ANNUAL TOWN MEETING MONDAY, MARCH 10, 1947


Meeting called to order at 7:30 o'clock by the Moderator, E. Marion Roberts. Warrant was read by Town Clerk, H. E. Bryant.


The meeting proceeded as follows:


ARTICLE 1.


To choose Town officers for the ensuing year not elected on the official ballot.


Surveyors of lumber, wood and bark: Albert Howard, James A. Hemenway, Chester R. Ripley.


Field Drivers: Clinton Howard, Edward Asack, Frank Burque.


Fence Viewers: Richard Keith, Thomas Carnes, George Tucker.


ARTICLE 2.


To hear the reports of all Town officers and committees and act thereon. Motion made to accept reports of Town officers.


ARTICLE 3.


To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1947 and to issue a note or notes therefore, pay-

able within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Moved that the Town authorize the Town Treasurer with the approval of the selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 5.


To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90, Highway Maintenance or take any action relative thereto.


Moved that the sum of $1,500.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90, Highway Maintenance and that, in addition the sum of $3,000.00 be ap- propriated from surplus revenue to meet the State's and County's share of the cost of the work, the reimbursement from the State and County to be restored upon their receipt, to the Surplus Rev- enue Account.


Upon vote motion was carried.

ARTICLE 6.


To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for Chapter 90, New Construction, or take any action relative thereto.


Moved that the sum of $3,000.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90, New Con- struction, and that, in addition, the sum of $9,000.00 be appro- priated from Surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to the Surplus Revenue Account.


Upon vote motion carried.


ARTICLE 7.


To see if the Town will vote to raise and appropriate the sum of $100. for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Sections 41 and 42 of Re- vised Chapter 128 of the General Laws and act thereon.


Moved that the sum of $100.00 be raised and appropriated for the use of Plymouth County Trustees for County Aid to Agri- culture (Plymouth County Extension Service) and that Clifford Carlson be appointed as Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws.


Upon vote this article was carried.


ARTICLE 8.


To see if the Town will vote to authorize the Town Treasurer, at his discretion, but with the written approval of the Board of

Selectmen, or a majority thereof, to sell any land acquired by the Town through foreclosure of tax title and to execute and deliver in the name and behalf of the Town all deeds necessary to effect- uate any such sale.

ARTICLE 10.


To see if the Town will vote to raise and appropriate an amount($826.71) to pay bill of Dec. 21, 1946 to A. L. Cedergren for work on Manley Street.


Motion made that the Town raise and appropriate the amount of $826.71 to pay bill of Dec. 21, 1946 to A. L. Cedergren, for work on Manley Street. Amended: that the funds be taken from the Highway Appropriation.


Upon vote motion, as amended, was carried.

ARTICLE 11.


To see if the Town will vote to raise and appropriate the sum of $3,000.00 to rebuild the bridge over Town River on Scotland Street.


Motion made that the Town raise and appropriate the sum of $3,000.00 to rebuild bridge over Town River on Scotland Street.

ARTICLE 12.


To see if the Town will vote to install 3 street lights on West Street from the intersection of Crescent Street to the intersection of Beacon Street and raise and appropriate a sum of money for the same. (By petition)


Moved that the Town install 3 street lights on West Street from the intersection of Crescent Street to the intersection of Beacon Street and raise and appropriate the sum of $51.00 for the same.


Motion carried upon vote.


ARTICLE 13.


To see if the Town will vote to install 6 street lights on East Center Street in an easterly direction beginning at Main Street and raise and appropriate a sum of money for the same. (By petition)


Motion made that the Town install 6 street lights on East Center Street in an easterly direction beginning at Main Street and raise and appropriate the sum of $102.00 for the same.


Motion upon vote carried.

ARTICLE 14.


To see if the Town will vote to install 11 street lights on North Main street from the junction of Copeland Street north- erly toward the Brockton Line and raise and appropriate a sum of money for the same. (By petition)


Motion made that the Town install 11 street lights on North Main Street from the junction of Copeland Street northerly to- ward the Brockton Line and raise and appropriate the sum of $187.00 for the same.


Motion carried upon vote.


ARTICLE 15.


To see if the Town will vote to appropriate a sum of money from the available Water Surplus to lay a 6 inch water main on West Street from the existing main to the property of John Kugis, a distance of 1000 feet. (By petition)


Moved that the sum of $5,000.00 be raised and appropriated from the available Water Surplus to lay a 6 inch water main on West Street from the existing main to the property of John Kugis, a distance of 1,000 feet.


Upon vote motion was lost.


ARTICLE 16.


To see if the Town will vote to provide room at Town Hall for pupils of Center School and to raise and appropriate not more than $2,000.00 to equip such room, or to see what other action the Town will take.


Moved to pass without action. Hand count resulted. To pass without action 189; to act upon 87.

ARTICLE 17.


To see if the Town will vote to authorize the Selectmen to make application to the Federal Works Agency and accept an advance of money from the Federal Government for the purpose of preparing plans for a Senior-Junior High School building.


Moved that the Town authorize the Selectmen to make ap- plication to the Federal Works Agency not later than May 1, 1947, and accept an advance of $9,000.00 from the Federal Government for the purpose of preparing plans for a Senior-Jun- ior High School building.


Motion upon vote-Yes, 192; No, 37, was carried.


ARTICLE 18.


To see if the Town will authorize the Water Commissioners to purchase a new truck for the Water Department and to trans- fer, deliver, and expend the present Water Department truck therefore and appropriate from Surplus Water Revenue a sum of money for the balance of purchase price.

ARTICLE 19.


To see if the Town will vote to authorize the Selectmen to acquire for a public school site by purchase or otherwise a tract of about twenty (20) acres of land owned by one Henry Howard, situated on the Northerly side of West Center Street and the westerly side of Howard Street, in West Bridgewater, and deter- mine how the money therefore shall be raised, whether by trans-

fer from available funds, borrowing, or otherwise and take any action thereto.


Moved that the Town authorize the Selectmen to acquire for a public school site by purchase or otherwise a tract of about twenty (20) acres of land owned by one Henry Howard, situated on the northerly side of West Center Street and the westerly sides of Howard and Spring Streets, in West Bridgewater, County of Plymouth, and Commonwealth of Massachusetts, bounded and described as follows, to wit: commencing at a stone bound lo- cated in the northerly line of West Center Street, at the south- easterly corner of the Center School lot, owned by the Town of West Bridgewater and at the southwesterly corner of the premises herein described; thence running northerly in line of said Cen- ter School lot three hundred forty-three and forty-five one hun- dredths (343.45) feet more or less to a corner; thence turning and running westerly still in the line of said Center School lot two hundred sixty-four and five one-hundredths (264.05) feet more or less to a corner; thence turning and running southerly still in the line of Center School lots seventy-eight and five tenths (78.5) feet more or less to a corner and land of one Lucy Bise- more: thence turning and running westerly in line of said Bise- more's lands one hundred seventy-six and six tenths (176.6) feet more or less to land of one Johnson; thence turning and running in a generally northerly direction by two several courses, along the line of land owned by said Johnson and land of Eldon Ham- bly, four hundred seventy-three and twenty-two one hundredths (473.22) feet more or less and two hundred thirty-eight and two tenths (238.2) feet more or less to an angle in the line of said Hambly's land; thence turning and running northeasterly by line of land of said Hambly one hundred sixty and thirty-eight one- hundredths (160.38) feet more or less to an angle in the line of said Hambly's land, thence turning and running in a northeasterly direction by line of said Hambly's land forty (40) feet more or

H. and Hartford Railroad Company nine hundred ninety-nine (999) feet more or less to the westerly line of said Spring Street; thence turning and running in a generally southerly direction by the westerly line of said Spring Street by two several courses ninety (90) feet more or less and three hun- dred sixty (360) feet more or less to an iron pipe driven into the ground in the westerly side line of said Spring Street at corner of land owned and retained by said Henry Howard; thence turning and running westerly by line of land of said Howard four hun- dred twenty (420) feet more or less to an iron pipe driven into the ground at the northwesterly corner of land of said Howard; thence turning and running southerly in line of said Howard's land two hundred twenty-five (225) feet more or less to an iron pipe driven into the ground; thence turning and running easterly by line of said Howard's land thirty-five (35) feet more or less to an iron pipe driven into the ground; thence turning and running southerly by line of said Howard's land one hundred ten (110) feet to an iron pipe driven into the ground; thence turning and running easterly by said Howard's land two hundred fifty (250) feet more or less to an iron pipe driven into the ground in the westerly side line of said Howard Street; thence turning and run- ning southerly by the westerly line of said Howard Street two hundred seventy (270) feet more or less to the northerly line of said West Center Street; thence turning and running westerly in the northerly line of said West Center Street four hundred sixty (460) feet more or less to the point of beginning; and that the sum of $7,000.00 be raised and appropriated therefore and to meet said appropriation the sum of $7,000.00 be transferred from the appropriation voted under Article 26 of the Warrant for the Town Meeting held on the 11th day of March, 1946.

ARTICLE 20.


To see if the Town will vote to accept from the Servicemen's Committee a sum of money amounting to $2,170.13 raised by subscription or otherwise to be expended for improving the Town Field and authorize the Moderator to appoint a committee of five members to have charge of such improvements subject to the ap- proval of the Selectmen, or take any action relative thereto.


Moved that the Town accept from the Committee charged with raising funds by popular subscription to finance a home- coming celebration for servicemen the donation of the sum of two thousand one hundred seventy dollars and thirteen cents ($2,170.13), to be expended by a committee consisting of five returned servicemen to be appointed by the Moderator for the general improvement of the Town Field, any and all such im- provements their character and location upon said Town Field to be subject to the approval of the Selectmen.


Upon vote motion carried. The committee of five appointed were: Royal Snell, Maurice Twoomey, William R. Brown, Joseph Perry, Robert Goodwin.


ARTICLE 21.


To see if the Town will vote to raise and appropriate or transfer from available funds, a sum of money as provided by Chapter 124, Acts of 1945, for a Stabilization Fund or take any action relative thereto.


Moved that the Town transfer from available funds in the treasury the sum of $5,000.00 for a Stabilization Fund provided by Chapter 124, Acts of 1945.


Amended to read: The Town transfer from surplus reserve the sum of $5,000.00 for a Stabilization Fund provided by Chap- ter 124, Acts of 1945.


Motion as amended carried.

ARTICLE 22.


To see if the Town will vote to authorize the assessors to take from available funds in the Treasury a sum of money to be used for the purpose of reducing the tax rate for the current year.


Motion made that the Town authorize the assessors to trans- fer from surplus reserve funds the sum of $5,000.00 to be used for the purpose of reducing the tax rate for the year 1947.

ARTICLE 23.


To see if the Town will vote to have the moderator appoint a committee of five (5) members to investigate the advisability of combining the offices of Town Clerk, Tax Collector, and Treas- urer into one office and report to a Special Town Meeting not later than Oct. 1, 1947.

ARTICLE 1.


To see if the Town will authorize the special School Building Committee to investigate the possibilities of a consolidated Jun- ior-Senior High School in connection with one or more commun- ities and to expend from the unexpended appropriations allotted to that committee such sums as may be deemed necessary and of this amount a sum not exceeding two hundred dollars ($200.) be authorized for out of state travel.


Upon motion by Harvey Scranton, to approve this article, and upon vote of the meeting this article was carried.

Moved that the Town appropriate from available funds in the treasury the sum of $3,000.00 for the Public Welfare Depart- ment.


Upon vote of the meeting the article was carried.

ARTICLE 4.


Moved that the sum of $6,000.00 be appropriated from over- lay surplus and $3,000.00 be appropriated from surplus revenue to meet the State and County's share of the cost of construction of Chapter 90, bridge over Town River on Scotland Street the reimbursement from the State and County to be restored upon their receipt to the overlay Surplus Revenue Account.


Upon vote of the meeting this article was carried in the affirmative.
