessary or expedient for the purpose mentioned in article two."

Citizen's Caucus.


A caucus for the nomination of town officers, required by law to be chosen by ballot, to be elected at the annual town meeting in West Bridgewater, will be held at the Town Hall, Tuesday, February 14, 1911, at 7 o'clock, p. m. The meet- ing will be called to order by the Chairman of the Caucus Committee.


Town Meeting.


The annual town meeting for the election of officers will be held in Grange Hall, Monday, March 6, 1911. The meet- ing for the transaction of business will be held Monday evening, March 13, 1911, at 7.30 o'clock p. m.
